\nLast November, with the concerted efforts of China and Africa, the Eighth FOCAC Ministerial Conference was successfully convened in Dakar, Senegal. We adopted four outcome documents including the Dakar Declaration. President Xi Jinping announced the launch of nine programs for China-Africa cooperation. It was a highly cordial and results-oriented conference, one of great significance for growing our traditional friendship, cementing our solidarity and cooperation, and building a China-Africa community with a shared future in the new era.
\n\u4f1a\u8bae\u7ed3\u675f\u534a\u5e74\u591a\u6765\uff0c\u6211\u4eec\u9ad8\u5174\u5730\u770b\u5230\uff0c\u867d\u7136\u56fd\u9645\u5f62\u52bf\u98ce\u4e91\u53d8\u5e7b\uff0c\u5168\u7403\u6311\u6218\u5c42\u51fa\u4e0d\u7a77\uff0c\u4e00\u4e9b\u5916\u90e8\u5e72\u6270\u65f6\u6709\u663e\u73b0\uff0c\u4f46\u4e2d\u975e\u53cc\u65b9\u4fdd\u6301\u5b9a\u529b\uff0c\u7cbe\u8bda\u56e2\u7ed3\uff0c\u805a\u7126\u5408\u4f5c\uff0c\u4f1a\u8bae\u6210\u679c\u843d\u5b9e\u8fdb\u5ea6\u826f\u597d\uff0c\u4e3a\u975e\u6d32\u4eba\u6c11\u5e26\u6765\u5b9e\u5b9e\u5728\u5728\u7684\u798f\u7949\u3002
\nIt has been over half a year since the conference was held. We are pleased to see that, despite the evolving international situation, rising global challenges and repeated external disturbances, China and Africa have stayed our course in enhancing solidarity and focusing on cooperation. We have made good progress in implementing the outcomes of the conference. The people in Africa are getting real benefits.

\n\u2013 Together, we have safeguarded international fairness and justice. In the face of the various forms of hegemonic and bullying practices, China and Africa have stood with each other shoulder to shoulder. China appreciates the firm commitment of African countries to the one-China principle and your strong support for China\u2019s efforts to safeguard sovereignty, security and territorial integrity. China has also spoken up for our African brothers at the UN and other multilateral settings, upholding justice and opposing unwarranted interference and unilateral sanctions against Africa. In solidarity and coordination, China and Africa have become a pillar force in defending the legitimate rights and interests of developing countries, upholding the purposes of the UN Charter, and advocating multilateralism and international fairness and justice.

\n\u2013 Together, we have kept our focus on development cooperation.\u2002We have pushed forward our cooperation on infrastructure, and completed several major projects since the Dakar Conference, including the Foundiougne Bridge in Senegal, the Nairobi Expressway, the Kribi-Lolabe Highway in Cameroon, and the 10th of Ramadan LRT in Egypt. All these have lent a strong boost to Africa\u2019s industrialization process. China is making steady progress in implementing all the pledges it made in Dakar, despite various difficulties and disturbances. Over three\u2002billion has been delivered out of the 10 billion US dollars of credit facilities\u2002pledged to African financial institutions, and nearly 2.5 billion US dollars of loans were channeled to Africa\u2019s priority programs. More than two billion of the 10 billion US dollars of trade finance has been allocated, and China\u2019s import of African goods within\u2002seven months\u2002reached 70.6 billion US dollars. Chinese companies have invested 2.17 billion US dollars in Africa. We are prepared to, through the IMF\u2019s two Trusts, re-channel 10 billion US dollars of its SDR to Africa, and encourage the IMF to direct China\u2019s contributions to Africa.
