\nThe
\njoint pursuit of the Belt and Road Initiative (BRI) aims to enhance connectivity
\nand practical cooperation. It is about jointly meeting various challenges and
\nrisks confronting mankind and delivering win-win outcomes and common
\ndevelopment. Thanks to the joint efforts of all of us involved in this
\ninitiative, a general connectivity framework consisting of six corridors, six
\nconnectivity routes and multiple countries and ports has been put in place. A
\nlarge number of cooperation projects have been launched, and the decisions of
\nthe first BRF have been smoothly implemented. More than 150 countries and
\ninternational organizations have signed agreements on Belt and Road cooperation
\nwith China. The complementarity between the BRI and the development plans or
\ncooperation initiatives of international and regional organizations such as the
\nUnited Nations, the Association of Southeast Asian Nations, the African Union,
\nthe European Union, the Eurasian Economic Union and between the BRI and the
\ndevelopment strategies of the participating countries has been enhanced. From
\nthe Eurasian continent to Africa, the Americas and Oceania, Belt and Road
\ncooperation has opened up new space for global economic growth, produced new
\nplatforms for international trade and investment and offered new ways for
\nimproving global economic governance. Indeed, this initiative has helped improve
\npeople\u2019s lives in countries involved and created more opportunities for common
\nprosperity. What we have achieved amply demonstrates that Belt and Road
\ncooperation has both generated new opportunities for the development of all
\nparticipating countries and opened up new horizon for China\u2019s development and
\nopening-up.

\nancient Chinese philosopher observed that \u201cplants with strong roots grow well,
\nand efforts with the right focus will ensure success.\u201d The Belt and Road
\ncooperation embraces the historical trend of economic globalization, responds to
\nthe call for improving the global governance system and meets people\u2019s longing
\nfor a better life. Going ahead, we should focus on priorities and project
\nexecution, move forward with results-oriented implementation, just like an
\narchitect refining the blueprint, and jointly promote high-quality Belt and Road
\ncooperation.

\nWe need to be guided by the principle of extensive consultation, joint
\ncontribution and shared benefits. We need to act in the spirit of
\nmultilateralism, pursue cooperation through consultation and keep all
\nparticipants motivated. We may, by engaging in bilateral, trilateral and
\nmultilateral cooperation, fully tap into the strengths of all participants. Just
\nas a Chinese proverb says, \u201cA tower is built when soil on earth accumulates, and
\na river is formed when streams come
\ntogether.\u201d

\nWe need to pursue open, green and clean cooperation. The Belt and Road is not an
\nexclusive club; it aims to promote green development. We may launch green
\ninfrastructure projects, make green investment and provide green financing to
\nprotect the Earth which we all call home. In pursuing Belt and Road cooperation,
\neverything should be done in a transparent way, and we should have zero
\ntolerance for corruption. The Beijing Initiative for Clean Silk Road has been
\nlaunched, which represents our strong commitment to transparency and clean
\ngovernance in pursuing Belt and Road
\ncooperation.

\nstandards and encourage participating companies to follow general international
\nrules and standards in project development, operation, procurement and tendering
\nand bidding. The laws and regulations of participating countries should also be
\nrespected. We need to take a people-centered approach, give priority to poverty
\nalleviation and job creation to see that the joint pursuit of Belt and Road
\ncooperation will deliver true benefits to the people of participating countries
\nand contribute to their social and economic development. We also need to ensure
\nthe commercial and fiscal sustainability of all projects so that they will

\nInfrastructure
\nis the bedrock of connectivity, while the lack of infrastructure has held up the
\ndevelopment of many countries. High-quality, sustainable, resilient, affordable,
\ninclusive and accessible infrastructure projects can help countries fully
\nleverage their resource endowment, better integrate into the global supply,
\nindustrial and value chains, and realize inter-connected development. To this
\nend, China will continue to work with other parties to build a connectivity
\nnetwork centering on economic corridors such as the New Eurasian Land Bridge,
\nsupplemented by major transportation routes like the China-Europe Railway
\nExpress and the New International Land-Sea Trade Corridor and information
\nexpressway, and reinforced by major railway, port and pipeline projects. We will

