\n\tHaving withstood the vicissitudes of the
\ninternational landscape over the last 50-plus years, the Treaty on the
\nNon-proliferation of Nuclear Weapons (NPT) has become the cornerstone of the
\ninternational nuclear disarmament and non-proliferation regime and a vital
\ncomponent of the post-war international security system.\n<\/p>\n
\n\t \n<\/p>\n
\n\tToday, we live in a world where profound
\nchanges and the COVID-19 pandemic, both unseen in a century, are intertwined.
\nThe specter of Cold War mentality is there to stay, and the outdated approach to
\nsecurity based on military alliances has resurfaced. Driven by the obsession
\nwith so-called major-power strategic competition, the global strategic security
\nenvironment continues to deteriorate, and risks of arms race and conflicts are
\ngrowing. As a result, the international non-proliferation regime represented by
\nthe NPT is significantly strained and even faces new and the most severe
\nchallenges since the end of the Cold War.\n<\/p>\n
\n\t \n<\/p>\n
\n\t\u6211\u4eec\u5e94\u4ee5\u672c\u6b21\u5927\u4f1a\u4e3a\u5951\u673a\uff0c\u5207\u5b9e\u7ef4\u62a4\u6761\u7ea6\u7684\u6743\u5a01\u6027\u548c\u6709\u6548\u6027\uff0c\u5e73\u8861\u63a8\u8fdb\u6838\u88c1\u519b\u3001\u6838\u4e0d\u6269\u6563\u4e0e\u548c\u5e73\u5229\u7528\u6838\u80fd\u4e09\u5927\u652f\u67f1\uff0c\u63a8\u52a8\u6761\u7ea6\u5728\u670d\u52a1\u548c\u5e73\u4e0e\u53d1\u5c55\u65b9\u9762\u7115\u53d1\u65b0\u7684\u751f\u673a\u3002\u4e3a\u6b64\uff0c\u4e2d\u65b9\u63d0\u51fa\u4ee5\u4e0b\u4e09\u70b9\u4e3b\u5f20\uff1a\n<\/p>\n