\n\u2014\u2014\u6211\u4eec\u5171\u540c\u5e94\u5bf9\u5168\u7403\u7cae\u98df\u5371\u673a\u3002\u4eca\u5e74\u4ee5\u6765\uff0c\u4e2d\u65b9\u5df2\u540c\u975e\u6d3212\u56fd\u5c3198%\u8f93\u534e\u4ea7\u54c1\u96f6\u5173\u7a0e\u7b7e\u7f72\u6362\u6587\u3002\u4e2d\u65b9\u5411\u5409\u5e03\u63d0\u3001\u57c3\u585e\u4fc4\u6bd4\u4e9a\u3001\u7d22\u9a6c\u91cc\u548c\u5384\u7acb\u7279\u91cc\u4e9a\u7b49\u56fd\u63d0\u4f9b\u7d27\u6025\u7cae\u98df\u63f4\u52a9\u3002\u65b0\u4e00\u6279\u975e\u6d32\u7279\u8272\u519c\u4ea7\u54c1\u901a\u8fc7\u201c\u7eff\u8272\u901a\u9053\u201d\u8fdb\u5165\u4e2d\u56fd\u5e02\u573a\u3002\u9996\u62794\u4e2a\u201c\u4e2d\u975e\u73b0\u4ee3\u519c\u4e1a\u6280\u672f\u4ea4\u6d41\u793a\u8303\u548c\u57f9\u8bad\u8054\u5408\u4e2d\u5fc3\u201d\u6302\u724c\u6210\u7acb\u3002\u4e2d\u56fd\u4f01\u4e1a\u589e\u52a0\u5bf9\u975e\u519c\u4e1a\u6295\u8d44\uff0c\u6269\u5927\u7cae\u98df\u79cd\u690d\uff0c\u5e76\u901a\u8fc7\u201c\u767e\u4f01\u5343\u6751\u201d\u884c\u52a8\uff0c\u52a9\u529b\u975e\u6d32\u519c\u6237\u521b\u9020\u5c31\u4e1a\u3001\u8131\u8d2b\u81f4\u5bcc\u3002
\n\u2013 Together, we have tackled the global food crisis. So far this year, China has signed exchange of letters with 12 African countries on zero tariff for 98 percent of their export items to China. We have provided emergency food assistance to Djibouti, Ethiopia, Somalia, and Eritrea. More African agricultural produce has reached the Chinese market through the \u201cgreen lanes\u201d. The first four China-Africa joint centers for modern agro-technology exchange, demonstration and training\u2002were launched. Chinese businesses are increasing their investment in Africa\u2019s agricultural sector, growing more grains, and through the initiative of \u201c100 companies in 1,000 villages\u201d, helping create jobs, reduce poverty and improve livelihood for the rural households in Africa.
\n\u2014\u2014\u6211\u4eec\u5171\u540c\u6253\u9020\u6297\u75ab\u7262\u56fa\u5c4f\u969c\u3002\u4e2d\u65b9\u5df2\u5411\u975e\u6d3227\u56fd\u63d0\u4f9b1.89\u4ebf\u5242\u65b0\u51a0\u75ab\u82d7\uff0c\u5728\u975e\u6d32\u672c\u5730\u5316\u5408\u4f5c\u751f\u4ea7\u5e74\u4ea7\u80fd\u8fbe\u5230\u7ea64\u4ebf\u5242\u3002\u975e\u6d32\u75be\u63a7\u4e2d\u5fc3\u603b\u90e8\u5927\u697c\u5df2\u7ed3\u6784\u5c01\u9876\uff0c\u5c06\u4e8e\u660e\u5e74\u521d\u7ae3\u5de5\u3002\u4e2d\u56fd\u51e0\u5185\u4e9a\u53cb\u597d\u533b\u9662\u5347\u7ea7\u9879\u76ee\u5df2\u5b8c\u6210\uff0c\u5357\u82cf\u4e39\u3001\u4e2d\u975e\u3001\u4e4d\u5f97\u3001\u9a6c\u62c9\u7ef4\u7b49\u5bf9\u53e3\u533b\u9662\u5df2\u5b8c\u6210\u7acb\u9879\u3002\u4e2d\u65b9\u65b0\u589e\u6d3e\u9063\u533b\u7597\u961f\u5458332\u4eba\u6b21\uff0c\u5728\u975e\u6d32\u8fd1\u5343\u540d\u533b\u7597\u961f\u5458\u63d0\u4f9b\u95e8\u8bca\u670d\u52a125\u4e07\u4eba\u6b21\uff0c\u5f00\u5c55\u624b\u672f3\u4e07\u4f59\u53f0\uff0c\u62a2\u6551\u5371\u91cd\u75c7\u60a3\u80054500\u4f59\u4eba\u6b21\uff0c\u57f9\u8bad\u5f53\u5730\u533b\u52a1\u4eba\u54583600\u4eba\u6b21\u3002\u975e\u6d32\u6765\u534e\u7559\u5b66\u751f\u5df2\u9646\u7eed\u8fd4\u6821\uff0c\u4e2d\u56fd14\u6240\u804c\u4e1a\u9662\u6821\u4e0e\u975e\u6d3213\u6240\u9ad8\u6821\u7ed3\u6210\u5408\u4f5c\u4f19\u4f34\u3002
\n\u2013 Together, we have built a strong shield against COVID-19. China has provided 189 million doses of vaccines to 27 African countries. Joint production of vaccines in Africa now has an annual capacity of about 400 million doses. The Africa CDC Headquarters\u2002building has topped out and is expected to be completed early next year. We have concluded upgrading the China-Guinea Friendship Hospital and completed the preliminary procedures for hospitals in South Sudan, the Central African Republic, Chad, and Malawi to pair up with Chinese hospitals. China has made 332 appointments of medical personnel to Africa; the nearly 1,000 Chinese medical experts in Africa have provided services on 250,000 clinical cases, conducted more than 30,000 operations, treated patients in 4,500 critical cases, and trained 3,600 participants from the local medical and healthcare community. African students taking courses in Chinese colleges are returning to their campuses in China. Fourteen Chinese vocational schools have forged partnerships with 13 African higher education institutions.
