\n\t\u4eca\u5e74\u662f\u65b0\u4e2d\u56fd\u6210\u7acb70\u5468\u5e74\uff0c\u662f\u5168\u9762\u5efa\u6210\u5c0f\u5eb7\u793e\u4f1a\u3001\u5b9e\u73b0\u7b2c\u4e00\u4e2a\u767e\u5e74\u594b\u6597\u76ee\u6807\u7684\u5173\u952e\u4e4b\u5e74\u3002\u505a\u597d\u653f\u5e9c\u5de5\u4f5c\uff0c\u8981\u5728\u4ee5\u4e60\u8fd1\u5e73\u540c\u5fd7\u4e3a\u6838\u5fc3\u7684\u515a\u4e2d\u592e\u575a\u5f3a\u9886\u5bfc\u4e0b\uff0c\u4ee5\u4e60\u8fd1\u5e73\u65b0\u65f6\u4ee3\u4e2d\u56fd\u7279\u8272\u793e\u4f1a\u4e3b\u4e49\u601d\u60f3\u4e3a\u6307\u5bfc\uff0c\u5168\u9762\u8d2f\u5f7b\u515a\u7684\u5341\u4e5d\u5927\u548c\u5341\u4e5d\u5c4a\u4e8c\u4e2d\u3001\u4e09\u4e2d\u5168\u4f1a\u7cbe\u795e\uff0c\u7edf\u7b79\u63a8\u8fdb\u201c\u4e94\u4f4d\u4e00\u4f53\u201d\u603b\u4f53\u5e03\u5c40\uff0c\u534f\u8c03\u63a8\u8fdb\u201c\u56db\u4e2a\u5168\u9762\u201d\u6218\u7565\u5e03\u5c40\uff0c\u575a\u6301\u7a33\u4e2d\u6c42\u8fdb\u5de5\u4f5c\u603b\u57fa\u8c03\uff0c\u575a\u6301\u65b0\u53d1\u5c55\u7406\u5ff5\uff0c\u575a\u6301\u63a8\u52a8\u9ad8\u8d28\u91cf\u53d1\u5c55\uff0c\u575a\u6301\u4ee5\u4f9b\u7ed9\u4fa7\u7ed3\u6784\u6027\u6539\u9769\u4e3a\u4e3b\u7ebf\uff0c\u575a\u6301\u6df1\u5316\u5e02\u573a\u5316\u6539\u9769\u3001\u6269\u5927\u9ad8\u6c34\u5e73\u5f00\u653e\uff0c\u52a0\u5feb\u5efa\u8bbe\u73b0\u4ee3\u5316\u7ecf\u6d4e\u4f53\u7cfb\uff0c\u7ee7\u7eed\u6253\u597d\u4e09\u5927\u653b\u575a\u6218\uff0c\u7740\u529b\u6fc0\u53d1\u5fae\u89c2\u4e3b\u4f53\u6d3b\u529b\uff0c\u521b\u65b0\u548c\u5b8c\u5584\u5b8f\u89c2\u8c03\u63a7\uff0c\u7edf\u7b79\u63a8\u8fdb\u7a33\u589e\u957f\u3001\u4fc3\u6539\u9769\u3001\u8c03\u7ed3\u6784\u3001\u60e0\u6c11\u751f\u3001\u9632\u98ce\u9669\u5de5\u4f5c\uff0c\u4fdd\u6301\u7ecf\u6d4e\u8fd0\u884c\u5728\u5408\u7406\u533a\u95f4\uff0c\u8fdb\u4e00\u6b65\u7a33\u5c31\u4e1a\u3001\u7a33\u91d1\u878d\u3001\u7a33\u5916\u8d38\u3001\u7a33\u5916\u8d44\u3001\u7a33\u6295\u8d44\u3001\u7a33\u9884\u671f\uff0c\u63d0\u632f\u5e02\u573a\u4fe1\u5fc3\uff0c\u589e\u5f3a\u4eba\u6c11\u7fa4\u4f17\u83b7\u5f97\u611f\u3001\u5e78\u798f\u611f\u3001\u5b89\u5168\u611f\uff0c\u4fdd\u6301\u7ecf\u6d4e\u6301\u7eed\u5065\u5eb7\u53d1\u5c55\u548c\u793e\u4f1a\u5927\u5c40\u7a33\u5b9a\uff0c\u4e3a\u5168\u9762\u5efa\u6210\u5c0f\u5eb7\u793e\u4f1a\u6536\u5b98\u6253\u4e0b\u51b3\u5b9a\u6027\u57fa\u7840\uff0c\u4ee5\u4f18\u5f02\u6210\u7ee9\u5e86\u795d\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u6210\u7acb70\u5468\u5e74\u3002<\/span>\n<\/p>\n

