\nWE, the Heads of State\/Government of the Member States of the Association of Southeast Asian Nations (ASEAN), the People\u2019s Republic of China, Japan, and the Republic of Korea, held the Special ASEAN Plus Three (APT) Summit on Coronavirus Disease 2019 (COVID-19) via videoconference on 14 April 2020. The Summit was chaired by H.E. Nguyen Xuan Phuc, Prime Minister of Viet Nam, in his capacity as the Chair of ASEAN.<\/span>

\nEXPRESSING deepest condolences and sympathies for the loss of life and suffering caused by the pandemic.<\/span>
\n\u5bf9\u56e0\u75ab\u60c5\u75c5\u901d\u8005\u6df1\u8868\u54c0\u60bc\uff0c\u5bf9\u60a3\u75c5\u6c11\u4f17\u81f4\u4ee5\u6df1\u5207\u6170\u95ee\uff1b<\/span>
\nRECOGNISING the exponential spread and severity of COVID-19, which the World Health Organisation (WHO) declared as a pandemic on 11 March 2020.<\/span>
\n\u8ba4\u8bc6\u5230\u75ab\u60c5\u4f20\u64ad\u8fc5\u901f\uff0c\u5f62\u52bf\u4e25\u5cfb\uff0c\u4e16\u754c\u536b\u751f\u7ec4\u7ec72020\u5e743\u670811\u65e5\u5ba3\u5e03\u6b64\u6b21\u75ab\u60c5\u6784\u6210\u5927\u6d41\u884c\uff1b<\/span>
\nEMPHASIZING our gratitude and support to all medical professionals, healthcare workers and other frontline personnel who have been working with all their hearts and minds to fight the pandemic, saving people\u2019s lives.<\/span>
\n\u5411\u6240\u6709\u594b\u6218\u5728\u6297\u75ab\u4e00\u7ebf\u3001\u5168\u5fc3\u5168\u610f\u62ef\u6551\u751f\u547d\u7684\u533b\u62a4\u5de5\u4f5c\u8005\u548c\u5176\u4ed6\u4eba\u5458\u8868\u793a\u611f\u8c22\u548c\u652f\u6301\uff1b<\/span>

\n\u6ce8\u610f\u5230\u4e8c\u5341\u56fd\u96c6\u56e2\u9886\u5bfc\u4eba\u57282020\u5e743\u670826\u65e5\u5e94\u5bf9\u65b0\u51a0\u80ba\u708e\u7279\u522b\u5cf0\u4f1a\u58f0\u660e\u4e2d\u6240\u4f5c\u627f\u8bfa\uff0c\u5efa\u7acb\u7edf\u4e00\u6218\u7ebf\uff0c\u5e94\u5bf9\u5171\u540c\u5a01\u80c1\uff1b<\/span>
\nSTRESSING the important role of the World Health Organization (WHO) in the global campaign to control and contain the spread of COVID-19, recognising the importance of implementing the health measures under the International Health Regulations (2005) and underscoring the necessity for Universal Health Coverage (UHC) in addressing public health challenges such as COVID-19;<\/span>

\nNOTING with satisfaction the encouraging outcomes of the Special Video Conference of the APT Senior Officials Meeting on Health Development on 3 February 2020, the China-Japan-ROK Foreign Ministers\u2019 Special Video Conference on COVID-19 on 20 March 2020; the Special Video Conference of the APT Health Ministers in enhancing cooperation on COVID-19 on 7 April 2020.<\/span>

