\u5f53\u524d\uff0c\u4e2d\u56fd\u57ce\u9547\u5316\u53d1\u5c55\u65e2\u9762\u4e34\u5de8\u5927\u673a\u9047\uff0c\u66f4\u9762\u4e34\u8bf8\u591a\u96be\u9898\u3002\u5c24\u5176\u8981\u770b\u5230\uff0c\u5728\u8fd9\u6837\u4e00\u4e2a\u62e5\u670913\u4ebf\u4eba\u53e3\u7684\u53d1\u5c55\u4e2d\u5927\u56fd\u5b9e\u73b0\u57ce\u9547\u5316\uff0c\u5728\u4eba\u7c7b\u53d1\u5c55\u53f2\u4e0a\u6ca1\u6709\u5148\u4f8b\u3002<\/span><\/p>\n

At present, China is faced with both tremendous opportunities and many difficulties in its urbanization efforts.<\/span><\/p>\n

It is particularly important to note that never in the history of human development has a country like China, a large developing country with a population of 1.3 billion, attempted to urbanize.<\/span><\/p>\n

\u7c97\u653e\u6269\u5f20\u3001\u4eba\u5730\u5931\u8861\u3001\u4e3e\u503a\u5ea6\u65e5\u3001\u7834\u574f\u73af\u5883\u7684\u8001\u8def\u4e0d\u80fd\u518d\u8d70\u4e86\uff0c\u4e5f\u8d70\u4e0d\u901a\u4e86\u3002\u6211\u4eec\u8981\u575a\u6301\u6b63\u786e\u7684\u76ee\u6807\u3001\u5bf9\u5934\u7684\u65b9\u6cd5\uff0c\u52aa\u529b\u8d70\u51fa\u4e00\u6761\u65b0\u8def\u6765\u3002<\/span><\/p>\n

China can no longer urbanize by taking the old path of seeking inefficient and blind development, creating an imbalance between population and land, relying on borrowed money and damaging the environment; in fact that path will lead the country nowhere.<\/span><\/p>\n

China must aim for the right target, take a correct approach and open a new road.<\/span><\/p>\n

\u8981\u575a\u6301\u8fd9\u6837\u7684\u6307\u5bfc\u601d\u60f3\uff1a\u4ece\u4e2d\u56fd\u57fa\u672c\u56fd\u60c5\u51fa\u53d1\uff0c\u9075\u5faa\u89c4\u5f8b\uff0c\u56e0\u52bf\u5229\u5bfc\uff0c\u4f7f\u57ce\u9547\u5316\u6210\u4e3a\u4e00\u4e2a\u987a\u52bf\u800c\u4e3a\u3001\u6c34\u5230\u6e20\u6210\u7684\u53d1\u5c55\u8fc7\u7a0b\uff0c\u4e89\u53d6\u52302020\u5e74\u5b9e\u73b0\u5e38\u4f4f\u4eba\u53e3\u57ce\u9547\u5316\u7387\u8fbe\u523060%\u5de6\u53f3\u3002<\/span><\/p>\n

The following should be China\u2019s guiding thought for urbanization: to proceed from its basic national conditions,observe objective laws and make the best use of the current situation to ensure that urbanization is a process of development in which the country acts when the situation is advantageous and success comes naturally.<\/span><\/p>\n

China needs to make sure that about 60 percent of its people become permanent urban residents by 2020.<\/span><\/p>\n

\u5f53\u524d\u63a8\u8fdb\u57ce\u9547\u5316\u7684\u4e3b\u8981\u4efb\u52a1\u662f:\u63a8\u8fdb\u519c\u6c11\u5de5\u7b49\u519c\u4e1a\u8f6c\u79fb\u4eba\u53e3\u5e02\u6c11\u5316\uff1b\u63d0\u9ad8\u57ce\u9547\u5efa\u8bbe\u7528\u5730\u5229\u7528\u6548\u7387\uff0c\u9632\u6b62\u57ce\u9547\u5316\u5927\u91cf\u5708\u5360\u571f\u5730\u3001\u4f4e\u6548\u5229\u7528\uff1b\u5efa\u7acb\u591a\u5143\u53ef\u6301\u7eed\u7684\u57ce\u9547\u5316\u8d44\u91d1\u4fdd\u969c\u673a\u5236\uff0c\u6539\u53d8\u8fc7\u5ea6\u4f9d\u8d56\u571f\u5730\u8d22\u653f\u7684\u5c40\u9762\uff1b<\/span><\/p>\n

At present, the main tasks for urbanization are to grant urban residency to more rural migrant workers and other rural people who have moved to cities; make more efficient use of urban land for construction purposes and prevent too much land from being expropriated for urbanization and used inefficiently; establish a diversified and sustainable mechanism for funding urbanization; put an end to China\u2019s over reliance on land-based finance;<\/span><\/p>\n

\u4f18\u5316\u57ce\u9547\u5316\u5e03\u5c40\u548c\u5f62\u6001\uff0c\u6539\u5584\u4eba\u5c45\u73af\u5883\uff1b\u63d0\u9ad8\u57ce\u9547\u5316\u6c34\u5e73\uff0c\u5b9e\u4e8b\u6c42\u662f\u5b9a\u4f4d\uff0c\u79d1\u5b66\u52a1\u5b9e\u89c4\u5212\uff1b\u52a0\u5f3a\u5bf9\u57ce\u9547\u5316\u7684\u7ba1\u7406\u3002<\/span><\/p>\n

improve the structure and form of urbanization and the living environment; raise the level of urbanization, realistically define what a city should be like and make proper plans for its development; and improve the management of urbanization.<\/span><\/p>\n

\u57ce\u9547\u5efa\u8bbe\u8981\u4f53\u73b0\u5c0a\u91cd\u81ea\u7136\u3001\u987a\u5e94\u81ea\u7136\u3001\u5929\u4eba\u5408\u4e00\u7684\u7406\u5ff5\uff0c\u4f9d\u6258\u73b0\u6709\u5c71\u6c34\u8109\u7edc\u7b49\u72ec\u7279\u98ce\u5149\uff0c\u8ba9\u57ce\u5e02\u878d\u5165\u5927\u81ea\u7136\uff0c\u8ba9\u5c45\u6c11\u671b\u5f97\u89c1\u5c71\u3001\u770b\u5f97\u89c1\u6c34\u3001\u8bb0\u5f97\u4f4f\u4e61\u6101\u3002<\/span><\/p>\n

In pursuing urbanization, China needs to respect and be in tune with nature and ensure unity between man and nature.<\/span><\/p>\n

\n\tMaking use of current mountains, waters and other unique landscapes, China needs to integrate cities into nature so urban dwellers can enjoy the view of mountains and waters and are reminded of their hometowns.<\/span>\n<\/p>\n