\n\tThis year is the 70th anniversary of the founding of the People\u2019s Republic of China. It will be a crucial year for us as we endeavor to achieve the first Centenary Goal of building a moderately prosperous society in all respects. To fulfill the work of government, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, we must:<\/span>\n<\/p>\n

\n\t\u2022 follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era;<\/span>\n<\/p>\n

\n\t\u2022 implement fully the guiding principles of the Party\u2019s 19th National Congress and the second and third plenary sessions of its 19th Central Committee;<\/span>\n<\/p>\n

\n\t\u2022 pursue coordinated progress in the five-sphere integrated plan; *<\/span>\n<\/p>\n

\n\t\u2022 pursue balanced progress in the four-pronged comprehensive strategy; **<\/span>\n<\/p>\n

\n\t\u2022 adhere to the general principle of pursuing progress while ensuring stability;  <\/span>\n<\/p>\n

\n\t\u2022 continue to apply the new development philosophy;  <\/span>\n<\/p>\n

\n\t\u2022 continue to work for high-quality development;<\/span>\n<\/p>\n

\n\t\u2022 continue to pursue supply-side structural reform as our main task;  <\/span>\n<\/p>\n

\n\t\u2022 continue to deepen market-orientated reforms and expand high-standard opening-up;<\/span>\n<\/p>\n

\n\t\u2022 work faster to modernize the economy;<\/span>\n<\/p>\n

\n\t\u2022 continue the three critical battles;<\/span>\n<\/p>\n

\n\t\u2022 invigorate micro entities;<\/span>\n<\/p>\n

\n\t\u2022 explore innovations in and improve macro regulation;<\/span>\n<\/p>\n

\n\t\u2022 make coordinated efforts to maintain stable growth, advance reform, make structural adjustments, improve living standards, and guard against risks;<\/span>\n<\/p>\n

\n\t\u2022 keep major economic indicators within an appropriate range;  <\/span>\n<\/p>\n

\n\t(* This refers to a plan to promote coordinated economic, political, cultural, social, and ecological advancement.<\/span>\n<\/p>\n

\n\t** This refers to a strategy for comprehensive moves to finish building a moderately prosperous society in all respect, deepen reform, advance law-based governance, and strengthen Party self-governance.)<\/span>\n<\/p>\n

\n\t\u2022 take further steps to ensure stable employment, a stable financial sector, stable foreign trade, stable foreign investment, stable domestic investment, and stable expectations;<\/span>\n<\/p>\n

\n\t\u2022 boost market confidence;<\/span>\n<\/p>\n

\n\t\u2022 enable people to feel more satisfied, happy, and secure; and<\/span>\n<\/p>\n

\n\t\u2022 sustain healthy economic development and maintain social stability.<\/span>\n<\/p>\n

\n\tBy doing the above, we will create the pivotal underpinning for completing the building of a moderately prosperous society and celebrate with outstanding accomplishments the 70th anniversary of the founding of the People\u2019s Republic.<\/span>\n<\/p>\n

