\nQin Gang: We\u2019re in the first year of fully implementing the guiding principles set forth by the 20th National Congress of the Communist Party of China. The Congress has outlined top-level plans for China\u2019s diplomacy, identified our missions and tasks, and made strategic arrangements to that end. With the COVID situation turning for the better in China, we\u2019re steadily resuming exchanges with the world. We\u2019ve pressed the \u201cacceleration button\u201d, and sounded the clarion call for our diplomacy.<\/span>
\n <\/span>
\n\u6211\u4eec\u5c06\u4ee5\u5143\u9996\u5916\u4ea4\u4e3a\u5f15\u9886\uff0c\u7279\u522b\u662f\u5168\u529b\u529e\u597d\u9996\u6b21\u201c\u4e2d\u56fd\uff0b\u4e2d\u4e9a\u4e94\u56fd\u201d\u5143\u9996\u5cf0\u4f1a\u548c\u7b2c\u4e09\u5c4a\u201c\u4e00\u5e26\u4e00\u8def\u201d\u56fd\u9645\u5408\u4f5c\u9ad8\u5cf0\u8bba\u575b\u4e24\u5927\u4e3b\u573a\u5916\u4ea4\uff0c\u4e0d\u65ad\u5c55\u73b0\u4e2d\u56fd\u5916\u4ea4\u7684\u72ec\u7279\u98ce\u8303\u3002<\/span>
\nWe will follow the guidance of head-of-state diplomacy. In particular, we will ensure the success of the two major diplomatic events that we will host \u2013 the first China-Central Asia Summit and the third Belt and Road Forum for International Cooperation, which will be the showcase of the distinctive character of China\u2019s diplomacy.<\/span>

\nWe will build on our extensive partnerships. We will pursue coordination and sound interactions among major countries, seek friendship and cooperation with other countries, and promote a new type of international relations. China has had a growing network of friends, made more and more new friends, and strengthened ties with old ones.<\/span>

\nWe will take openness and development as our objective. We will facilitate high-quality development and high-standard opening-up. We will reject \u201cdecoupling\u201d, and oppose severing industrial and supply chains and imposing unilateral sanctions. We will uphold an open and inclusive world economy, and will generate new opportunities for the world with our new development.<\/span>

\nThe world is far from tranquil, being entangled in intertwined turmoils and transformation, the clash between unity and division, and the coexistence of opportunities and challenges. The new journey of China\u2019s diplomacy will be an expedition with glories and dreams, and it will also be a long voyage through stormy seas. The harder the mission, the more glorious its accomplishment. Under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, we will put Xi Jinping Thought on Diplomacy into full practice, follow through on the decisions of the 20th CPC Congress, and uphold our foreign policy goals of safeguarding world peace and promoting common development. We will meet challenges head-on, boldly take on responsibilities, foster an enabling external environment for building a modern socialist country in all respects, and write a new chapter in China\u2019s distinctive major-country diplomacy in the new era.<\/span>