\nflow of goods, capital, technology and people will power economic growth and
\ncreate broad space for it. As a Chinese saying goes, \u201cThe ceaseless inflow of
\nrivers makes the ocean deep.\u201d However, were such inflow to be cut, the ocean,
\nhowever big, would eventually dry up. We need to promote trade and investment
\nliberalization and facilitation, say no to protectionism, and make economic
\nglobalization more open, inclusive, balanced and beneficial to all. To this end,
\nwe will enter into negotiation with more countries to conclude high-standard
\nfree trade agreements, and strengthen cooperation in customs, taxation and audit
\noversight by setting up the Belt and Road Initiative Tax Administration
\nCooperation Mechanism and accelerating international collaboration on the mutual
\nrecognition of Authorized Economic Operators. We have also formulated the
\nGuiding Principles on Financing the Development of the Belt and Roadand
\npublished the Debt Sustainability Framework for Participating Countries of the
\nBelt and Road Initiative to provide guidance for BRI financing cooperation. In
\naddition, the Second China International Import Expo will be held this year to
\nbuild an even bigger platform for other parties to access the Chinese
\nmarket.

\nboosts productivity; it makes companies competitive and countries strong. We
\nneed to keep up with the trend of the Fourth Industrial Revolution, jointly
\nseize opportunities created by digital, networked and smart development, explore
\nnew technologies and new forms and models of business, foster new growth drivers
\nand explore new development pathways, and build the digital Silk Road and the
\nSilk Road of innovation. China will continue to carry out the Belt and Road
\nScience, Technology and Innovation Cooperation Action Plan, and will work with
\nour partners to pursue four major initiatives, namely the Science and Technology
\nPeople-to-People Exchange Initiative, the Joint Laboratory Initiative, the
\nScience Park Cooperation Initiative, and the Technology Transfer Initiative. We
\nwill actively implement the Belt and Road Initiative Talents Exchange Program,
\nand will, in the coming five years, offer 5,000 opportunities for exchange,
\ntraining and cooperative research for talents from China and other BRI
\nparticipating countries. We will also support companies of various countries in
\njointly advancing ICT infrastructure building to upgrade cyber
\nconnectivity.

\nin development is the greatest imbalance confronting today\u2019s world. In the joint
\npursuit of the BRI, we must always take a development-oriented approach and see
\nthat the vision of sustainable development underpins project selection,
\nimplementation and management. We need to strengthen international development
\ncooperation so as to create more opportunities for developing countries, help
\nthem eradicate poverty and achieve sustainable development. In this connection,
\nChina and its partners have set up the Belt and Road Sustainable Cities Alliance
\nand the BRI International Green Development Coalition, formulated the Green
\nInvestment Principles for the Belt and Road Development, and launched the
\nDeclaration on Accelerating the Sustainable Development Goals for Children
\nthrough Shared Development. We have set up the BRI Environmental Big Data
\nPlatform. We will continue to implement the Green Silk Road Envoys Program and
\nwork with relevant countries to jointly implement the Belt and Road South-South
\nCooperation Initiative on Climate Change. We will also deepen cooperation in
\nagriculture, health, disaster mitigation and water resources; and we will
\nenhance development cooperation with the United Nations to narrow the gap in
\ndevelopment.

