\nAt my first HSBC Chinese New Year Lunch in 2011, I said, \u201cI like your Chinese name, Hui Feng, very much. Hui means to gather the best together and Feng means abundant harvest.\u201d<\/span>
\nIn the past ten years, HSBC has indeed harvested fruitful outcomes. As the largest foreign-owned bank in China, HSBC has witnessed China\u2019s deepening reform and further opening up. It has benefited from China\u2019s sustained economic growth. And it has taken part in and contributed to the mutually-beneficial cooperation between China and the UK.<\/span>
\nIn 2019, HSBC was named the Best Overall International Bank for the Belt and Road Initiative (BRI) in the Asiamoney New Silk Road Finance Awards for the second time. I would like to extend my warm congratulations to you.<\/span>

\nIn the past year, amid downward pressure on the world economy, slowdown in international trade, and increasing instabilities and risks, China continued to deepen reform and open wider to the world, and its economy maintained steady growth. Let me use three key words to summarise China\u2019s overall performance. They are \u201csteady, concrete and substantial\u201d.<\/span>

\nFirst, China\u2019s economic growth was steady.<\/span>
\nChina\u2019s economy has maintained a mid-to-high growth rate. Household income has kept pace with economic growth.<\/span>
\nIn 2019,<\/span>
\n\u2022 China\u2019s economy grew at 6.1%, much higher than the world average and the highest in the trillion-dollar club.<\/span>
\n\u2022 Total GDP stood at about 100 trillion RMB yuan, and per capita GDP crossed the $10,000 line.<\/span>
\n\u2022 Average disposable income increased by 5.8%, almost keeping pace with GDP growth.<\/span>
\n\u2022 13.52 million jobs were created in urban areas. We have maintained annual job creation of more than 13 million for seven years in a row.<\/span>
\n\u2022 Foreign trade increased in both quantity and quality. Exports and imports in goods were up by 3.4%.<\/span>
\n\u2022 Despite a sharp fall in overseas investment around the world, paid-in foreign investment in China increased by 6% year-on-year in the first 11 months of 2019. This was expected to exceed $130 billion for the whole year. <\/span>