\n\u2014\u2014\u6211\u4eec\u5171\u540c\u81f4\u529b\u575a\u97e7\u53ef\u6301\u7eed\u53d1\u5c55\u3002\u53cc\u65b9\u6269\u5927\u592a\u9633\u80fd\u3001\u98ce\u80fd\u7b49\u6e05\u6d01\u80fd\u6e90\u5408\u4f5c\uff0c\u8d5e\u6bd4\u4e9a\u4e0b\u51ef\u5bcc\u5ce1\u6c34\u7535\u7ad9\u7b49\u91cd\u70b9\u9879\u76ee\u9646\u7eed\u6295\u5165\u8fd0\u8425\u3002\u53cc\u65b9\u6210\u529f\u4e3e\u529e\u201c\u975e\u6d32\u7eff\u8272\u957f\u57ce\u201d\u5efa\u8bbe\u7814\u4fee\u73ed\uff0c\u5728\u535a\u8328\u74e6\u7eb3\u3001\u5e03\u57fa\u7eb3\u6cd5\u7d22\u7b49\u56fd\u5b9e\u65bd\u5e94\u5bf9\u6c14\u5019\u53d8\u5316\u5357\u5357\u5408\u4f5c\u9879\u76ee\uff0c\u5728\u585e\u820c\u5c14\u5f00\u5c55\u4f4e\u78b3\u793a\u8303\u533a\u5efa\u8bbe\uff0c\u652f\u6301\u9a6c\u8fbe\u52a0\u65af\u52a0\u3001\u83ab\u6851\u6bd4\u514b\u7b49\u56fd\u5e94\u5bf9\u98d3\u98ce\u707e\u5bb3\uff0c\u589e\u5f3a\u9632\u707e\u51cf\u707e\u80fd\u529b\u3002
\n\u2013 Together, we have advanced resilient and sustainable development.\u2002We have expanded our cooperation on solar, wind and other clean energy sources. A number of key projects, including the Kafue Lower Gorge Power Station in Zambia have entered into operation. We have held an excellent seminar on building Africa\u2019s Great Green Wall. In countries including Botswana and Burkina Faso, we are carrying out South-South cooperation for addressing climate change. In Seychelles, we are building a low-carbon demonstration zone. In Madagascar and Mozambique, we have supported their response to hurricanes, and helped enhance capacity for disaster preparedness and relief.