\nWELCOMING the ASEAN Chairman\u2019s Statement of 14 February 2020 and the Declaration of the Special ASEAN Summit on COVID-19 of 14 April 2020 that demonstrated ASEAN\u2019s highest-level commitment on collective response to the outbreak of COVID-19, in the spirit of a Cohesive and Responsive ASEAN. Supporting ASEAN\u2019s multi-sectoral, multi-stakeholder, whole-of-community approach to address the multi-faceted challenges posed by COVID-19.<\/span>
\n\u6b22\u8fce2020\u5e742\u670814\u65e5\u53d1\u8868\u7684\u300a\u5173\u4e8e\u5171\u540c\u5e94\u5bf9\u65b0\u51a0\u80ba\u708e\u75ab\u60c5\u7684\u4e1c\u76df\u4e3b\u5e2d\u58f0\u660e\u300b\u548c2020\u5e744\u670814\u65e5\u53d1\u8868\u7684\u300a\u4e1c\u76df\u5173\u4e8e\u65b0\u51a0\u80ba\u708e\u75ab\u60c5\u7279\u522b\u5cf0\u4f1a\u5ba3\u8a00\u300b\uff0c\u4e24\u4e2a\u6587\u4ef6\u5c55\u73b0\u4e86\u4e1c\u76df\u79c9\u6301\u201c\u56e2\u7ed3\u534f\u4f5c\u3001\u4e3b\u52a8\u5e94\u5bf9\u201d\u7cbe\u795e\uff0c\u5171\u540c\u6297\u51fb\u75ab\u60c5\u7684\u6700\u9ad8\u627f\u8bfa\u3002\u652f\u6301\u4e1c\u76df\u901a\u8fc7\u591a\u9886\u57df\u3001\u5404\u65b9\u52a8\u5458\u548c\u5168\u793e\u4f1a\u53c2\u4e0e\u7684\u65b9\u5f0f\u5e94\u5bf9\u75ab\u60c5\u5e26\u6765\u7684\u591a\u91cd\u6311\u6218\uff1b<\/span>
\nREAFFIRMING our shared commitment to strengthen solidarity, enhance cooperation and mutual support among the APT countries to control and contain the spread of the pandemic, addressing the adverse impact of the pandemic on our societies and economies.<\/span>
\n\u91cd\u753310+3\u56fd\u5bb6\u5c06\u52a0\u5f3a\u56e2\u7ed3\u3001\u4fc3\u8fdb\u5408\u4f5c\u3001\u76f8\u4e92\u652f\u6301\uff0c\u5171\u540c\u9632\u63a7\u75ab\u60c5\uff0c\u5e94\u5bf9\u5176\u5bf9\u7ecf\u6d4e\u793e\u4f1a\u7684\u8d1f\u9762\u5f71\u54cd\uff1b<\/span>
\nTo this aim, we hereby resolve to:<\/span>
\n\u4e3a\u6b64\uff0c\u6211\u4eec\u51b3\u5fc3\uff1a<\/span>
\n1. STRENGTHEN the early warning system in the region for pandemics and other epidemic diseases as well as free, open, regular, timely, and transparent exchange of real-time information on the situation on the ground and measures taken by each country in combating COVID-19; sharing of experience and best practices, extending mutual technical support in the prevention, containment and control of transmission as well as clinical treatment of infected cases. Support strong, collective and orchestrated response for control and treatment to harness synergies for effective curbing of COVID-19 measures that are relevant and appropriate to the severity and further evolution of the disease in Member States and within the region, as guided by: national risk assessments; the periodic reports on Risk Assessment on the International Dissemination of COVID-19 in the ASEAN Region; and, subsequent video conferences of the ASEAN Plus Three SOMHD on policy and strategic matters, and the ASEAN EOC Network on technical concerns.<\/span>
\n\u4e00\u3001\u52a0\u5f3a\u672c\u5730\u533a\u9488\u5bf9\u5927\u6d41\u884c\u75c5\u53ca\u5176\u4ed6\u4f20\u67d3\u75c5\u7684\u65e9\u671f\u9884\u8b66\u673a\u5236\u5efa\u8bbe\uff0c\u5c31\u75ab\u60c5\u5f62\u52bf\u548c\u5404\u56fd\u5e94\u5bf9\u4e3e\u63aa\u81ea\u7531\u3001\u5f00\u653e\u3001\u5b9a\u671f\u3001\u53ca\u65f6\u3001\u900f\u660e\u5730\u5206\u4eab\u5b9e\u65f6\u4fe1\u606f\uff0c\u4ea4\u6d41\u7ecf\u9a8c\u548c\u6700\u4f73\u5b9e\u8df5\uff0c\u5728\u75ab\u60c5\u9632\u63a7\u3001\u4e34\u5e8a\u6cbb\u7597\u65b9\u9762\u76f8\u4e92\u63d0\u4f9b\u6280\u672f\u652f\u6301\u3002\u6839\u636e\u5404\u56fd\u98ce\u9669\u8bc4\u4f30\u3001\u4e1c\u76df\u5730\u533a\u65b0\u51a0\u80ba\u708e\u56fd\u9645\u4f20\u64ad\u98ce\u9669\u5b9a\u671f\u8bc4\u4f30\u62a5\u544a\u300110+3\u536b\u751f\u53d1\u5c55\u9ad8\u5b98\u4f1a\u5173\u4e8e\u653f\u7b56\u548c\u6218\u7565\u4e8b\u9879\u7684\u5171\u8bc6\uff0c\u4ee5\u53ca\u4e1c\u76df\u536b\u751f\u5e94\u6025\u4e2d\u5fc3\u7f51\u7edc\u7684\u6280\u672f\u6307\u5bfc\uff0c\u652f\u6301\u91c7\u53d6\u4e0e\u5404\u56fd\u53ca\u5730\u533a\u75ab\u60c5\u4e25\u91cd\u6027\u53ca\u5176\u8fdb\u4e00\u6b65\u53d1\u5c55\u76f8\u9002\u5e94\u7684\u8054\u5408\u3001\u534f\u8c03\u3001\u5f3a\u6709\u529b\u7684\u5e94\u5bf9\u63aa\u65bd\u3002<\/span>
\n2. ENHANCE national and regional capacities to prepare for and respond to pandemics, including the protection of healthcare workers and other frontline personnel, and the provision of adequate medicines and medical supplies, especially diagnostic tools, personal protective equipment, medical equipment, by adhering to the objectives of efficacy, safety and accessibility.<\/span>
