\n\u4f8b\u53e5\uff1a\u8981\u81ea\u89c9\u8bb2\u653f\u6cbb\uff0c\u5bf9\u56fd\u4e4b\u5927\u8005\u8981\u5fc3\u4e2d\u6709\u6570\uff0c\u5173\u6ce8\u515a\u4e2d\u592e\u5728\u5173\u5fc3\u4ec0\u4e48\u3001\u5f3a\u8c03\u4ec0\u4e48\uff0c\u6df1\u523b\u9886\u4f1a\u4ec0\u4e48\u662f\u515a\u548c\u56fd\u5bb6\u6700\u91cd\u8981\u7684\u5229\u76ca\u3001\u4ec0\u4e48\u662f\u6700\u9700\u8981\u575a\u5b9a\u7ef4\u62a4\u7684\u7acb\u573a\uff0c\u5207\u5b9e\u628a\u589e\u5f3a\u201c\u56db\u4e2a\u610f\u8bc6\u201d\u3001\u575a\u5b9a\u201c\u56db\u4e2a\u81ea\u4fe1\u201d\u3001\u505a\u5230\u201c\u4e24\u4e2a\u7ef4\u62a4\u201d\u843d\u5230\u884c\u52a8\u4e0a\uff0c\u4e0d\u80fd\u53ea\u505c\u7559\u5728\u53e3\u53f7\u4e0a\u3002<\/span>

\n\u8bd1\u6587\uff1aWe must follow to the letter the guiding principles of the 19th CPC National Congress and of all the plenary sessions of the 19th CPC Central Committee, strengthen our commitment to the Four Consciousnesses, the Four-sphere Confidence and the Two Upholds, have a better understanding of matters of national significance, and closely follow the Party\u2019s central leadership in thinking, action and political commitment.<\/span>

\n3. \u5168\u9762\u5efa\u8bbe\u793e\u4f1a\u4e3b\u4e49\u73b0\u4ee3\u5316\u56fd\u5bb6\u3001\u5411\u7b2c\u4e8c\u4e2a\u767e\u5e74\u594b\u6597\u76ee\u6807\u8fdb\u519b\u65b0\u5f81\u7a0bthe march towards the Second Centenary Goal of building a modern socialist country in all respects\u4f8b\u53e5\uff1a\u4eca\u5e74\u662f\u8fdb\u5165\u5168\u9762\u5efa\u8bbe\u793e\u4f1a\u4e3b\u4e49\u73b0\u4ee3\u5316\u56fd\u5bb6\u3001\u5411\u7b2c\u4e8c\u4e2a\u767e\u5e74\u594b\u6597\u76ee\u6807\u8fdb\u519b\u65b0\u5f81\u7a0b\u7684\u91cd\u8981\u4e00\u5e74\uff0c\u6211\u4eec\u515a\u5c06\u53ec\u5f00\u4e8c\u5341\u5927\u3002<\/span>
\n\u8bd1\u6587\uff1aThis year is important as we have just embarked on the march towards the Second Centenary Goal of building a modern socialist country in all respects, and we will soon convene the 20th CPC National Congress.<\/span>

\n4. \u8c0b\u5212\u91cd\u5927\u6218\u7565\u3001\u5236\u5b9a\u91cd\u5927\u653f\u7b56\u3001\u90e8\u7f72\u91cd\u5927\u4efb\u52a1\u3001\u63a8\u8fdb\u91cd\u5927\u5de5\u4f5cto conceive major strategies, formulate major policies, plan major tasks, and implement major programs<\/span>
\n\u4f8b\u53e5\uff1a\u5404\u7ea7\u9886\u5bfc\u5e72\u90e8\u7279\u522b\u662f\u9ad8\u7ea7\u5e72\u90e8\u8981\u4e0d\u65ad\u63d0\u9ad8\u653f\u6cbb\u5224\u65ad\u529b\u3001\u653f\u6cbb\u9886\u609f\u529b\u3001\u653f\u6cbb\u6267\u884c\u529b\uff0c\u5bf9\u201c\u56fd\u4e4b\u5927\u8005\u201d\u4e86\u7136\u4e8e\u80f8\uff0c\u628a\u8d2f\u5f7b\u515a\u4e2d\u592e\u7cbe\u795e\u4f53\u73b0\u5230\u8c0b\u5212\u91cd\u5927\u6218\u7565\u3001\u5236\u5b9a\u91cd\u5927\u653f\u7b56\u3001\u90e8\u7f72\u91cd\u5927\u4efb\u52a1\u3001\u63a8\u8fdb\u91cd\u5927\u5de5\u4f5c\u7684\u5b9e\u8df5\u4e2d\u53bb\uff0c\u7ecf\u5e38\u5bf9\u8868\u5bf9\u6807\uff0c\u53ca\u65f6\u6821\u51c6\u504f\u5dee\u3002<\/span>
\n\u8bd1\u6587\uff1aIt is imperative for officials at all levels, especially those in senior positions, to constantly improve their political acumen, understanding and capacity to deliver. Officials must be very clear about the priorities of the country and strictly follow the Central Committee\u2019s guiding principles when conceiving major strategies, formulating major policies, planning major tasks, and implementing major programs. We should regularly examine ourselves against our goals and standards, and promptly rectify any deviation.<\/span>