\n\t\u7efc\u5408\u5206\u6790\u56fd\u5185\u5916\u5f62\u52bf\uff0c\u4eca\u5e74\u6211\u56fd\u53d1\u5c55\u9762\u4e34\u7684\u73af\u5883\u66f4\u590d\u6742\u66f4\u4e25\u5cfb\uff0c\u53ef\u4ee5\u9884\u6599\u548c\u96be\u4ee5\u9884\u6599\u7684\u98ce\u9669\u6311\u6218\u66f4\u591a\u66f4\u5927\uff0c\u8981\u505a\u597d\u6253\u786c\u4ed7\u7684\u5145\u5206\u51c6\u5907\u3002\u56f0\u96be\u4e0d\u5bb9\u4f4e\u4f30\uff0c\u4fe1\u5fc3\u4e0d\u53ef\u52a8\u6447\uff0c\u5e72\u52b2\u4e0d\u80fd\u677e\u61c8\u3002\u6211\u56fd\u53d1\u5c55\u4ecd\u5904\u4e8e\u91cd\u8981\u6218\u7565\u673a\u9047\u671f\uff0c\u62e5\u6709\u8db3\u591f\u7684\u97e7\u6027\u3001\u5de8\u5927\u7684\u6f5c\u529b\u548c\u4e0d\u65ad\u8ff8\u53d1\u7684\u521b\u65b0\u6d3b\u529b\uff0c\u4eba\u6c11\u7fa4\u4f17\u8ffd\u6c42\u7f8e\u597d\u751f\u6d3b\u7684\u613f\u671b\u5341\u5206\u5f3a\u70c8\u3002\u6211\u4eec\u6709\u6218\u80dc\u5404\u79cd\u56f0\u96be\u6311\u6218\u7684\u575a\u5b9a\u610f\u5fd7\u548c\u80fd\u529b\uff0c\u7ecf\u6d4e\u957f\u671f\u5411\u597d\u8d8b\u52bf\u6ca1\u6709\u4e5f\u4e0d\u4f1a\u6539\u53d8\u3002<\/span>\n<\/p>\n

\n\tA full analysis of developments in and outside China shows that in pursuing development this year, we will face a graver and more complicated environment as well as risks and challenges, foreseeable and otherwise, that are greater in number and size. We must be fully prepared for a tough struggle. The difficulties we face must not be underestimated, our confidence must not be weakened, and the energy we bring to our work must not be allowed to wane.<\/span>\n<\/p>\n

\n\tChina is still in an important period of strategic opportunity for development and has ample resilience, enormous potential, and great creativity to unleash. The longing of our people for a better life is strong. We have the unshakable will and the ability needed to prevail over difficulties and challenges of any kind, and our economic fundamentals are sound and will remain sound over the long term.<\/span>\n<\/p>\n

\n\t\u4eca\u5e74\u7ecf\u6d4e\u793e\u4f1a\u53d1\u5c55\u7684\u4e3b\u8981\u9884\u671f\u76ee\u6807\u662f\uff1a\u56fd\u5185\u751f\u4ea7\u603b\u503c\u589e\u957f6%\uff0d6.5%\uff1b\u57ce\u9547\u65b0\u589e\u5c31\u4e1a1100\u4e07\u4eba\u4ee5\u4e0a\uff0c\u57ce\u9547\u8c03\u67e5\u5931\u4e1a\u73875.5%\u5de6\u53f3\uff0c\u57ce\u9547\u767b\u8bb0\u5931\u4e1a\u73874.5%\u4ee5\u5185\uff1b\u5c45\u6c11\u6d88\u8d39\u4ef7\u683c\u6da8\u5e453%\u5de6\u53f3\uff1b\u56fd\u9645\u6536\u652f\u57fa\u672c\u5e73\u8861\uff0c\u8fdb\u51fa\u53e3\u7a33\u4e2d\u63d0\u8d28\uff1b\u5b8f\u89c2\u6760\u6746\u7387\u57fa\u672c\u7a33\u5b9a\uff0c\u91d1\u878d\u8d22\u653f\u98ce\u9669\u6709\u6548\u9632\u63a7\uff1b\u519c\u6751\u8d2b\u56f0\u4eba\u53e3\u51cf\u5c111000\u4e07\u4ee5\u4e0a\uff0c\u5c45\u6c11\u6536\u5165\u589e\u957f\u4e0e\u7ecf\u6d4e\u589e\u957f\u57fa\u672c\u540c\u6b65\uff1b\u751f\u6001\u73af\u5883\u8fdb\u4e00\u6b65\u6539\u5584\uff0c\u5355\u4f4d\u56fd\u5185\u751f\u4ea7\u603b\u503c\u80fd\u8017\u4e0b\u964d3%\u5de6\u53f3\uff0c\u4e3b\u8981\u6c61\u67d3\u7269\u6392\u653e\u91cf\u7ee7\u7eed\u4e0b\u964d\u3002\u4e0a\u8ff0\u4e3b\u8981\u9884\u671f\u76ee\u6807\uff0c\u4f53\u73b0\u4e86\u63a8\u52a8\u9ad8\u8d28\u91cf\u53d1\u5c55\u8981\u6c42\uff0c\u7b26\u5408\u6211\u56fd\u53d1\u5c55\u5b9e\u9645\uff0c\u4e0e\u5168\u9762\u5efa\u6210\u5c0f\u5eb7\u793e\u4f1a\u76ee\u6807\u76f8\u8854\u63a5\uff0c\u662f\u79ef\u6781\u7a33\u59a5\u7684\u3002\u5b9e\u73b0\u8fd9\u4e9b\u76ee\u6807\uff0c\u9700\u8981\u4ed8\u51fa\u8270\u82e6\u52aa\u529b\u3002<\/span>\n<\/p>\n