\n\u4e8c\u3001\u5f3a\u5316\u56fd\u5bb6\u548c\u5730\u533a\u80fd\u529b\u5efa\u8bbe\uff0c\u63d0\u9ad8\u5e94\u5bf9\u6d41\u884c\u75c5\u7684\u6c34\u5e73\uff0c\u5305\u62ec\u4fdd\u62a4\u533b\u62a4\u4eba\u5458\u548c\u5176\u4ed6\u4e00\u7ebf\u5de5\u4f5c\u8005\uff0c\u6309\u7167\u6709\u6548\u3001\u5b89\u5168\u3001\u53ef\u53ca\u6027\u7684\u76ee\u6807\uff0c\u786e\u4fdd\u836f\u54c1\u548c\u533b\u7597\u7269\u8d44\u7279\u522b\u662f\u8bca\u65ad\u5de5\u5177\u3001\u4e2a\u4eba\u9632\u62a4\u8bbe\u5907\u548c\u533b\u7597\u8bbe\u5907\u4f9b\u5e94\u5145\u8db3\u3002<\/span>
\n3. CONSIDER setting up an APT reserve of essential medical supplies that enables rapid response to emergency needs. Encourage tapping on existing regional emergency reserve facilities including the warehouses managed by the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre), among others, further consider the utilisation of the ASEAN Plus Three Emergency Rice Reserve (APTERR).<\/span>
\n\u4e09\u3001\u8003\u8651\u5efa\u7acb10+3\u91cd\u8981\u533b\u7597\u7269\u8d44\u50a8\u5907\uff0c\u786e\u4fdd\u5feb\u901f\u6ee1\u8db3\u7d27\u6025\u9700\u6c42\u3002\u9f13\u52b1\u5229\u7528\u5305\u62ec\u4e1c\u76df\u4eba\u9053\u4e3b\u4e49\u6551\u63f4\u534f\u8c03\u4e2d\u5fc3\uff08AHA\uff09\u7ba1\u7406\u7684\u4ed3\u5e93\u5728\u5185\u7684\u73b0\u6709\u533a\u57df\u5e94\u6025\u50a8\u5907\u8bbe\u65bd\uff0c\u8fdb\u4e00\u6b65\u8003\u8651\u52a8\u752810+3\u5927\u7c73\u7d27\u6025\u50a8\u5907\u673a\u5236\uff08APTERR\uff09\u3002<\/span>
\n4. SUPPORT ongoing regional collective efforts by the APT health cooperation sector and by ASEAN to enhance capacities to prevent, detect and respond to public health threats, leveraging on the implementation of the International Health Regulations (IHR) 2005 and through existing mechanisms, including, among others, the ASEAN Emergency Operations Center Network for public health emergencies (ASEAN EOC Network) and the ASEAN BioDiaspora Virtual Centre.<\/span>
\n\u56db\u3001\u652f\u630110+3\u536b\u751f\u90e8\u95e8\u548c\u4e1c\u76df\u7684\u5171\u540c\u52aa\u529b\uff0c\u843d\u5b9e\u300a\u56fd\u9645\u536b\u751f\u6761\u4f8b\uff082005\u5e74\uff09\u300b\uff0c\u53d1\u6325\u4e1c\u76df\u516c\u5171\u536b\u751f\u5e94\u6025\u884c\u52a8\u4e2d\u5fc3\u7f51\u7edc\uff08ASEAN EOC Network\uff09\u548c\u4e1c\u76df\u751f\u7269\u79bb\u6563\u865a\u62df\u4e2d\u5fc3\uff08ABVC\uff09\u7b49\u673a\u5236\u4f5c\u7528\uff0c\u63d0\u5347\u533a\u57df\u9884\u9632\u3001\u76d1\u6d4b\u548c\u5e94\u5bf9\u516c\u5171\u536b\u751f\u5a01\u80c1\u7684\u80fd\u529b\u3002<\/span>
\n5. STRENGTHEN scientific cooperation in epidemiological research, including through the APT Field Epidemiology Training Network (FETN), coordination, including with the private sector, towards rapid, research, development, manufacturing and distribution of diagnostics anti-viral medicines and vaccines, adhering to the objectives of efficiency, safety, equity accessibility and affordability as well as actively share and leverage on digital technologies and innovation to promote a science-based response to combat COVID-19.<\/span>
\n\u4e94\u3001\u52a0\u5f3a\u6d41\u884c\u75c5\u5b66\u79d1\u7814\u5408\u4f5c\uff0c\u5305\u62ec\u53d1\u632510+3\u73b0\u573a\u6d41\u884c\u75c5\u5b66\u57f9\u8bad\u7f51\u7edc\u4f5c\u7528\u3002\u9075\u5faa\u6709\u6548\u3001\u5b89\u5168\u3001\u516c\u5e73\u3001\u53ef\u53ca\u548c\u53ef\u8d1f\u62c5\u76ee\u6807\uff0c\u52a0\u5f3a\u5305\u62ec\u79c1\u8425\u90e8\u95e8\u5728\u5185\u7684\u534f\u8c03\u529b\u5ea6\uff0c\u5feb\u901f\u7814\u53d1\u3001\u751f\u4ea7\u548c\u5206\u914d\u8bca\u65ad\u5de5\u5177\u3001\u6297\u75ab\u836f\u7269\u548c\u75ab\u82d7\u3002\u79ef\u6781\u5206\u4eab\u5e76\u5229\u7528\u6570\u5b57\u6280\u672f\u548c\u521b\u65b0\uff0c\u63a8\u52a8\u79d1\u5b66\u6297\u75ab\u3002<\/span>
\n6. ENCOURAGE mutual support and assistance between ASEAN and the Plus Three countries in the development of human resources and capacity for the public health sector, including support for upgrading of health facilities for infection prevention and control, training of public health workers and provision of scholarships for students from ASEAN Member States to study in educational and training institutions and related fields of sciences of the Plus Three countries and strengthen the national health systems.<\/span>

