Real estate sector is still a pillar for China\u2019s economy. It accounts for nearly 40 percent of bank lending, 50 percent of overall local government fiscal resources, and 60 percent of urban household assets. From the second half of 2021, China experienced a rapid decline in property prices and home sales. Many property developers suffered from liquidity shortage and deteriorating balance sheet. The risks of a handful of leading property developers are particularly noticeable.<\/span><\/p>\n

If not handled properly, risks in the housing sector are likely to trigger systemic risks. That is why prompt steps must be taken to address them. That said, however, we should also prevent possible moral hazards while doing so. Here is what we have done.<\/span><\/p>\n

First, we have stabilized expectations by honoring contracts and protecting property rights. For the 2,600-plus pre-sold but unfinished housing projects that concern 1.88 million people across the country, we have made ensuring their delivery a priority, and this helped prevent panic in the market.<\/span><\/p>\n

Second, we have conducted massive \u201cblood transfusion\u201d to the real estate sector. The liquidity situation of real estate companies has been greatly enhanced by way of fresh bank lending, bond issuance guarantee, and equity financing.<\/span><\/p>\n

Third, we have helped the real estate sector with \u201cblood formation\u201d. We have relaxed restrictions that were once introduced to address the overheating in the property market. Such adjustment has expanded effective demand and enabled property developers to generate revenue.<\/span><\/p>\n

Thanks to these efforts, the supply and demand in the market has seen noticeable improvement. Looking ahead, China\u2019s urbanization is still on a fast track, and the enormous potential demand generated in this process will provide a strong underpinning for the development of the real estate sector.<\/span><\/p>\n

\u5f53\u524d\uff0c\u4e2d\u56fd\u6b63\u5728\u52a0\u5feb\u6784\u5efa\u4ee5\u56fd\u5185\u5927\u5faa\u73af\u4e3a\u4e3b\u4f53\u3001\u56fd\u5185\u56fd\u9645\u53cc\u5faa\u73af\u76f8\u4e92\u4fc3\u8fdb\u7684\u65b0\u53d1\u5c55\u683c\u5c40\u3002\u56fd\u5185\u5faa\u73af\u91cd\u70b9\u662f\u6269\u5927\u5185\u9700\uff0c\u5b8c\u5584\u4ea7\u4e1a\u4f53\u7cfb\uff0c\u5f62\u6210\u4ee5\u6d88\u8d39\u62c9\u52a8\u4e3a\u4e3b\u7684\u589e\u957f\u6a21\u5f0f\uff0c\u63a8\u52a8\u7ecf\u6d4e\u5b9e\u73b0\u518d\u5e73\u8861\u3002\u8fd9\u4e2a\u903b\u8f91\u662f2008\u5e74\u4ee5\u6765\u7684\u56fd\u9645\u5171\u8bc6\u3002\u987a\u7545\u7684\u56fd\u5185\u5faa\u73af\u9700\u8981\u52a0\u5f3a\u56fd\u9645\u5206\u5de5\u548c\u5408\u4f5c\uff0c\u6269\u5927\u5bf9\u5916\u8d38\u6613\u548c\u5229\u7528\u5916\u8d44\u3002\u65b0\u53d1\u5c55\u683c\u5c40\u662f\u5f00\u653e\u7684\u56fd\u5185\u56fd\u9645\u53cc\u5faa\u73af\u3002\u4e2d\u56fd\u7684\u57fa\u672c\u56fd\u60c5\u51b3\u5b9a\u4e86\u5fc5\u987b\u5bf9\u5916\u5f00\u653e\uff0c\u4e0d\u65ad\u63d0\u9ad8\u5bf9\u5916\u5f00\u653e\u8d28\u91cf\u548c\u6c34\u5e73\uff0c\u6211\u4eec\u53cd\u5bf9\u5355\u8fb9\u4e3b\u4e49\u3001\u4fdd\u62a4\u4e3b\u4e49\uff0c\u5e0c\u671b\u5168\u9762\u52a0\u5f3a\u56fd\u9645\u5408\u4f5c\uff0c\u5171\u540c\u7ef4\u62a4\u4e16\u754c\u7ecf\u6d4e\u7a33\u5b9a\u548c\u53d1\u5c55\uff0c\u63a8\u52a8\u7ecf\u6d4e\u518d\u5168\u7403\u5316\u3002<\/span><\/p>\n