\n\tWith the above in mind, the main projected targets for economic and social development this year are set as follows:    <\/span>\n<\/p>\n

\n\t\u2022 GDP growth of 6-6.5 percent    <\/span>\n<\/p>\n

\n\t\u2022 Over 11 million new urban jobs, a surveyed urban unemployment rate of around 5.5 percent, and a registered urban unemployment rate within 4.5 percent  <\/span>\n<\/p>\n

\n\t\u2022 CPI increase of around 3 percent<\/span>\n<\/p>\n

\n\t\u2022 A basic equilibrium in the balance of payments, and stable, better-structured imports and exports  <\/span>\n<\/p>\n

\n\t\u2022 A macro leverage ratio that is basically stable, and effective prevention and control of financial and fiscal risks    <\/span>\n<\/p>\n

\n\t\u2022 A reduction of over 10 million in the rural poor population<\/span>\n<\/p>\n

\n\t\u2022 Personal income growth that is basically in step with economic growth  <\/span>\n<\/p>\n

\n\t\u2022 A further improvement in the environment<\/span>\n<\/p>\n

\n\t\u2022 A drop of around 3 percent in energy consumption per unit of GDP<\/span>\n<\/p>\n

\n\t\u2022 Continued reductions in the discharge of major pollutants<\/span>\n<\/p>\n

\n\tThe above projected targets are ambitious but realistic \u2013 they represent our aim of promoting high-quality development, are in keeping with the current realities of China\u2019s development, and are aligned with the goal of completing the building of a moderately prosperous society in all respects. But to realize these goals, we need to redouble our efforts.<\/span>\n<\/p>\n

\n\t\u8981\u6b63\u786e\u628a\u63e1\u5b8f\u89c2\u653f\u7b56\u53d6\u5411\uff0c\u7ee7\u7eed\u5b9e\u65bd\u79ef\u6781\u7684\u8d22\u653f\u653f\u7b56\u548c\u7a33\u5065\u7684\u8d27\u5e01\u653f\u7b56\uff0c\u5b9e\u65bd\u5c31\u4e1a\u4f18\u5148\u653f\u7b56\uff0c\u52a0\u5f3a\u653f\u7b56\u534f\u8c03\u914d\u5408\uff0c\u786e\u4fdd\u7ecf\u6d4e\u8fd0\u884c\u5728\u5408\u7406\u533a\u95f4\uff0c\u4fc3\u8fdb\u7ecf\u6d4e\u793e\u4f1a\u6301\u7eed\u5065\u5eb7\u53d1\u5c55\u3002<\/span>\n<\/p>\n

\n\tWe will ensure that the right direction is set for the pursuit of our macro policies. We will continue to pursue a proactive fiscal policy and a prudent monetary policy, implement an employment-first policy, and strengthen the coordination between these policies to keep major economic indicators within an appropriate range and sustain healthy economic and social development.<\/span>\n<\/p>\n