ENHANCE cooperation to provide appropriate support and assistance to nationals of the APT countries, especially the most vulnerable, who stay, work, and study in each other\u2019s countries, working towards the dignity, health, well-being, safety and fair and effective treatment of those affected by COVID-19 as well as facilitating the movement of people as appropriate.<\/span>

REAFFIRM commitments to keep markets open for trade and investment, and enhance cooperation among ASEAN Plus Three countries with a view to ensuring food security, such as the utilisation of the ASEAN Plus Three Emergency Rice Reserve (APTERR), and strengthening the resiliency and sustainability of regional supply chains, especially for essential goods such as food, commodities, medicines and medical supplies through smooth and continued operation of the logistics networks, while ensuring that measures deemed necessary for public health emergency response are targeted, proportionate, transparent and temporary and that they do not create unnecessary barriers to trade or disruption to regional supply chains, and are consistent with WTO rules.<\/span>

ENCOURAGE to maintain necessary interconnectedness in the region by facilitating to the extent possible the essential movement of people, including business travels, while ensuring the safeguarding of public health in line with our efforts to combat the pandemic as well as to minimize socio-economic impacts of the COVID-19.<\/span>

Leverage technologies and digital trade to allow businesses, especially the micro, small and medium enterprises (MSMEs) to maintain operations.<\/span>

Reaffirm our commitment to the readiness of the Chiang Mai Initiative Multilateralisation (CMIM), the Regional Financial Arrangement (RFA), as a reliable layer of the Global Financial Safety Net.<\/span>