Right now, China is stepping up efforts to foster a new development paradigm with domestic circulation as the mainstay and domestic and international circulations reinforcing each other. The focus of domestic circulation is on expanding internal demand, promoting industrial upgrade, developing a consumption-led growth model, and re-balancing the economy. (This is a logic reflecting international consensus since 2008.)<\/span><\/p>\n

However, for domestic circulation to function well, it must rely on international division of labor and cooperation, as well as more foreign trade and investment. Therefore, the new development paradigm of dual-circulation is to be pursued in an open economy.<\/span><\/p>\n

China\u2019s national reality dictates that opening up to the world is a must, not an expediency. We must open up wider and make it work better. We oppose unilateralism and protectionism, and look forward to strengthening international cooperation with all countries for world economic stability and development, and the promotion of economic re-globalization.<\/span><\/p>\n

\u4e2d\u56fd\u5df2\u7ecf\u5168\u9762\u5efa\u6210\u5c0f\u5eb7\u793e\u4f1a\uff0c\u5b9e\u73b0\u5171\u540c\u5bcc\u88d5\u662f\u6211\u4eec\u63d0\u51fa\u7684\u91cd\u8981\u793e\u4f1a\u53d1\u5c55\u76ee\u6807\uff0c\u4e5f\u662f\u5b9e\u73b0\u4e2d\u56fd\u957f\u6cbb\u4e45\u5b89\u7684\u5386\u53f2\u6027\u4efb\u52a1\u3002\u8fd9\u662f\u4e00\u9879\u957f\u8fdc\u4efb\u52a1\uff0c\u9700\u8981\u9010\u6b65\u5b9e\u73b0\uff0c\u4e0d\u53ef\u80fd\u4e00\u8e74\u800c\u5c31\u3002\u6211\u4eec\u8bb2\u7684\u5171\u540c\u5bcc\u88d5\uff0c\u5f3a\u8c03\u7684\u662f\u907f\u514d\u4e24\u6781\u5206\u5316\uff0c\u6700\u7ec8\u8fd8\u662f\u8981\u9760\u5171\u540c\u53d1\u5c55\uff0c\u9760\u6bcf\u4e2a\u4eba\u7684\u8270\u82e6\u594b\u6597\u548c\u52e4\u52b3\u81f4\u5bcc\uff0c\u7edd\u4e0d\u662f\u641e\u5e73\u5747\u4e3b\u4e49\u548c\u798f\u5229\u4e3b\u4e49\u3002\u968f\u7740\u4e2d\u56fd\u53d1\u5c55\uff0c\u5168\u4f53\u56fd\u6c11\u5bcc\u88d5\u7a0b\u5ea6\u5c06\u4e0d\u65ad\u63d0\u9ad8\uff0c\u4f46\u4efb\u4f55\u60c5\u51b5\u4e0b\u4eba\u4eec\u7684\u6536\u5165\u6c34\u5e73\u3001\u5bcc\u88d5\u7a0b\u5ea6\u90fd\u5c06\u5b58\u5728\u4e00\u5b9a\u5dee\u5f02\u3002\u4e5f\u5c31\u662f\u8bf4\uff0c\u5728\u673a\u4f1a\u9762\u524d\u4eba\u4eba\u5e73\u7b49\uff0c\u4f46\u7ed3\u679c\u8fd8\u662f\u4e0d\u4e00\u6837\u7684\u3002\u5728\u63a8\u52a8\u5171\u540c\u5bcc\u88d5\u7684\u5386\u53f2\u8fc7\u7a0b\u4e2d\uff0c\u5305\u62ec\u5916\u5546\u5728\u5185\u7684\u4f01\u4e1a\u5bb6\u90fd\u5c06\u53d1\u6325\u53d1\u52a8\u673a\u7684\u91cd\u8981\u4f5c\u7528\uff0c\u56e0\u4e3a\u4ed6\u4eec\u662f\u793e\u4f1a\u8d22\u5bcc\u521b\u9020\u7684\u5173\u952e\u8981\u7d20\uff0c\u5982\u679c\u6ca1\u6709\u8d22\u5bcc\u7684\u9010\u6b65\u79ef\u7d2f\uff0c\u5171\u540c\u5bcc\u88d5\u5c31\u6210\u4e86\u65e0\u6e90\u4e4b\u6c34\u3001\u65e0\u672c\u4e4b\u6728\u3002<\/span><\/p>\n