\n\t\u79ef\u6781\u7684\u8d22\u653f\u653f\u7b56\u8981\u52a0\u529b\u63d0\u6548\u3002\u4eca\u5e74\u8d64\u5b57\u7387\u62df\u63092.8%\u5b89\u6392\uff0c\u6bd4\u53bb\u5e74\u9884\u7b97\u9ad80.2\u4e2a\u767e\u5206\u70b9\uff1b\u8d22\u653f\u8d64\u5b572.76\u4e07\u4ebf\u5143\uff0c\u5176\u4e2d\u4e2d\u592e\u8d22\u653f\u8d64\u5b571.83\u4e07\u4ebf\u5143\uff0c\u5730\u65b9\u8d22\u653f\u8d64\u5b579300\u4ebf\u5143\u3002\u9002\u5ea6\u63d0\u9ad8\u8d64\u5b57\u7387\uff0c\u7efc\u5408\u8003\u8651\u4e86\u8d22\u653f\u6536\u652f\u3001\u4e13\u9879\u503a\u5238\u53d1\u884c\u7b49\u56e0\u7d20\uff0c\u4e5f\u8003\u8651\u4e3a\u5e94\u5bf9\u4eca\u540e\u53ef\u80fd\u51fa\u73b0\u7684\u98ce\u9669\u7559\u51fa\u653f\u7b56\u7a7a\u95f4\u3002\u4eca\u5e74\u8d22\u653f\u652f\u51fa\u8d85\u8fc723\u4e07\u4ebf\u5143\uff0c\u589e\u957f6.5%\u3002\u4e2d\u592e\u5bf9\u5730\u65b9\u5747\u8861\u6027\u8f6c\u79fb\u652f\u4ed8\u589e\u957f10.9%\u3002\u6539\u9769\u5b8c\u5584\u53bf\u7ea7\u57fa\u672c\u8d22\u529b\u4fdd\u969c\u673a\u5236\uff0c\u7f13\u89e3\u56f0\u96be\u5730\u533a\u8d22\u653f\u8fd0\u8f6c\u538b\u529b\uff0c\u51b3\u4e0d\u8ba9\u57fa\u672c\u6c11\u751f\u4fdd\u969c\u51fa\u95ee\u9898\u3002<\/span>\n<\/p>\n

\n\tWe will pursue a proactive fiscal policy with greater intensity and enhance its performance. Deficit-to-GDP ratio this year is projected at 2.8 percent, a 0.2-percentage-point increase over that of last year. The budgetary deficit is projected at 2.76 trillion yuan, with a central government deficit of 1.83 trillion yuan and a local government deficit of 0.93 trillion yuan. In moderately increasing the deficit-to-GDP ratio, we have given full consideration to factors such as government revenue and expenditure and the issuance of special bonds; we have also taken into account the need to leave policy space to address risks that could arise in the future.<\/span>\n<\/p>\n

\n\tGovernment expenditure is budgeted at over 23 trillion yuan, a 6.5 percent increase. The central government\u2019s transfer payments to local governments for equalizing access to basic public services will increase by 10.9 percent. We will reform and improve the mechanism for ensuring basic fiscal capacity at the county level, ease the pressure of budgetary constraints faced by localities, and make certain that people\u2019s basic living needs are met.<\/span>\n<\/p>\n

\n\t\u7a33\u5065\u7684\u8d27\u5e01\u653f\u7b56\u8981\u677e\u7d27\u9002\u5ea6\u3002\u5e7f\u4e49\u8d27\u5e01M2\u548c\u793e\u4f1a\u878d\u8d44\u89c4\u6a21\u589e\u901f\u8981\u4e0e\u56fd\u5185\u751f\u4ea7\u603b\u503c\u540d\u4e49\u589e\u901f\u76f8\u5339\u914d\uff0c\u4ee5\u66f4\u597d\u6ee1\u8db3\u7ecf\u6d4e\u8fd0\u884c\u4fdd\u6301\u5728\u5408\u7406\u533a\u95f4\u7684\u9700\u8981\u3002\u5728\u5b9e\u9645\u6267\u884c\u4e2d\uff0c\u65e2\u8981\u628a\u597d\u8d27\u5e01\u4f9b\u7ed9\u603b\u95f8\u95e8\uff0c\u4e0d\u641e\u201c\u5927\u6c34\u6f2b\u704c\u201d\uff0c\u53c8\u8981\u7075\u6d3b\u8fd0\u7528\u591a\u79cd\u8d27\u5e01\u653f\u7b56\u5de5\u5177\uff0c\u758f\u901a\u8d27\u5e01\u653f\u7b56\u4f20\u5bfc\u6e20\u9053\uff0c\u4fdd\u6301\u6d41\u52a8\u6027\u5408\u7406\u5145\u88d5\uff0c\u6709\u6548\u7f13\u89e3\u5b9e\u4f53\u7ecf\u6d4e\u7279\u522b\u662f\u6c11\u8425\u548c\u5c0f\u5fae\u4f01\u4e1a\u878d\u8d44\u96be\u878d\u8d44\u8d35\u95ee\u9898\uff0c\u9632\u8303\u5316\u89e3\u91d1\u878d\u98ce\u9669\u3002\u6df1\u5316\u5229\u7387\u5e02\u573a\u5316\u6539\u9769\uff0c\u964d\u4f4e\u5b9e\u9645\u5229\u7387\u6c34\u5e73\u3002\u5b8c\u5584\u6c47\u7387\u5f62\u6210\u673a\u5236\uff0c\u4fdd\u6301\u4eba\u6c11\u5e01\u6c47\u7387\u5728\u5408\u7406\u5747\u8861\u6c34\u5e73\u4e0a\u7684\u57fa\u672c\u7a33\u5b9a\u3002<\/span>\n<\/p>\n