\n\u2014\u2014\u6211\u4eec\u5171\u540c\u4fc3\u8fdb\u5730\u533a\u548c\u5e73\u7a33\u5b9a\u3002\u4e2d\u65b9\u63d0\u51fa\u201c\u975e\u6d32\u4e4b\u89d2\u548c\u5e73\u53d1\u5c55\u6784\u60f3\u201d\uff0c\u4efb\u547d\u975e\u6d32\u4e4b\u89d2\u4e8b\u52a1\u7279\u4f7f\uff0c\u652f\u6301\u5730\u533a\u56fd\u5bb6\u4e3e\u529e\u975e\u6d32\u4e4b\u89d2\u548c\u5e73\u4f1a\u8bae\u3002\u7b2c\u4e8c\u5c4a\u4e2d\u975e\u548c\u5e73\u5b89\u5168\u8bba\u575b\u3001\u51e0\u5185\u4e9a\u6e7e\u5b89\u5168\u5f62\u52bf\u7814\u8ba8\u4f1a\u6210\u529f\u4e3e\u529e\u3002\u4e2d\u65b9\u7ee7\u7eed\u5411\u8428\u8d6b\u52d2\u3001\u975e\u6d32\u4e4b\u89d2\u3001\u51e0\u5185\u4e9a\u6e7e\u7b49\u5730\u533a\u56fd\u5bb6\u63d0\u4f9b\u65e0\u507f\u519b\u63f4\uff0c\u5411\u4e2d\u975e\u3001\u7eb3\u7c73\u6bd4\u4e9a\u7b49\u56fd\u63f4\u52a9\u8b66\u7528\u7269\u8d44\uff0c\u652f\u6301\u5730\u533a\u56fd\u5bb6\u589e\u5f3a\u81ea\u4e3b\u7ef4\u7a33\u4fc3\u548c\u80fd\u529b\u3002
\n\u2013 Together, we have enhanced regional peace and stability. China has put forward the Outlook on Peace and Development in the Horn of Africa, appointed its Special Envoy for the Horn of Africa Affairs, and supported countries in the region in holding the Horn of Africa Peace Conference. The second China-Africa Peace and Security Forum and a workshop on security in the Gulf of Guinea were successfully held. China has continued to provide military aid to countries in Sahel, the Horn of Africa and the Gulf of Guinea, and policing equipment to countries including the Central African Republic and Namibia. All of this has helped boost the capacity of countries in the region for preserving peace and stability with their own strength.
\n\u5404\u4f4d\u540c\u4e8b\u3001\u5404\u4f4d\u670b\u53cb\uff0c\u4e2d\u975e\u5408\u4f5c\u6210\u679c\u6765\u4e4b\u4e0d\u6613\uff0c\u524d\u666f\u4ee4\u4eba\u671f\u5f85\u3002\u4e2d\u975e\u5408\u4f5c\u641e\u5f97\u597d\uff0c\u5168\u7403\u53d1\u5c55\u5c31\u6709\u66f4\u591a\u7684\u65b0\u52a8\u80fd\uff0c\u4e16\u754c\u7a33\u5b9a\u5c31\u6709\u66f4\u591a\u7684\u6b63\u80fd\u91cf\uff0c\u5404\u56fd\u4eba\u6c11\u4e5f\u5c31\u6709\u66f4\u591a\u7684\u65b0\u5e0c\u671b\u3002\u6211\u4eec\u575a\u4fe1\uff0c\u4e2d\u975e\u53cb\u597d\u7ecf\u5f97\u8d77\u8003\u9a8c\uff0c\u625b\u5f97\u4f4f\u98ce\u6d6a\uff0c\u4e00\u5b9a\u4f1a\u7ee7\u7eed\u6210\u4e3a\u5357\u5357\u5408\u4f5c\u7684\u810a\u6881\u3001\u56fd\u9645\u5173\u7cfb\u7684\u5178\u8303\u3002
\nDear colleagues and dear friends, these achievements in our cooperation have not come easily. And we have much more to look forward to in the future. Fruitful China-Africa cooperation will add fresh impetus to global development, generate positive energy for world stability, and bring new hopes to people around the world. We are confident that China-Africa friendship will stand any test of winds and storms. It will continue to be the backbone in South-South cooperation and a fine example in international relations.