\n\u4e2d\u56fd\u5f0f\u73b0\u4ee3\u5316\u5df2\u6210\u4e3a\u56fd\u9645\u793e\u4f1a\u7684\u4e00\u4e2a\u70ed\u8bcd\u3002\u4e00\u4e2a\u62e5\u6709\u5341\u56db\u4ebf\u591a\u4eba\u53e3\u7684\u56fd\u5bb6\u6574\u4f53\u8fc8\u5165\u73b0\u4ee3\u5316\uff0c\u8fd9\u5c06\u662f\u4eba\u7c7b\u5386\u53f2\u4e0a\u524d\u6240\u672a\u6709\u7684\u58ee\u4e3e\uff0c\u5177\u6709\u5de8\u5927\u7684\u4e16\u754c\u610f\u4e49\u3002<\/span>
\n \u201cChinese modernization\u201d has become a popular phrase in the world. Achieving modernization for a country of more than 1.4 billion people will be an unprecedented feat in human history, one of profound global significance in itself.<\/span>
\n <\/span>
\n\u4e2d\u56fd\u5f0f\u73b0\u4ee3\u5316\u7834\u89e3\u4e86\u4eba\u7c7b\u793e\u4f1a\u53d1\u5c55\u7684\u8bf8\u591a\u96be\u9898\uff0c\u6253\u7834\u4e86\u201c\u73b0\u4ee3\u5316\uff1d\u897f\u65b9\u5316\u201d\u7684\u8ff7\u601d\uff0c\u521b\u9020\u4e86\u4eba\u7c7b\u6587\u660e\u65b0\u5f62\u6001\uff0c\u4e5f\u7ed9\u4e16\u754c\u5404\u56fd\u7279\u522b\u662f\u5e7f\u5927\u53d1\u5c55\u4e2d\u56fd\u5bb6\u5e26\u6765\u91cd\u8981\u542f\u793a\uff0c\u6211\u60f3\u81f3\u5c11\u4f53\u73b0\u5728\u4e94\u4e2a\u65b9\u9762\uff1a<\/span>
\nChinese modernization offers solutions to many challenges facing human development. It busts the myth that modernization is westernization; it creates a new form of human advancement; and it provides an important source of inspiration for the world, especially developing countries. As I see it, Chinese modernization has at least five features: <\/span>
\n <\/span>
\n\u4e2d\u56fd\u5f0f\u73b0\u4ee3\u5316\u4e4b\u6240\u4ee5\u884c\u5f97\u901a\uff0c\u5c31\u662f\u56e0\u4e3a\u5b83\u7acb\u8db3\u4e2d\u56fd\u5927\u5730\uff0c\u690d\u6839\u4e2d\u56fd\u6587\u5316\uff0c\u5951\u5408\u4e2d\u56fd\u5b9e\u9645\u3002\u4e2d\u56fd\u7684\u6210\u529f\u53d1\u5c55\u5145\u5206\u8bc1\u660e\uff0c\u5404\u56fd\u5b8c\u5168\u6709\u6743\u5229\u4e5f\u6709\u80fd\u529b\u9009\u62e9\u81ea\u5df1\u7684\u9053\u8def\uff0c\u5c06\u547d\u8fd0\u7262\u7262\u638c\u63e1\u5728\u81ea\u5df1\u624b\u91cc\u3002<\/span>
\n The reason why the Chinese path to modernization works is exactly because it is developed in China and rooted in Chinese culture, and fits in well with China\u2019s national conditions. China\u2019s success in development also proves that every country has the right and ability to choose its own path, and to hold its future firmly in its own hands.<\/span>
\n <\/span>
\n\u4eba\u7c7b\u7684\u73b0\u4ee3\u5316\u4e0d\u5e94\u5b64\u82b3\u81ea\u8d4f\uff0c\u800c\u5e94\u767e\u82b1\u9f50\u653e\uff0c\u5c0a\u91cd\u5404\u56fd\u8d70\u7b26\u5408\u81ea\u8eab\u56fd\u60c5\u7684\u53d1\u5c55\u9053\u8def\uff0c\u5f7c\u6b64\u4ea4\u6d41\u4e92\u9274\uff0c\u7cbe\u5f69\u7efd\u653e\uff0c\u7f8e\u7f8e\u4e0e\u5171\u3002<\/span>
\nHumanity\u2019s modernization should not be a one-flower show but a hundred flowers in bloom. It is important to respect the right of every country to pursue a modernization path tailored to its national reality, and encourage exchange and mutual learning, so that all will flourish and prosper together.<\/span>
\n <\/span>
\n\u4e2d\u56fd\u53d1\u5c55\u7684\u6210\u529f\u7ecf\u9a8c\u5145\u5206\u8bc1\u660e\uff0c\u4e00\u76d8\u6563\u6c99\u6ca1\u6709\u5e0c\u671b\uff0c\u56e2\u7ed3\u594b\u6597\u624d\u6709\u529b\u91cf\uff0c\u8981\u54ac\u5b9a\u9752\u5c71\u4e0d\u653e\u677e\uff0c\u4e00\u5f20\u84dd\u56fe\u7ed8\u5230\u5e95\u3002\u5982\u679c\u50cf\u6709\u7684\u56fd\u5bb6\u90a3\u6837\u653f\u515a\u7eb7\u4e89\uff0c\u53ea\u8bf4\u4e0d\u505a\uff0c\u671d\u4ee4\u5915\u6539\uff0c\u518d\u597d\u7684\u84dd\u56fe\u4e5f\u53ea\u662f\u753b\u997c\u5145\u9965\u3001\u7a7a\u4e2d\u697c\u9601\u3002<\/span>
\nChina\u2019s success proves that acting in disunity like a heap of loose sand will get us nowhere, and that only by striving in unity can we pool strength. We will persevere in carrying out the set blueprint until it becomes reality. Partisan rift, empty talk and frequent policy flip-flop as seen in certain country will only make even the best blueprint an illusion and a castle in the air.<\/span>