\n\tIt is incumbent on all of us to take this
\nReview Conference as an opportunity to uphold the authority and effectiveness of
\nthe NPT, promote the three pillars of nuclear disarmament, nuclear
\nnon-proliferation and peaceful uses of nuclear energy in a balanced manner, in a
\nbid to breathe new life into the NPT in promoting world peace and development.
\nTo this end, China proposes the following:\n<\/p>\n
\n\t \n<\/p>\n
\n\t\u7b2c\u4e00\uff0c\u575a\u6301\u5171\u540c\u5b89\u5168\u7406\u5ff5\uff0c\u63a8\u8fdb\u56fd\u9645\u6838\u88c1\u519b\u4e8b\u4e1a\u3002\u4e2d\u56fd\u575a\u5b9a\u8d70\u548c\u5e73\u53d1\u5c55\u9053\u8def\uff0c\u59cb\u7ec8\u575a\u6301\u81ea\u536b\u9632\u5fa1\u7684\u6838\u6218\u7565\uff0c\u5728\u4efb\u4f55\u65f6\u5019\u548c\u4efb\u4f55\u60c5\u51b5\u4e0b\u90fd\u4e0d\u9996\u5148\u4f7f\u7528\u6838\u6b66\u5668\u3002\u4e2d\u56fd\u5728\u575a\u51b3\u7ef4\u62a4\u56fd\u5bb6\u4e3b\u6743\u3001\u5b89\u5168\u548c\u9886\u571f\u5b8c\u6574\u7684\u540c\u65f6\uff0c\u575a\u6301\u628a\u81ea\u8eab\u6838\u529b\u91cf\u7ef4\u6301\u5728\u56fd\u5bb6\u5b89\u5168\u9700\u8981\u7684\u6700\u4f4e\u6c34\u5e73\uff0c\u4e0d\u4e0e\u5176\u4ed6\u56fd\u5bb6\u6bd4\u6295\u5165\u3001\u6bd4\u6570\u91cf\u3001\u6bd4\u89c4\u6a21,\u4e0d\u4e0e\u4efb\u4f55\u56fd\u5bb6\u641e\u6838\u519b\u5907\u7ade\u8d5b\u3002\u4e2d\u56fd\u7684\u6838\u653f\u7b56\u5177\u6709\u9ad8\u5ea6\u7684\u7a33\u5b9a\u6027\u3001\u8fde\u7eed\u6027\u548c\u53ef\u9884\u89c1\u6027\uff0c\u662f\u5bf9\u56fd\u9645\u6838\u88c1\u519b\u4e8b\u4e1a\u7684\u91cd\u8981\u8d21\u732e\u3002\n<\/p>\n
\n\t \n<\/p>\n
\n\tFirst, we need to uphold the concept of common
\nsecurity in advancing international nuclear disarmament. China is firmly
\ncommitted to the path of peaceful development and a nuclear strategy of
\nself-defense, and undertakes not to be the first to use nuclear weapons at any
\ntime and under any circumstances. While firmly safeguarding its national
\nsovereignty, security and territorial integrity, China always keeps its nuclear
\ncapability at the minimum level required for safeguarding national security. We
\nnever compete with any country on the input, quantity or scale of its nuclear
\ncapability, nor do we participate in any form of nuclear arms race with any
\nother country. With a high level of stability, consistency and predictability,
\nChina\u2019s nuclear policy in itself is an important contribution to the
\ninternational nuclear disarmament endeavor.\n<\/p>\n
\n\t \n<\/p>\n
\n\t\u6838\u88c1\u519b\u5e94\u8be5\u9075\u5faa\u201c\u7ef4\u62a4\u5168\u7403\u6218\u7565\u7a33\u5b9a\u201d\u548c\u201c\u5404\u56fd\u5b89\u5168\u4e0d\u53d7\u51cf\u635f\u201d\u539f\u5219\u3002\u62e5\u6709\u6700\u5927\u6838\u6b66\u5e93\u7684\u56fd\u5bb6\u5e94\u8be5\u5c65\u884c\u7279\u6b8a\u3001\u4f18\u5148\u8d23\u4efb\uff0c\u4ee5\u53ef\u6838\u67e5\u3001\u4e0d\u53ef\u9006\u548c\u5177\u6709\u6cd5\u5f8b\u7ea6\u675f\u529b\u7684\u65b9\u5f0f\uff0c\u8fdb\u4e00\u6b65\u5927\u5e45\u3001\u5b9e\u8d28\u524a\u51cf\u6838\u6b66\u5e93\u3002\u8fd9\u5c06\u4e3a\u5176\u4ed6\u6838\u6b66\u5668\u56fd\u5bb6\u52a0\u5165\u6838\u88c1\u519b\u8fdb\u7a0b\u521b\u9020\u6761\u4ef6\u3002\n<\/p>\n

\n\tThe principles of \u201cmaintaining global strategic
\nstability\u201d and \u201cundiminished security for all\u201d should be followed in the
\npractices of nuclear disarmament. The countries with the largest nuclear
\narsenals should further conduct significant and substantive reduction in their
\nnuclear arsenals in a verifiable, irreversible and legally binding manner. This
\nwill create conditions for other nuclear-weapon States to join the nuclear
\ndisarmament process.\n<\/p>\n
\n\t \n<\/p>\n
\n\t\u6838\u6b66\u5668\u56fd\u5bb6\u5e94\u5408\u4f5c\u51cf\u5c11\u6838\u98ce\u9669\u3002\u4eca\u5e741\u67083\u65e5\uff0c\u4e2d\u56fd\u3001\u4fc4\u7f57\u65af\u3001\u7f8e\u56fd\u3001\u82f1\u56fd\u3001\u6cd5\u56fd\u4e94\u56fd\u9886\u5bfc\u4eba\u53d1\u8868\u8054\u5408\u58f0\u660e\uff0c\u5f3a\u8c03\u201c\u6838\u6218\u4e89\u6253\u4e0d\u8d62\u4e5f\u6253\u4e0d\u5f97\u201d\uff0c\u91cd\u7533\u4e0d\u5c06\u6838\u6b66\u5668\u7784\u51c6\u5f7c\u6b64\u6216\u5176\u4ed6\u4efb\u4f55\u56fd\u5bb6\u3002\u8fd9\u4e00\u5386\u53f2\u6027\u58f0\u660e\u6709\u52a9\u4e8e\u589e\u8fdb\u5927\u56fd\u4e92\u4fe1\uff0c\u9632\u6b62\u6838\u6218\u4e89\uff0c\u907f\u514d\u519b\u5907\u7ade\u8d5b\u3002\u5728\u6b64\u57fa\u7840\u4e0a\uff0c\u6838\u6b66\u5668\u56fd\u5bb6\u5e94\u8fdb\u4e00\u6b65\u5c31\u6218\u7565\u7a33\u5b9a\u95ee\u9898\u52a0\u5f3a\u6c9f\u901a\uff0c\u56f4\u7ed5\u964d\u4f4e\u6838\u6b66\u5668\u5728\u56fd\u5bb6\u5b89\u5168\u653f\u7b56\u4e2d\u7684\u4f5c\u7528\uff0c\u4ee5\u53ca\u53cd\u5bfc\u3001\u5916\u7a7a\u3001\u7f51\u7edc\u3001\u4eba\u5de5\u667a\u80fd\u7b49\u5e7f\u6cdb\u8bae\u9898\u8fdb\u884c\u6df1\u5165\u5bf9\u8bdd\u3002\u6838\u6b66\u5668\u56fd\u5bb6\u4e5f\u5e94\u4e0e\u65e0\u6838\u6b66\u5668\u56fd\u5bb6\u52a0\u5f3a\u5bf9\u8bdd\uff0c\u589e\u8fdb\u76f8\u4e92\u7406\u89e3\u548c\u652f\u6301\u3002\n<\/p>\n