\nneed to build bridges for exchanges and mutual learning among different
\ncultures, deepen cooperation in education, science, culture, sports, tourism,
\nhealth and archaeology, strengthen exchanges between parliaments, political
\nparties and non-governmental organizations and exchanges between women, young
\npeople and people with disabilities in order to facilitate multi-faceted
\npeople-to-people exchanges. To this end, we will, in the coming five years,
\ninvite 10,000 representatives of political parties, think tanks and
\nnon-governmental organizations from Belt and Road participating countries to
\nvisit China. We will encourage and support extensive cooperation on livelihood
\nprojects among social organizations of participating countries, conduct a number
\nof environmental protection and anti-corruption training courses and deepen
\nhuman resources development cooperation in various areas. We will continue to
\nrun the Chinese government scholarship Silk Road Program, host the International
\nYouth Forum on Creativity and Heritage along the Silk Roads and the \u201cChinese
\nBridge\u201d summer camps. We will also put in place new mechanisms such as the Belt
\nand Road Studies Network and the Belt and Road News Alliance to draw inspiration

\nand negative list, and will continue to significantly shorten the negative list.
\nWe will work for the all-round opening-up of modern services, manufacturing and
\nagriculture, and will allow the operation of foreign-controlled or wholly
\nforeign-owned businesses in more sectors. We will plan new pilot free trade
\nzones and explore at a faster pace the opening of a free trade port. We will
\naccelerate the adoption of supporting regulations to ensure full implementation
\nof the Foreign Investment Law. We will promote supply-side structural reform
\nthrough fair competition and open cooperation, and will phase out backward and
\nexcessive production capacity in an effective way to improve the quality and
\nefficiency of
\nsupply.

\nintellectual property protection will not only ensure the lawful rights and
\ninterests of Chinese and foreign companies; it is also crucial to promoting
\nChina\u2019s innovation-driven and quality development. China will spare no effort to
\nfoster a business environment that respects the value of knowledge. We will
\nfully improve the legal framework for protecting intellectual property, step up
\nlaw enforcement, enhance protection of the lawful rights and interests of
\nforeign intellectual property owners, stop forced technology transfer, improve
\nprotection of trade secrets, and crack down hard on violations of intellectual
\nproperty in accordance with law. China will strengthen cooperation with other
\ncountries in intellectual property protection, create an enabling environment
\nfor innovation and promote technological exchanges and cooperation with other
\ncountries on the basis of market principles and the rule of
\nlaw.

\nneeds and give our consumers more choices and benefits, we will further lower
\ntariffs and remove various non-tariff barriers. We will steadily open China\u2019s
\nmarket wider to quality products from across the world. China does not seek
\ntrade surplus; we want to import more competitive quality agricultural products,
\nmanufactured goods and services to promote balanced
\ntrade.

\ncoordination. A globalized economy calls for global governance. China will
\nstrengthen macro policy coordination with other major economies to generate a
\npositive spillover and jointly contribute to robust, sustainable, balanced and
\ninclusive global growth. China will not resort to the beggar-thy-neighbor
\npractice of RMB devaluation. On the contrary, we will continue to improve the
\nexchange rate regime, see that the market plays a decisive role in resource
\nallocation and keep the RMB exchange rate basically stable at an adaptive and
\nequilibrium level. These steps will help ensure the steady growth of the global
\neconomy. Rules and credibility underpin the effective functioning of the
\ninternational governance system; they are the prerequisite for growing
\ninternational economic and trade relations. China is an active supporter and
\nparticipant of WTO reform and will work with others to develop international
\neconomic and trade rules of higher
\nstandards.

\nWe Chinese have a saying that honoring a promise carries the weight of gold. We
\nare committed to implementing multilateral and bilateral economic and trade
\nagreements reached with other countries. We will strengthen the building of a
\ngovernment based on the rule of law and good faith. A binding mechanism for
\nhonoring international agreements will be put in place. Laws and regulations
\nwill be revised and improved in keeping with the need to expand opening-up. We
\nwill see that governments at all levels operate in a well-regulated way when it
\ncomes to issuing administrative licenses and conducting market oversight. We
\nwill overhaul and abolish unjustified regulations, subsidies and practices that
\nimpede fair competition and distort the market. We will treat all enterprises
\nand business entities equally, and foster an enabling business environment based
\non market operation and governed by
\nlaw.