\n5. \u653f\u6cbb\u5224\u65ad\u529b\u3001\u653f\u6cbb\u9886\u609f\u529b\u3001\u653f\u6cbb\u6267\u884c\u529b<\/span>
\npolitical acumen, understanding and capacity to deliver<\/span>

\n\u8bd1\u6587\uff1aTo sustain this original aspiration and founding mission and guarantee enduring success in the undertakings of the Party and the people, we must reinforce political awareness, look at problems from a political perspective, grasp the overall political situation, and improve our political acumen, understanding and capacity to deliver.<\/span>

\n6. \u653f\u6cbb\u4f18\u52bf\u3001\u7406\u8bba\u4f18\u52bf\u3001\u5236\u5ea6\u4f18\u52bf\u3001\u6587\u5316\u4f18\u52bfstrengths in politics, theory, system and culture<\/span>
\n\u4f8b\u53e5\uff1a\u4e2d\u56fd\u7279\u8272\u793e\u4f1a\u4e3b\u4e49\uff0c\u6700\u672c\u8d28\u7684\u7279\u5f81\u662f\u4e2d\u56fd\u5171\u4ea7\u515a\u9886\u5bfc\uff0c\u6700\u9c9c\u660e\u7684\u7279\u8272\u662f\u7406\u8bba\u521b\u65b0\u548c\u5b9e\u8df5\u521b\u65b0\u3001\u5236\u5ea6\u81ea\u4fe1\u548c\u6587\u5316\u81ea\u4fe1\u7d27\u5bc6\u7ed3\u5408\uff0c\u5728\u63a8\u52a8\u53d1\u5c55\u4e0a\u62e5\u6709\u5f3a\u5927\u7684\u653f\u6cbb\u4f18\u52bf\u3001\u7406\u8bba\u4f18\u52bf\u3001\u5236\u5ea6\u4f18\u52bf\u3001\u6587\u5316\u4f18\u52bf\u3002<\/span>
\n\u8bd1\u6587\uff1aCPC leadership is the defining feature of Chinese socialism, in which the combinations of theoretical and practical innovation and of confidence in the system and culture feature most prominently. Together they evolve into strengths in politics, theory, system and culture that boost development. <\/span>

Build a strategic vision and think about the overall situation, rather than being short-sighted and focusing only on local interests. Learn to integrate local and departmental work into the overall undertakings of the Party and the state, contributing to both local and overall development.<\/span>

In doing all our work, we must first and foremost implement the decisions and plans of the Central Committee. \n\u8bd1\u6587\uff1aWith a clear focus on matters of national significance, Party members and officials at all levels, particularly leading officials, must strengthen their political stance and commitment to the Party, and reinforce Party consciousness. When we have problems to solve or decisions to make at work, we must first and foremost consider them from the political perspective \u2013 checking against the Party Constitution, regulations on internal Party activities, and Party disciplinary regulations to see what we should do or are allowed to do before taking action. This is the only way that we can withstand tests, resist temptation, and become rational political actors.<\/span>

\n4. \u65d7\u5e1c\u9c9c\u660e\u8bb2\u653f\u6cbb\uff0c\u65e2\u662f\u9a6c\u514b\u601d\u4e3b\u4e49\u653f\u515a\u7684\u9c9c\u660e\u7279\u5f81\uff0c\u4e5f\u662f\u6211\u4eec\u515a\u4e00\u4ee5\u8d2f\u4e4b\u7684\u653f\u6cbb\u4f18\u52bf\u3002Taking a clear political stance is a distinctive feature of a Marxist party and also a political strength that our Party has valued from the outset.<\/span>

In exercising leadership in governance, the key is to keep to the correct political orientation, preserve the political character of the Party, and forge ahead on the path of building socialism with Chinese characteristics.<\/span>

\n5. \u8981\u628a\u575a\u6301\u5e95\u7ebf\u601d\u7ef4\u3001\u575a\u6301\u95ee\u9898\u5bfc\u5411\u8d2f\u7a7f\u5de5\u4f5c\u59cb\u7ec8\uff0c\u505a\u5230\u89c1\u5fae\u77e5\u8457\u3001\u9632\u60a3\u4e8e\u672a\u7136\u3002We must make preparations for worst-case scenarios, focus on solving problems in our work, be sharp and quick in foreseeing and identifying potential threats, and take preventive measures.<\/span>