\nLater this year, the Communist Party of China will hold its 20th National Congress, thus ushering in a new journey of building a modern socialist country in all respects. This year also marks the 20th anniversary of the founding of the African Union (AU), and Africa will embrace new development opportunities. At this new historical starting point, China and Africa need to stand even closer with each other, press ahead toward common development and rejuvenation, and truly build\u2002a\u2002China-Africa community with a shared future in the new era. Here I wish to take this opportunity to share with you the following five suggestions:
\n\u7b2c\u4e00\uff0c\u575a\u6301\u771f\u5b9e\u4eb2\u8bda\uff0c\u52a0\u5f3a\u56e2\u7ed3\u4e92\u52a9\u3002\u4e2d\u65b9\u5c06\u7ee7\u7eed\u8df5\u884c\u4e60\u8fd1\u5e73\u4e3b\u5e2d\u63d0\u51fa\u7684\u771f\u5b9e\u4eb2\u8bda\u7406\u5ff5\u548c\u6b63\u786e\u4e49\u5229\u89c2\uff0c\u4e0e\u975e\u6d32\u505a\u76f8\u4e92\u5c0a\u91cd\u3001\u5e73\u7b49\u76f8\u5f85\u3001\u771f\u8bda\u5408\u4f5c\u7684\u4f19\u4f34\uff0c\u575a\u5b9a\u652f\u6301\u975e\u6d32\u56fd\u5bb6\u8d70\u81ea\u5df1\u7684\u8def\uff0c\u575a\u5b9a\u652f\u6301\u975e\u6d32\u5404\u56fd\u8054\u5408\u81ea\u5f3a\u3002\u4e2d\u65b9\u652f\u6301\u975e\u76df\u52a0\u5165\u4e8c\u5341\u56fd\u96c6\u56e2\uff0c\u652f\u6301\u4e4c\u5e72\u8fbe\u529e\u597d\u65b0\u4e00\u5c4a\u201c\u4e0d\u7ed3\u76df\u8fd0\u52a8\u201d\u9ad8\u7ea7\u522b\u4f1a\u8bae\uff0c\u613f\u540c\u975e\u65b9\u4e00\u9053\uff0c\u5f18\u626c\u548c\u5e73\u5171\u5904\u4e94\u9879\u539f\u5219\uff0c\u8df5\u884c\u771f\u6b63\u7684\u591a\u8fb9\u4e3b\u4e49\uff0c\u5171\u540c\u634d\u536b\u53d1\u5c55\u4e2d\u56fd\u5bb6\u6b63\u5f53\u6743\u76ca\u3002
\nFirst, we need to uphold sincerity, real results, amity and good faith and enhance solidarity and mutual support. China will continue to follow the principles of sincerity, real results, amity and good faith and pursuing the greater good and shared interests, put forth by President Xi Jinping. China will always be Africa\u2019s partner of mutual respect, equality and sincere cooperation. We will firmly support African countries in pursuing your own development paths and seeking strength through unity. China supports the AU in joining the G20 and supports Uganda in hosting a successful high-level meeting of the Non-Aligned Movement. We will work with Africa to carry forward the Five Principles of Peaceful Co-existence, practice true multilateralism and jointly safeguard the legitimate rights and interests of developing countries.
\n\u7b2c\u4e8c\uff0c\u575a\u6301\u811a\u8e0f\u5b9e\u5730\uff0c\u81f4\u529b\u5171\u540c\u53d1\u5c55\u3002\u4e2d\u56fd\u8a00\u51fa\u5fc5\u884c\uff0c\u613f\u7ee7\u7eed\u5c06\u975e\u65b9\u7684\u9700\u6c42\u4f5c\u4e3a\u5bf9\u975e\u5408\u4f5c\u51fa\u53d1\u70b9\uff0c\u540c\u975e\u65b9\u4e00\u9053\u5168\u529b\u843d\u5b9e\u597d\u201c\u4e5d\u9879\u5de5\u7a0b\u201d\uff0c\u7ee7\u7eed\u9ad8\u8d28\u91cf\u63a8\u8fdb\u201c\u4e00\u5e26\u4e00\u8def\u201d\u5408\u4f5c\u3002\u4e2d\u65b9\u5c06\u514d\u9664\u975e\u6d3217\u56fd\u622a\u81f32021\u5e74\u5e74\u5e95\u5bf9\u534e\u5230\u671f\u65e0\u606f\u8d37\u6b3e\u503a\u52a123\u7b14\u3002\u6211\u4eec\u6b22\u8fce\u5e76\u652f\u6301\u5766\u6851\u5c3c\u4e9a\u548c\u8d5e\u6bd4\u4e9a\u91cd\u65b0\u6fc0\u6d3b\u5766\u8d5e\u94c1\u8def\u7684\u51b3\u5b9a\u3002\u4e2d\u65b9\u5c06\u7ee7\u7eed\u901a\u8fc7\u878d\u8d44\u3001\u6295\u8d44\u3001\u63f4\u52a9\u7b49