\n\t       Facing the new normal state of the global and the Chinese economy, we have remained level-headed and taken steps to tackle deep-seated challenges.  We focused more on structure readjustment and other long-term problems, and refrained from being dstracted by the slight short-term fluctuations of individual indicators.  In July and August, for example, electricity consumption, freight volume and other indicators fluctuated somewhat.  That was inevitable and within our expectation.  It was because the domestic and international economic situation was still complex and volatile and base figures for the second half of last year were relatively high.<\/span>\n<\/p>\n

\n\t       \u770b\u4e2d\u56fd\u7ecf\u6d4e\uff0c\u4e0d\u80fd\u53ea\u770b\u773c\u524d\u3001\u770b\u5c40\u90e8\u3001\u770b\u201c\u5355\u79d1\u201d\uff0c\u66f4\u8981\u770b\u8d8b\u52bf\u3001\u770b\u5168\u5c40\u3001\u770b\u201c\u603b\u5206\u201d\u3002\u6211\u4eec\u575a\u6301\u533a\u95f4\u8c03\u63a7\u7684\u57fa\u672c\u601d\u8def\uff0c\u53ea\u8981\u7ecf\u6d4e\u589e\u901f\u4fdd\u6301\u57287.5%\u5de6\u53f3\uff0c\u9ad8\u4e00\u70b9\uff0c\u4f4e\u4e00\u70b9\uff0c\u90fd\u5c5e\u4e8e\u5408\u7406\u533a\u95f4\u3002\u5c24\u5176\u5e94\u770b\u5230\uff0c\u7a33\u589e\u957f\u662f\u4e3a\u4e86\u4fdd\u5c31\u4e1a\uff0c\u8c03\u63a7\u7684\u4e0b\u9650\u662f\u6bd4\u8f83\u5145\u5206\u7684\u5c31\u4e1a\u3002\u968f\u7740\u603b\u91cf\u6269\u5927\uff0c\u5c24\u5176\u662f\u670d\u52a1\u4e5f\u53d1\u5c55\u8fc5\u901f\uff0c\u7ecf\u6d4e\u589e\u957f\u7684\u5c31\u4e1a\u5bb9\u91cf\u6269\u5927\u4e86\uff0c\u5bf9\u6ce2\u52a8\u7684\u5bb9\u5fcd\u5ea6\u4e5f\u63d0\u9ad8\u4e86\u3002<\/span>\n<\/p>\n

\n\t       When observing the Chinese economy, one should not just focus on its short-term performance or the performance of a particular sector. Rather, one should look at the overall trend, the bigger picture and the total score.  Judging by the principle of range-based maco-control, we believe the actual economic growth rate is within the proper range, even if it might be slightly higher or lower than the 7.5 percent target.  In particular, we should realize that an important goal of maintaining stable growth is to ensure relatively adequate employment.  As the economic aggregate continues to expand, and in particular, as the service sector develops rapidly, growth will mean more jobs and there will be greater tolerance to fluctuations. <\/span>\n<\/p>\n