\n\u5143\u9996\u4ea4\u5f80\u662f\u4e2d\u4fc4\u5173\u7cfb\u7684\u6307\u5357\u9488\u548c\u5b9a\u76d8\u661f\u3002\u6211\u4eec\u76f8\u4fe1\uff0c\u5728\u4e24\u56fd\u5143\u9996\u6218\u7565\u5f15\u9886\u4e0b\uff0c\u4e2d\u4fc4\u65b0\u65f6\u4ee3\u5168\u9762\u6218\u7565\u534f\u4f5c\u4f19\u4f34\u5173\u7cfb\u5fc5\u5c06\u5728\u66f4\u9ad8\u6c34\u5e73\u4e0a\u4e0d\u65ad\u524d\u884c\u3002<\/span>
\nHead-of-state interaction is the compass and anchor of China-Russia relations. Under the strategic guidance of the two presidents, the China-Russia comprehensive strategic partnership of coordination for the new era will surely grow from strength to strength.<\/span>

\n\u56fd\u9645\u8d27\u5e01\u4e0d\u5e94\u6210\u4e3a\u5355\u8fb9\u5236\u88c1\u7684\u6740\u624b\u950f\uff0c\u66f4\u4e0d\u5e94\u6210\u4e3a\u9738\u51cc\u80c1\u8feb\u7684\u4ee3\u540d\u8bcd\u3002<\/span>
\nCurrencies should not be trump cards for unilateral sanctions, still less a disguise for bullying or coercion.<\/span>

\n Amid the changes and confusion, people are wondering what\u2019s wrong with our world and what we should do about it. Humanity has come to a new crossroads. Keeping in mind the lessons of history as well as the well-being of the world and all humanity, President Xi Jinping has proposed the right approach to global governance. Through the past ten years in the new era, President Xi Jinping has put forward a host of major initiatives and proposals, including building a community with a shared future for mankind, the Belt and Road Initiative, the common values of humanity, the GDI and the GSI. The core message of these initiatives is that countries are interdependent, mankind have a shared future, and the international community must get united for cooperation. With solidarity and cooperation, we can defeat COVID, address climate change, tackle the deficit in peace, security, development and governance, and build an open, inclusive, clean and beautiful world of lasting peace, universal security and common prosperity. <\/span>

\nYet the path to global governance is far from smooth. An ancient Chinese philosopher observed that \u201cgoodwill leads to good governance while enmity, chaos\u201d. Another ancient philosopher stressed that \u201cthe rule of selfish interests spells chaos while the rule of law brings good governance\u201d. The moral of these wise sayings is that global governance should be promoted in accordance with the law and the principles of international law enshrined in the UN Charter; equity and justice must be upheld while hegemonism and selfish interests must be rejected; solidarity must be defended while division and confrontation must be abandoned. Developing countries account for more than 80 percent of the global population and more than 70 percent of global economic growth. People in developing countries are entitled to a better life, and developing countries are entitled to greater representation and a louder voice in international affairs.<\/span>

\nAn accident can reveal something fundamental. In this case, the US perception and views of China are seriously distorted. It regards China as its primary rival and biggest geopolitical challenge. This is like the first button in a shirt being put wrong. And the result is that the US China policy has entirely deviated from the rational and sound track.<\/span>

\nThe United States claims that it seeks to \u201cout-compete\u201d China but does not seek conflict. Yet in reality, its so-called \u201ccompetition\u201d means to contain and suppress China in all respects and get the two countries locked in a zero-sum game. The United States talks a lot about following rules. But imagine two athletes competing in an Olympic race. If one athlete, instead of focusing on giving one\u2019s best, always tries to trip or even injure the other, that is not fair competition, but malicious confrontation and a foul! Its so-called \u201cestablishing guardrails\u201d for China-US relations and \u201cnot seeking conflict\u201d actually means that China should not respond in words or action when slandered or attacked. That is just impossible! If the United States does not hit the brake but continues to speed down the wrong path, no amount of guardrails can prevent derailing, and there will surely be conflict and confrontation. Who will bear the catastrophic consequences? Such competition is a reckless gamble with the stakes being the fundamental interests of the two peoples and even the future of humanity. Naturally China is firmly opposed to all this. If the United States has the ambition to make itself great again, it should also have a broad mind for the development of other countries. Containment and suppression will not make America great, and it will not stop the rejuvenation of China.<\/span>

Getting the relationship right is not optional, but something we must do and must do well. I have also noted that more and more people with vision and insight in the United States are deeply worried about the current state of China-US relations, and have been calling for a rational and pragmatic policy toward China.<\/span>

But if faced with jackals or wolves, Chinese diplomats would have no choice but to confront them head-on and protect our motherland.<\/span><\/p>\n