\n\tNuclear-weapon States need to work together to
\nreduce nuclear risks. On January 3rd this year, the leaders of China, Russia,
\nthe United States, the United Kingdom and France issued a Joint Statement,
\nstressing that a nuclear war cannot be won and must not be fought, and
\nreaffirming that none of their nuclear weapons are targeted at each other or at
\nany other State. This historic statement is helpful in enhancing mutual trust
\namong major countries, preventing nuclear wars, and avoiding an arms
\nrace.\n<\/p>\n
\n\t \n<\/p>\n
\n\tOn that basis, the five nuclear-weapon States
\nneed to further strengthen communication on strategic stability, and conduct
\nin-depth dialogue on reducing the role of nuclear weapons in their national
\nsecurity doctrines and on a broad range of issues, including missile defense,
\nouter space, cyberspace, and artificial intelligence. Nuclear-weapon States
\nshould also strengthen dialogue with non-nuclear-weapon States to enhance mutual
\nunderstanding and support.\n<\/p>\n
\n\t \n<\/p>\n
\n\t\u7b2c\u4e8c\uff0c\u575a\u6301\u653f\u6cbb\u89e3\u51b3\u65b9\u5411\uff0c\u5e94\u5bf9\u6838\u4e0d\u6269\u6563\u6311\u6218\u3002\u5404\u65b9\u8981\u575a\u6301\u901a\u8fc7\u5916\u4ea4\u8c08\u5224\u63a8\u52a8\u4f0a\u6717\u6838\u95ee\u9898\u5168\u9762\u534f\u8bae\u65e9\u65e5\u91cd\u8fd4\u6b63\u8f68\uff0c\u6452\u5f03\u5236\u88c1\u65bd\u538b\u548c\u6b66\u529b\u5a01\u80c1\u7684\u6d88\u6781\u4e3e\u52a8\u3002\u7f8e\u56fd\u5e94\u5f7b\u5e95\u89e3\u9664\u5bf9\u4f0a\u76f8\u5173\u975e\u6cd5\u5236\u88c1\u53ca\u5bf9\u7b2c\u4e09\u65b9\u7684\u201c\u957f\u81c2\u7ba1\u8f96\u201d\uff0c\u4f0a\u6717\u5219\u5728\u6b64\u57fa\u7840\u4e0a\u6062\u590d\u5c65\u884c\u6838\u9886\u57df\u7684\u627f\u8bfa\u3002\n<\/p>\n
\n\t \n<\/p>\n
\n\tSecond, we need to adhere to the direction of
\npolitical settlement in addressing the challenges of nuclear-proliferation. All
\nparties concerned should stay committed to bringing the JCPOA back on track at
\nan early date through diplomatic negotiations, and reject the practices of
\npressuring with sanctions and threat of force. The U.S. should completely lift
\nits relevant illegal sanctions on Iran and long-arm jurisdiction measures on
\nthird parties. On that basis, Iran should return to full compliance with its
\nnuclear commitments.\n<\/p>\n
\n\t \n<\/p>\n
\n\t\u56fd\u9645\u793e\u4f1a\u5e94\u575a\u51b3\u53cd\u5bf9\u5728\u9632\u6269\u6563\u9886\u57df\u641e\u201c\u53cc\u91cd\u6807\u51c6\u201d\u3002\u7f8e\u56fd\u3001\u82f1\u56fd\u3001\u6fb3\u5927\u5229\u4e9a\u5f00\u5c55\u6838\u6f5c\u8247\u5408\u4f5c\uff0c\u6784\u6210\u4e25\u91cd\u6838\u6269\u6563\u98ce\u9669\uff0c\u8fdd\u53cd\u300a\u4e0d\u6269\u6563\u6838\u6b66\u5668\u6761\u7ea6\u300b\u7684\u76ee\u7684\u548c\u5b97\u65e8\u3002\u6761\u7ea6\u5ba1\u8bae\u5927\u4f1a\u5e94\u6df1\u5165\u8ba8\u8bba\u5176\u5404\u65b9\u9762\u5f71\u54cd\uff0c\u5305\u62ec\u5176\u5bf9\u56fd\u9645\u539f\u5b50\u80fd\u673a\u6784\u4fdd\u969c\u76d1\u7763\u4f53\u7cfb\u7684\u6311\u6218\uff0c\u575a\u5b9a\u7ef4\u62a4\u56fd\u9645\u6838\u4e0d\u6269\u6563\u4f53\u7cfb\u3002\n<\/p>\n