Now that China has completed the mission of building a moderately prosperous society in all respects, we have come up with a new social development goal of achieving common prosperity, a historical mission that will help us ensure lasting stability. It is a long-term task that requires an incremental and gradual approach. It is not something to be achieved overnight.<\/span><\/p>\n

Common prosperity, as we see it, is aimed at preventing polarization. It can only be attained through common development and the hard work of every Chinese. Common prosperity is by no means a synonym of egalitarianism or welfarism. As China grows, all Chinese people will be better off, but that doesn\u2019t mean their incomes and level of prosperity have to be the same. (That is to say, there will be equal opportunities, but no guarantee of equal outcomes)<\/span><\/p>\n

Entrepreneurship is a key factor for wealth creation of a society. Therefore, entrepreneurs, both Chinese and foreign, will play an important role as the engine driving China\u2019s historical pursuit of common prosperity. If wealth doesn\u2019t grow, common prosperity will become a river without source or a tree without roots.<\/span>
\n\u5973\u58eb\u4eec\uff0c\u5148\u751f\u4eec\uff0c\u670b\u53cb\u4eec\uff1a<\/span><\/p>\n

\u201c\u5728\u5206\u88c2\u7684\u4e16\u754c\u4e2d\u52a0\u5f3a\u5408\u4f5c\u201d\uff0c\u8fd9\u4e2a\u4e3b\u9898\u6709\u5f88\u5f3a\u7684\u73b0\u5b9e\u9488\u5bf9\u6027\u3002\u4e60\u8fd1\u5e73\u4e3b\u5e2d\u6307\u51fa\uff0c\u5f53\u524d\uff0c\u4e16\u754c\u4e4b\u53d8\u3001\u65f6\u4ee3\u4e4b\u53d8\u3001\u5386\u53f2\u4e4b\u53d8\u6b63\u4ee5\u524d\u6240\u672a\u6709\u7684\u65b9\u5f0f\u5c55\u5f00\uff0c\u4e16\u754c\u53c8\u4e00\u6b21\u7ad9\u5728\u5386\u53f2\u7684\u5341\u5b57\u8def\u53e3\uff0c\u4f55\u53bb\u4f55\u4ece\u53d6\u51b3\u4e8e\u5404\u56fd\u4eba\u6c11\u7684\u9009\u62e9\u3002<\/span><\/p>\n

The theme of this meeting, \u201cCooperation in a Fragmented World\u201d, is highly relevant. As President Xi Jinping noted, changes of our world, of our times, and of history are unfolding in front of us in unprecedented ways. The world has once again come at a historical crossroad, and its future hinges on the choices we make.<\/span><\/p>\n

\u5173\u4e8e\u5982\u4f55\u89e3\u51b3\u4e16\u754c\u5408\u4f5c\u95ee\u9898\uff0c\u6211\u60f3\u63d0\u51fa\u4e09\u70b9\u89c2\u5bdf\u3002<\/span><\/p>\n