\u591a\u79cd\u65b9\u5f0f\uff0c\u79ef\u6781\u53c2\u4e0e\u975e\u6d32\u91cd\u5927\u57fa\u7840\u8bbe\u65bd\u5efa\u8bbe\uff0c\u540c\u65f6\u6301\u7eed\u6269\u5927\u81ea\u975e\u8fdb\u53e3\uff0c\u652f\u6301\u975e\u6d32\u519c\u4e1a\u3001\u5236\u9020\u4e1a\u53d1\u5c55\u58ee\u5927\uff0c\u62d3\u5c55\u6570\u5b57\u7ecf\u6d4e\u3001\u536b\u751f\u5065\u5eb7\u3001\u7eff\u8272\u4f4e\u78b3\u7b49\u65b0\u5174\u4ea7\u4e1a\u5408\u4f5c\u3002\u4e0d\u4e45\u524d\uff0c\u4e60\u8fd1\u5e73\u4e3b\u5e2d\u7740\u773c\u5e7f\u5927\u53d1\u5c55\u4e2d\u56fd\u5bb6\u5171\u540c\u8bc9\u6c42\uff0c\u63d0\u51fa\u5168\u7403\u53d1\u5c55\u5021\u8bae\uff0c\u5ba3\u5e03\u5c06\u5357\u5357\u5408\u4f5c\u63f4\u52a9\u57fa\u91d1\u6574\u5408\u5347\u7ea7\u4e3a\u201c\u5168\u7403\u53d1\u5c55\u548c\u5357\u5357\u5408\u4f5c\u57fa\u91d1\u201d\uff0c\u5e76\u4e3a\u6b64\u589e\u8d44\u3002\u4e2d\u65b9\u5df2\u542f\u52a8\u5168\u7403\u53d1\u5c55\u9879\u76ee\u5e93\u5efa\u8bbe\uff0c\u6b22\u8fce\u975e\u6d32\u56fd\u5bb6\u63d0\u51fa\u9879\u76ee\u7533\u8bf7\uff0c\u6211\u4eec\u5c06\u9002\u65f6\u53d1\u5e03\u300a\u4e2d\u975e\u5171\u4eab\u53d1\u5c55\u884c\u52a8\u8ba1\u5212\u300b\u3002
\nSecond, we need to take concrete actions to promote common development. China keeps its word with real actions, and will continue to take meeting Africa\u2019s needs as the purpose of our cooperation with Africa. We will work with Africa to fully implement the \u201cnine programs\u201d and advance high-quality Belt and Road cooperation. China will waive the 23 interest-free loans for 17 African countries that had matured by the end of 2021. We welcome and support the decision of Tanzania and Zambia to reactivate the Tazara Railway. China will continue to actively support and participate in the construction of major infrastructure in Africa through financing, investment and assistance. We will also continue to increase imports from Africa, support the greater development of Africa\u2019s agricultural and manufacturing sectors, and expand cooperation in emerging industries such as the digital economy, health, green and low-carbon sectors.
\nIn response to the shared aspiration of developing countries, President Xi Jinping has proposed the Global Development Initiative, and announced that China will upgrade the South-South Cooperation Assistance Fund to a Global Development and South-South Cooperation Fund and further replenish the Fund.\u2002China has started developing a pool of global development projects, and welcomes application from African countries with prospective projects. We will also publish a China-Africa action plan on shared development in due course.
\n\u4e3a\u5e94\u5bf9\u975e\u6d32\u7cae\u98df\u77ed\u7f3a\u95ee\u9898\uff0c\u4e2d\u56fd\u653f\u5e9c\u51b3\u5b9a\u4eca\u5e74\u5e74\u5185\u541117\u4e2a\u6709\u9700\u8981\u7684\u975e\u6d32\u56fd\u5bb6\u518d\u63d0\u4f9b\u4e00\u6279\u65b0\u7684\u7cae\u98df\u63f4\u52a9\uff0c\u540c\u65f6\u9f13\u52b1\u66f4\u591a\u4f01\u4e1a\u6295\u8d44\u975e\u6d32\u519c\u4e1a\u751f\u4ea7\u548c\u52a0\u5de5\uff0c\u5e2e\u52a9\u975e\u6d32\u5b9e\u73b0\u7cae\u98df\u81ea\u7ed9\u81ea\u8db3\u3002
\nTo help address food shortage in Africa, the Chinese government has decided to provide, within this year, a new tranche of food assistance to the 17 African countries in need, and will encourage more Chinese firms to invest in agricultural production and processing in Africa\u2002to help\u2002realize food self-sufficiency.