\n\tOur prudent monetary policy will be eased or tightened to the right degree. Increases in M2 money supply and aggregate financing should be in keeping with nominal GDP growth to keep major indicators within an appropriate range.<\/span>\n<\/p>\n

\n\tIn implementation, we will ensure the valve on aggregate monetary supply is well controlled and refrain from using a deluge of stimulus policies; but will also use flexibly a variety of monetary policy instruments to improve the transmission mechanism of monetary policy, maintain reasonably sufficient liquidity, effectively mitigate difficulties faced in the real economy, especially by private enterprises and small and micro businesses, in accessing affordable financing, and forestall and defuse financial risks.<\/span>\n<\/p>\n

\n\tWe will deepen reforms to strengthen the market\u2019s role in setting interest rates and lower real interest rates. We will improve the exchange rate mechanism and keep the RMB exchange rate generally stable and at an adaptive and balanced level.<\/span>\n<\/p>\n

Both in the immediate future and for some time to come, the pressure on aggregate job creation will continue unabated, the related structural issues will become more pronounced, and new factors that affect employment will continue to grow. All this means we must give greater priority to increasing employment.<\/span>\n<\/p>\n

\n\tMaintaining stable growth, first and foremost, is to ensure employment. This year, on top of the urban job creation target, we will work to reach the actual employment figures of the past few years so as to ensure employment for the urban workforce while creating nonagricultural employment opportunities for the surplus rural workforce. With stable employment and increasing incomes, we can continue to be fully confident.<\/span>\n<\/p>\n

China is still and will long remain in the primary stage of socialism; and it continues to be the world\u2019s largest developing country. Development is the foundation of and key to solving all our country\u2019s problems. We must pursue with dedication the central task of economic development, never falter in our commitment to the strategic thinking that development is of paramount importance and that it should be sound and of a high quality, and continue to unleash and develop productive forces.<\/span>\n<\/p>\n

\n\tAgainst the backdrop of a complex and fast-changing international environment, we must maintain strategic focus and carry out work in accordance with the goals and plans already set. We should make better use of both international and domestic markets and resources, face challenges squarely, turn risks into opportunities, and remain firm in our commitment to pursuing development.<\/span>\n<\/p>\n

\n\tSecond, we need to achieve the right balance in the relationship between maintaining stable growth and guarding against risks, to ensure sustained, healthy economic development. The many risks and potential problems that have built up over the years demand stronger mitigating action, but in doing so we need to observe objective laws and take the right approach. Our approach must be firm, controllable, and systematic, and it should be applied with the right degree of intensity. We need to defuse risks step by step in the course of pursuing development and decisively forestall any systemic or regional risks.<\/span>\n<\/p>\n

\n\tAgainst the backdrop of mounting downward pressure on the economy, the policies and measures we adopt should ensure stable expectations, stable growth, and structural adjustments. In working to forestall and control risks, we need to get the pace and intensity right. We should see that the effects of tightening are not amplified, and we must never allow economic indicators to slide out of the appropriate range.<\/span>\n<\/p>\n

\n\tAt the same time, we must not attend only to immediate concerns or adopt short-term strong stimulus policies that will end up undermining long-term development and generating new risks.<\/span>\n<\/p>\n

\n\tThird, we need to balance the relationship between government and market, and energize market entities through reform and opening-up. As long as market entities are energized, we can boost the internal forces driving development and withstand the downward pressure on the economy. We must work hard to advance reform and opening up, speed up the establishment of a unified and open, competitive and orderly modern market system, relax restrictions on market access, ensure impartial regulation, and create a business environment based on rule of law that is internationalized and enabling, in order to energize market entities.<\/span>\n<\/p>\n

\n\tUltimately, market vitality and social creativity stem from the initiative of hundreds of millions of people being put into action. We must stay true to the vision of people- centered development and do everything within our capacity to meet people\u2019s basic needs, resolve key problems affecting living standards, promote social fairness and justice, and help our people achieve better lives.<\/span>\n<\/p>\n