As for how to advance international cooperation, I would like to share with you the following three observations.<\/span><\/p>\n

\u7b2c\u4e00\uff0c\u575a\u6301\u6b63\u786e\u7684\u539f\u5219\uff0c\u7ef4\u62a4\u6709\u6548\u7684\u56fd\u9645\u7ecf\u6d4e\u79e9\u5e8f\u3002\u9762\u5bf9\u65b0\u5f62\u52bf\uff0c\u4f20\u7edf\u7684\u601d\u7ef4\u65b9\u5f0f\u65e0\u6cd5\u63d0\u4f9b\u51fa\u8def\uff0c\u6211\u4eec\u5fc5\u987b\u653e\u5f03\u51b7\u6218\u601d\u7ef4\uff0c\u4ece\u7269\u8d28\u4e8c\u76f8\u6027\u7684\u89d2\u5ea6\u8ba4\u8bc6\u4e8b\u7269\u7684\u672c\u8d28\u3002\u7740\u773c\u4e8e\u5efa\u7acb\u4eba\u7c7b\u547d\u8fd0\u5171\u540c\u4f53\uff0c\u643a\u624b\u5e94\u5bf9\u5168\u7403\u6027\u6311\u6218\u3002\u6211\u4eec\u8ba4\u4e3a\uff0c\u5408\u7406\u7684\u56fd\u9645\u7ecf\u6d4e\u79e9\u5e8f\u5fc5\u987b\u5171\u540c\u7ef4\u62a4\uff0c\u5173\u4e8e\u5408\u7406\u5206\u5de5\u3001\u9f13\u52b1\u7ade\u4e89\u3001\u53cd\u5bf9\u5784\u65ad\u3001\u4fdd\u62a4\u4ea7\u6743\u548c\u77e5\u8bc6\u4ea7\u6743\u3001\u5f18\u626c\u4f01\u4e1a\u5bb6\u7cbe\u795e\u3001\u4fc3\u8fdb\u8981\u7d20\u81ea\u7531\u6d41\u52a8\u3001\u575a\u6301\u516c\u5e73\u5206\u914d\u3001\u5b8c\u5584\u793e\u4f1a\u5b89\u5168\u7f51\u3001\u7ef4\u62a4\u5b8f\u89c2\u7ecf\u6d4e\u7a33\u5b9a\u7b49\u7ecf\u6d4e\u539f\u7406\u6ca1\u6709\u6539\u53d8\uff0c\u653f\u5e9c\u5e94\u8be5\u5728\u91cd\u5927\u95ee\u9898\u4e0a\u53d1\u6325\u4f5c\u7528\uff0c\u9762\u5bf9\u6682\u65f6\u51fa\u73b0\u7684\u963b\u529b\u548c\u5012\u9000\uff0c\u6211\u4eec\u5e94\u5f53\u52c7\u4e8e\u575a\u6301\u771f\u7406\uff0c\u5c0a\u91cd\u89c4\u5f8b\uff0c\u7528\u52a1\u5b9e\u6734\u7d20\u7684\u529e\u6cd5\u89e3\u51b3\u590d\u6742\u7684\u95ee\u9898\u3002<\/span><\/p>\n

First, we need to uphold the right principles and maintain the effective international economic order. Under the new circumstances, the traditional way of thinking cannot provide the solution. That is why we have to abandon the cold war mentality, try to understand the nature of things from the perspective of material duality, endeavor to build a community with a shared future for mankind, and join hands to respond to global challenges. We believe that an equitable international economic order must be preserved by all. Equitable division of labor, encouragement of competition, anti-monopoly, protection of property rights and IPRs, promoting entrepreneurship and free flow of production factors, fair distribution, a strong social safety net, and ensuring macroeconomic stability are the well-proven economic principles that are still relevant today. Government has a key role to play on major issues, despite temporary resistance and some setbacks, we must have the courage to uphold truth and law of economics, and address complex issues pragmatically with plain and simple solutions.<\/span><\/p>\n