\n\u7b2c\u4e09\uff0c\u575a\u6301\u72ec\u7acb\u81ea\u4e3b\uff0c\u5171\u4fc3\u5730\u533a\u548c\u5e73\u3002\u4e2d\u65b9\u5c06\u7ee7\u7eed\u652f\u6301\u4ee5\u975e\u6d32\u65b9\u5f0f\u89e3\u51b3\u975e\u6d32\u95ee\u9898\uff0c\u53cd\u5bf9\u5916\u90e8\u52bf\u529b\u5e72\u6d89\u975e\u6d32\u56fd\u5bb6\u5185\u653f\uff0c\u53cd\u5bf9\u5728\u975e\u6d32\u5236\u9020\u5bf9\u6297\u4e0e\u51b2\u7a81\u3002\u4e2d\u65b9\u613f\u52a0\u5feb\u843d\u5b9e\u5bf9\u975e\u76df\u548c\u5730\u533a\u56fd\u5bb6\u519b\u63f4\uff0c\u589e\u5f3a\u975e\u6d32\u53cd\u6050\u7ef4\u7a33\u80fd\u529b\uff0c\u52a9\u529b\u975e\u6d32\u65e9\u65e5\u5b9e\u73b0\u201c\u6d88\u5f2d\u67aa\u58f0\u201d\u5021\u8bae\u3002\u4e2d\u65b9\u613f\u4e0e\u975e\u6d32\u5171\u540c\u843d\u5b9e\u5168\u7403\u5b89\u5168\u5021\u8bae\uff0c\u589e\u52a0\u5bf9\u4e2d\u56fd\u2014\u8054\u5408\u56fd\u548c\u5e73\u53d1\u5c55\u57fa\u91d1\u6295\u5165\uff0c\u4f18\u5316\u8054\u5408\u56fd\u5728\u975e\u6d32\u7684\u7ef4\u7a33\u4fc3\u548c\u884c\u52a8\u3002
\nThird, we need to uphold independence and jointly promote peace in the region. China will continue to\u2002support solving African issues in the African way. We oppose interference by outside forces in African countries\u2019 internal affairs, and oppose stoking confrontation and conflict in Africa. China will speed up the delivery of military aid to the AU and regional countries, help Africa enhance the capacity for countering terrorism and maintaining stability, and contribute to the early realization of the \u201cSilencing the Guns\u201d initiative. China wishes to work with Africa to jointly implement the Global Security Initiative, and will increase its input to the UN Peace and Development Trust Fund and help improve the UN operations for stability and peace in Africa.
\n\u7b2c\u56db\uff0c\u575a\u6301\u4f20\u627f\u53cb\u597d\uff0c\u4fc3\u8fdb\u6c11\u5fc3\u76f8\u901a\u3002\u4e2d\u65b9\u5c06\u514b\u670d\u75ab\u60c5\u5e26\u6765\u7684\u56f0\u96be\uff0c\u79ef\u6781\u63a8\u8fdb\u975e\u6d32\u7559\u5b66\u751f\u6765\u534e\u590d\u8bfe\uff0c\u613f\u56de\u5c3d\u56de\uff0c\u6709\u5e8f\u6062\u590d\u7ebf\u4e0b\u77ed\u671f\u6765\u534e\u57f9\u8bad\uff0c\u6301\u7eed\u589e\u52a0\u4e2d\u975e\u4e4b\u95f4\u5546\u4e1a\u822a\u73ed\uff0c\u4fbf\u5229\u4e2d\u975e\u4eba\u5458\u548c\u5546\u52a1\u5f80\u6765\u3002\u4e2d\u65b9\u6b63\u79ef\u6781\u7b79\u5907\u4e2d\u975e\u9752\u5e74\u521b\u4e1a\u5927\u8d5b\uff0c\u652f\u6301\u53cc\u65b9\u667a\u5e93\u3001\u5a92\u4f53\u3001\u6c11\u95f4\u7ec4\u7ec7\u548c\u9752\u5e74\u5987\u5973\u7b49\u52a0\u5f3a\u4ea4\u6d41\u5408\u4f5c\uff0c\u4e0d\u65ad\u62c9\u8fd1\u4e2d\u975e\u4eba\u6c11\u7684\u53cb\u597d\u611f\u60c5\u3002
\nFourth, we need to deepen our friendship and forge a stronger bond between the peoples.\u2002China will overcome the difficulties caused by COVID-19 and actively facilitate the return of African students who wish to come back to China to resume their studies. We will also resume short-term in-person training programs in China in an orderly way, and steadily increase commercial flights to facilitate personnel interflow and business travels between our two sides. China is actively preparing\u2002for the China-Africa Youth Innovation and Entrepreneurship Competition.\u2002We support think tanks, media organizations, people\u2019s groups, the youth and women in enhancing exchange and cooperation to\u2002deepen friendship between the Chinese and African peoples.