\nSecond, China\u2019s opening-up measures were concrete.<\/span>
\nChina has opened up more regions and more sectors at a deeper level.<\/span>
\n\u2022 The second Belt and Road Forum for International Cooperation and the second China International Import Expo were successfully held in China.<\/span>
\n\u2022 A number of new pilot free trade zones were set up, including an extension to the China (Shanghai) Pilot Free Trade Zone.<\/span>
\n\u2022 Opening-up policies were rolled out in banking, insurance and financial services.<\/span>
\nThe Foreign Investment Law and its implementing regulations took effect on January 1st this year. This will cut short the negative list for foreign investment and strengthen legal protection of the rights and interests of foreign investors, especially IPR.<\/span>
\nAccording to the World Bank\u2019s Doing Business 2020 report, China\u2019s \u201cease of doing business\u201d ranking rose to 31 in 2019, up by 15 places over the previous year.<\/span>
\n\u4e09\u662f\u8d21\u732e\u589e\u957f\u201c\u591a\u201d\u30022019\u5e74\u4e2d\u56fdGDP\u5360\u4e16\u754c\u7ecf\u6d4e\u6bd4\u91cd\u9884\u8ba1\u5c06\u8d85\u8fc716%\uff0c\u4e2d\u56fd\u7ecf\u6d4e\u589e\u957f\u5bf9\u4e16\u754c\u7ecf\u6d4e\u589e\u957f\u7684\u8d21\u732e\u7387\u4fdd\u6301\u572830%\u4ee5\u4e0a\uff0c\u8fde\u7eed14\u5e74\u5c45\u4e16\u754c\u7b2c\u4e00\u3002\u4e2d\u56fd\u4ecd\u7136\u662f\u4e16\u754c\u7ecf\u6d4e\u53d1\u5c55\u52a8\u529b\u6700\u8db3\u7684\u201c\u706b\u8f66\u5934\u201d\u3002\u4e2d\u56fd\u4f01\u4e1a\u5728\u201c\u4e00\u5e26\u4e00\u8def\u201d\u6cbf\u7ebf\u56fd\u5bb6\u5efa\u8bbe\u4e86\u4e00\u6279\u5883\u5916\u7ecf\u8d38\u5408\u4f5c\u533a\uff0c\u7d2f\u8ba1\u6295\u8d44350\u4ebf\u7f8e\u5143\uff0c\u4e0a\u7f34\u4e1c\u9053\u56fd\u7a0e\u8d39\u8d85\u8fc730\u4ebf\u7f8e\u5143\uff0c\u4e3a\u5f53\u5730\u521b\u9020\u5c31\u4e1a\u5c97\u4f4d32\u4e07\u4e2a\u30022019\u5e74\uff0c\u4e2d\u82f1\u7ecf\u8d38\u5408\u4f5c\u4e5f\u53d6\u5f97\u4e30\u7855\u6210\u679c\uff0c\u53cc\u8fb9\u8d27\u7269\u8d38\u6613\u989d\u8d85\u8fc7860\u4ebf\u7f8e\u5143\uff0c\u6bd410\u5e74\u524d\u5df2\u7ffb\u4e86\u4e00\u756a\u8fd8\u591a\u3002\u540c\u65f6\uff0c\u4e2d\u82f1\u53cc\u5411\u6295\u8d44\u7a33\u5b9a\u589e\u957f\uff0c\u82f1\u56fd\u5df2\u6210\u4e3a\u4e2d\u56fd\u5728\u6b27\u76df\u6700\u5927\u7684\u6295\u8d44\u76ee\u7684\u5730\uff0c\u82f1\u56fd\u4e5f\u662f\u4e2d\u56fd\u5728\u6b27\u76df\u7b2c\u4e8c\u5927\u5916\u8d44\u6765\u6e90\u5730\u3002<\/span>
\nThird, China\u2019s contribution to world economy was substantial.<\/span>
\nChina is expected to account for more than 16% of the world\u2019s GDP in 2019. We contributed more than 30% to world economic growth, being the biggest contributor for 14 years in a row. China remained the most powerful locomotive driving economic growth in the world.<\/span>
\nA number of economic and trade cooperation zones were set up in countries along the Belt and Road Initiative, where Chinese companies invested $35 billion in total, paid more than $3 billion in tax and fees to host countries, and created 320,000 jobs for the local communities.<\/span>
\nIn 2019, China-UK economic and trade cooperation also witnessed fruitful outcomes. Bilateral trade in goods exceeded $86 billion. This has more than doubled the trade figure of ten years ago. Two-way investment also grew steadily. The UK is now China\u2019s largest investment destination and the second largest source of investment in the EU.<\/span>
\n\u5973\u58eb\u4eec\u3001\u5148\u751f\u4eec\uff0c<\/span>
\nLadies and Gentlemen:<\/span>
\n\u5c55\u671b\u672a\u6765\uff0c2020\u5e74\u5bf9\u4e2d\u56fd\u800c\u8a00\u5177\u6709\u91cc\u7a0b\u7891\u610f\u4e49\u3002\u4e2d\u56fd\u5c06\u5168\u9762\u5efa\u6210\u5c0f\u5eb7\u793e\u4f1a\uff0c\u5b9e\u73b0\u7b2c\u4e00\u4e2a\u767e\u5e74\u594b\u6597\u76ee\u6807\uff0c\u540c\u65f6\u5f00\u542f\u5168\u9762\u5efa\u8bbe\u793e\u4f1a\u4e3b\u4e49\u73b0\u4ee3\u5316\u56fd\u5bb6\u65b0\u5f81\u7a0b\u3002\u9762\u5bf9\u590d\u6742\u591a\u53d8\u7684\u4e16\u754c\u7ecf\u6d4e\u5f62\u52bf\uff0c\u4e2d\u56fd\u5c06\u7ee7\u7eed\u575a\u6301\u201c\u521b\u65b0\u3001\u534f\u8c03\u3001\u7eff\u8272\u3001\u5f00\u653e\u3001\u5171\u4eab\u201d\u7684\u65b0\u53d1\u5c55\u7406\u5ff5\uff0c\u63a8\u52a8\u7ecf\u6d4e\u9ad8\u8d28\u91cf\u53d1\u5c55\uff0c\u6df1\u5ea6\u878d\u5165\u5168\u7403\u6280\u672f\u94fe\u3001\u4ea7\u4e1a\u94fe\u3001\u521b\u65b0\u94fe\u3001\u4ef7\u503c\u94fe\uff0c\u4e3a\u4e16\u754c\u7ecf\u6d4e\u6ce8\u5165\u66f4\u591a\u6b63\u80fd\u91cf\u3002\u4e2d\u56fd\u6d88\u8d39\u5e02\u573a\u7684\u63d0\u8d28\u3001\u6269\u5bb9\u548c\u589e\u901f\uff0c\u5fc5\u5c06\u4e3a\u5305\u62ec\u82f1\u56fd\u5728\u5185\u7684\u5916\u8d44\u4f01\u4e1a\u63d0\u4f9b\u66f4\u591a\u53d1\u5c55\u7a7a\u95f4\u548c\u673a\u4f1a\u3002\u5982\u4f55\u6293\u4f4f\u548c\u7528\u597d\u673a\u9047\uff1f\u6211\u8ba4\u4e3a\uff0c\u8981\u505a\u5230\u201c\u4e09\u4e2aC\u201d\uff1a<\/span>
\nThe year 2020 is a milestone for China. In this year, China will achieve its first centenary goal, namely, to complete the building of a moderately prosperous society in all aspects. It will then embark on a new journey of building a modern socialist country in all aspects.<\/span>
\nIn face of the complexity and volatility of the global economy, China will continue to follow the new concept of \u201cinnovative, coordinated, green, open and shared development\u201d. Our objective is high-quality economic growth. We want to deepen integration with the global technological chain, industrial chain, innovation chain and value chain. We will contribute more positive energy to the world economy.<\/span>
\nChina\u2019s consumer market will continue to move up the value chain, expand in capacity and grow faster. This will create more space and opportunities for businesses from other countries, including the UK. How to seize these opportunities and take full advantage of them? I would like to suggest three C\u2019s.<\/span>

\nEarlier this month, China and the US reached the phase-one economic and trade agreement. This agreement is in line with market and business rules as well as WTO rules. It is beneficial to China, to the US, and to the whole world.<\/span>
\nI want to reiterate that, going forward, China will continue to open its market wider to the world. We will lower overall tariff. We will accelerate the opening up of the financial market. We will encourage and strengthen the protection of foreign investment and shorten the negative list for market access. These measures will foster a better environment for businesses from all over the world, including the UK and other European countries, to invest in China.<\/span>
\nCloser cooperation is the trend of our times. It is my hope that you will have greater confidence in your cooperation with China and seize the opportunities of China\u2019s economic growth. <\/span>

\nIn Belt and Road cooperation, China and the UK are natural partners. British businesses lead the whole world in financial, legal and professional services. Chinese companies are strong in infrastructure, connectivity and financing.<\/span>
\nI hope the business communities of our two countries will always be creative and dare to think and take actions. There are ample opportunities for cooperation in digital economy, science, technology and innovation, green finance, inclusive finance, Fintech and in third markets.