\n\tThe international community should reject
\ndouble standards in the area of non-proliferation. The nuclear-powered submarine
\ncooperation among the United States, the United Kingdom and Australia poses
\nsevere nuclear proliferation risks, in contravention of the object and purpose
\nof the NPT. The review conference should conduct in-depth discussions on its
\nimplications in all aspects, including its challenges to the IAEA safeguards
\nsystem, in order to\u2002firmly uphold the international non-proliferation
\nregime.\n<\/p>\n
\n\t \n<\/p>\n
\n\t\u671d\u9c9c\u534a\u5c9b\u5b89\u5168\u5f62\u52bf\u4f9d\u7136\u590d\u6742\u4e25\u5cfb\u3002\u8981\u575a\u6301\u6309\u7167\u201c\u53cc\u8f68\u5e76\u8fdb\u201d\u601d\u8def\u548c\u201c\u5206\u9636\u6bb5\u3001\u540c\u6b65\u8d70\u201d\u539f\u5219\uff0c\u63a8\u8fdb\u671d\u9c9c\u534a\u5c9b\u5efa\u7acb\u548c\u5e73\u673a\u5236\u53ca\u5b9e\u73b0\u534a\u5c9b\u65e0\u6838\u5316\u8fdb\u7a0b\u3002\n<\/p>\n

\n\tThe security situation on the Korean Peninsula
\nremains complex and severe. We need to follow the dual track approach and the
\nprinciple of phased and synchronized actions in advancing the process towards
\nthe establishment of a peace mechanism and denuclearization on the Korean
\nPeninsula.\n<\/p>\n
\n\t \n<\/p>\n
\n\t\u201c\u6838\u5171\u4eab\u201d\u5b89\u6392\u8fdd\u53cd\u300a\u4e0d\u6269\u6563\u6838\u6b66\u5668\u6761\u7ea6\u300b\u89c4\u5b9a\uff0c\u52a0\u5267\u6838\u6269\u6563\u4e0e\u6838\u51b2\u7a81\u98ce\u9669\u3002\u7f8e\u56fd\u5e94\u64a4\u56de\u90e8\u7f72\u5728\u6b27\u6d32\u7684\u6838\u6b66\u5668\uff0c\u4e0d\u5728\u5176\u4ed6\u5730\u533a\u90e8\u7f72\u6838\u6b66\u5668\u3002\u6709\u5173\u65e0\u6838\u6b66\u5668\u56fd\u5bb6\u5e94\u5207\u5b9e\u5c65\u884c\u6761\u7ea6\u4e49\u52a1\u548c\u81ea\u8eab\u627f\u8bfa\uff0c\u505c\u6b62\u9f13\u566a\u201c\u6838\u5171\u4eab\u201d\u6216\u5176\u4ed6\u5f62\u5f0f\u7684\u6838\u5a01\u6151\u5b89\u6392\u3002\u4efb\u4f55\u5728\u4e9a\u592a\u5730\u533a\u590d\u5236\u5317\u7ea6\u201c\u6838\u5171\u4eab\u201d\u6a21\u5f0f\u7684\u4f01\u56fe\uff0c\u90fd\u5c06\u635f\u5bb3\u8be5\u5730\u533a\u7684\u6218\u7565\u5e73\u8861\u4e0e\u7a33\u5b9a\uff0c\u5fc5\u5c06\u906d\u5230\u5730\u533a\u56fd\u5bb6\u7684\u575a\u51b3\u53cd\u5bf9\uff0c\u4ee5\u53ca\u5fc5\u8981\u65f6\u7684\u4e25\u5389\u53cd\u5236\u3002\n<\/p>\n