\n\u7b2c\u4e94\uff0c\u575a\u6301\u5f00\u653e\u5171\u8d62\uff0c\u63a8\u52a8\u56fd\u9645\u5bf9\u975e\u5408\u4f5c\u5065\u5eb7\u53d1\u5c55\u3002\u4e2d\u65b9\u6b22\u8fce\u56fd\u9645\u793e\u4f1a\u7ee7\u7eed\u5173\u5fc3\u548c\u652f\u6301\u975e\u6d32\uff0c\u6211\u4eec\u4e5f\u613f\u610f\u5728\u975e\u6d32\u5144\u5f1f\u540c\u610f\u524d\u63d0\u4e0b\uff0c\u5728\u975e\u6d32\u5f00\u5c55\u4e09\u65b9\u6216\u591a\u65b9\u5408\u4f5c\u3002\u975e\u6d32\u9700\u8981\u7684\u662f\u5e73\u548c\u3001\u53cb\u5584\u7684\u5408\u4f5c\u73af\u5883\uff0c\u4e0d\u662f\u4f60\u8f93\u6211\u8d62\u7684\u51b7\u6218\u601d\u7ef4\u3002\u975e\u6d32\u6b22\u8fce\u7684\u662f\u9020\u798f\u767e\u59d3\u7684\u4e92\u5229\u5408\u4f5c\uff0c\u4e0d\u662f\u5730\u7f18\u4e89\u593a\u7684\u5927\u56fd\u535a\u5f08\u3002\u4e2d\u975e\u5408\u4f5c\u8bba\u575b\u8d70\u8fc7\u4e8620\u591a\u5e74\u53d1\u5c55\u5386\u7a0b\uff0c\u4e3a\u5f15\u9886\u56fd\u9645\u5bf9\u975e\u5408\u4f5c\u6b63\u786e\u65b9\u5411\u53d1\u6325\u4e86\u79ef\u6781\u4f5c\u7528\u3002\u65b0\u5f62\u52bf\u4e0b\uff0c\u4e2d\u65b9\u613f\u540c\u975e\u6d32\u670b\u53cb\u4eec\u4e00\u9053\uff0c\u7ee7\u7eed\u63a8\u8fdb\u8bba\u575b\u673a\u5236\u5efa\u8bbe\uff0c\u5171\u540c\u64e6\u4eae\u8fd9\u4e00\u91d1\u5b57\u62db\u724c\u3002\u6211\u4eec\u5c06\u79ef\u6781\u8003\u8651\u5c06\u8bba\u575b\u4f1a\u8bae\u6210\u679c\u843d\u5b9e\u534f\u8c03\u4eba\u4f1a\u8bae\u673a\u5236\u5316\uff0c\u63a8\u52a8\u66f4\u591a\u8d44\u6e90\u5411\u975e\u6d32\u503e\u659c\uff0c\u4f7f\u4e2d\u975e\u5408\u4f5c\u8bba\u575b\u7ee7\u7eed\u6210\u4e3a\u5bf9\u975e\u5408\u4f5c\u7684\u65d7\u5e1c\u548c\u6807\u6746\u3002
\nFifth, we need to uphold openness and win-win results and promote the sound development of international cooperation with Africa. China welcomes continued interest in and support for Africa from the international community. We would also like to, with the consent of our African brothers, carry out trilateral or multi-party cooperation in Africa. What Africa wishes for is a favorable and amicable cooperation environment, not the zero-sum Cold War mentality. What Africa would welcome is mutually beneficial cooperation for the greater well-being of the people, not major-country rivalry for geopolitical gains.
\nThe FOCAC mechanism has traveled a journey of over two decades and has played a positive role in charting a right course for international cooperation with Africa. Under the new circumstances, China will continue to work with African friends to enhance the institution-building of FOCAC to jointly boost its well-established credentials. We will actively consider institutionalizing the coordinators\u2019 meeting and work to mobilize more resources in favor of Africa. With our joint efforts, FOCAC will continue to be a standard-bearer of cooperation with Africa.