\u7b2c\u4e8c\uff0c\u52a0\u5f3a\u56fd\u9645\u5b8f\u89c2\u653f\u7b56\u534f\u8c03\uff0c\u5e73\u8861\u597d\u6cbb\u7406\u901a\u80c0\u548c\u7a33\u5b9a\u589e\u957f\u7684\u5173\u7cfb\u3002\u76ee\u524d\u4e00\u4e9b\u56fd\u5bb6\u91c7\u53d6\u7684\u5e94\u5bf9\u601d\u8def\u662f\u201c\u901a\u80c0\u2014\u52a0\u606f\u2014\u8870\u9000\u2014\u590d\u82cf\u201d\u3002\u9700\u8981\u6ce8\u610f\u7684\u662f\uff0c\u672c\u8f6e\u901a\u80c0\u662f\u590d\u5408\u578b\u901a\u80c0\uff0c\u6210\u56e0\u590d\u6742\uff0c\u9664\u4e86\u9700\u6c42\u4fa7\u56e0\u7d20\u5916\uff0c\u5e94\u5f53\u4f9b\u9700\u4e24\u7aef\u540c\u65f6\u53d1\u529b\uff0c\u540c\u6b65\u4fee\u590d\u4ea7\u4e1a\u94fe\u4f9b\u5e94\u94fe\uff0c\u9ad8\u5ea6\u91cd\u89c6\u80fd\u6e90\u5b89\u5168\u3001\u7cae\u98df\u5b89\u5168\uff0c\u8fd9\u5c31\u5fc5\u987b\u63a8\u52a8\u56fd\u9645\u5408\u4f5c\uff0c\u7ef4\u62a4\u548c\u5e73\uff0c\u5408\u529b\u5e94\u5bf9\u5171\u540c\u6027\u6311\u6218\u3002\u6211\u4eec\u547c\u5401\uff0c\u5927\u56fd\u5728\u52a0\u606f\u7684\u540c\u65f6\uff0c\u5e94\u9ad8\u5ea6\u91cd\u89c6\u6b64\u4e3e\u5bf9\u65b0\u5174\u5e02\u573a\u56fd\u5bb6\u548c\u53d1\u5c55\u4e2d\u56fd\u5bb6\u4ea7\u751f\u7684\u8d1f\u9762\u5916\u6ea2\u6027\uff0c\u9632\u6b62\u52a0\u91cd\u503a\u52a1\u548c\u91d1\u878d\u98ce\u9669\u3002\u6211\u4eec\u4e5f\u540c\u610f\u4e0e\u5404\u65b9\u4e00\u9053\uff0c\u63a8\u52a8\u89e3\u51b3\u4e00\u4e9b\u53d1\u5c55\u4e2d\u56fd\u5bb6\u7684\u503a\u52a1\u95ee\u9898\u3002<\/span><\/p>\n

Second, we need to strengthen international macro policy coordination and strike a good balance between inflation and growth. To tame inflation, some countries have chosen the policy that will likely result in the hike-recession-recovery loop. But it is important to note that inflation this time around is driven by multiple factors. Apart from the demand side, supply-side measures are also needed to repair the supply chains and preserve energy and food security.<\/span><\/p>\n

A joint response to this challenge requires international cooperation and maintenance of peace. We call for more attention to the negative spillover effect of major countries\u2019 rate hikes on the emerging markets and developing countries so as not to add to more debt or financial risks. We stand ready to work with all parties to find solutions to the debt issues of some developing countries.<\/span><\/p>\n

China will honor its commitments to the international community, push for global cooperation on climate change, and work with other countries to tackle the serious challenges posed by climate change, and build a community with a shared future for mankind.<\/span><\/p>\n

We must work together to firmly safeguard world peace. We should be grateful that this year\u2019s Davos Forum presents us with an opportunity to do just that.