\n\tThe so-called nuclear sharing arrangements run
\ncounter to the provisions of the NPT and increase the risks of nuclear
\nproliferation and nuclear conflicts. The United States should withdraw all its
\nnuclear weapons from Europe and refrain from deploying nuclear weapons in any
\nother region. The relevant non-nuclear-weapon States should earnestly fulfill
\ntheir NPT obligations and their own commitments, stop instigating nuclear
\nsharing or other forms of nuclear deterrence arrangements. Any attempt to
\nreplicate the NATO\u2019s nuclear sharing model in the Asia-Pacific region would
\nundermine regional strategic stability and would be firmly opposed by the
\ncountries in the region and, when necessary, face severe
\ncountermeasures.\n<\/p>\n

\n\tThe establishment of nuclear-weapon-free zones
\nis conducive to attaining the goal of nuclear non-proliferation. The
\ninternational community should make every endeavor to support the establishment
\nof a Middle East Zone Free of Nuclear Weapons and other Weapons of Mass
\nDestruction. Nuclear-weapon States should sign and ratify all the relevant
\nprotocols to the nuclear-weapons-free zone treaties as early as possible,
\nincluding the Central Asia Zone Free of Nuclear Weapons. China is willing to
\ntake the lead in signing the Protocol to the Treaty on the Southeast Asia
\nNuclear Weapon-Free Zone.\n<\/p>\n
\n\t \n<\/p>\n

\n\tThird, we need to commit to the fundamental
\ngoal of common development and promote the peaceful uses of nuclear energy. The
\ninternational community should support the IAEA in playing a central role,
\nincrease funding and technological support for developing countries, fully
\nunleash the potential of nuclear energy and nuclear technology in addressing
\nclimate change and promoting green development, and contribute to faster
\nimplementation of the 2030 Agenda for Sustainable Development. All parties
\nshould take this Review Conference as an opportunity to jointly map out a new
\nblueprint for promoting international cooperation in the peaceful uses of
\nnuclear energy.\n<\/p>\n

\n\tWe must take a balanced approach towards
\nnon-proliferation and peaceful uses. Some countries seek to create divisions
\nalong ideological lines, stretch the concept of national security, abuse
\nmultilateral export control regime, and even attempt to create a new version of
\nthe Coordinating Committee for Export to Communist Countries, all in the name of
\nnon-proliferation. We must resolutely reject such practices, which go against
\nthe trend of the times, disrupt normal international cooperation, and harm the
\nlegitimate rights and interests of developing countries.\n<\/p>\n
\n\t \n<\/p>\n

\nof nuclear energy should not come at the expense of the natural environment and
\nhuman health. Japan should seriously respond to the legitimate concerns of its
\nneighbouring countries and the international community at large regarding the
\ndisposal of nuclear-contaminated water from the Fukushima Daiichi nuclear power
\nplant accident, fully consult with the stakeholders and the relevant
\ninternational agencies, in order to find an appropriate solution to dispose of
\nthe nuclear-contaminated water.\n<\/p>\n

\n\tWe humanity are living in an indivisible
\nsecurity community. Cold War mentality would only wreck the global peace
\nframework. Hegemonism and power politics would only endanger world peace. And
\nbloc confrontation would only exacerbate security challenges in the
\n21st-century. This April, Chinese President Xi Jinping proposed a Global
\nSecurity Initiative at the opening ceremony of the Annual Conference of the Boao
\nForum for Asia. This initiative highlights the necessity to stay committed to
\nthe vision of common, comprehensive, cooperative and sustainable security, to
\ngiving due regard to the legitimate security concerns of all countries, to
\nupholding the principle of indivisible security and building a balanced,
\neffective and sustainable security architecture. Guided by this initiative,
\nChina is ready to join hands with all countries to continuously strengthen the
\nuniversality, authority and effectiveness of the NPT, to inject stability and
\ncertainty into this era of turbulence and transformation, and make new
\ncontribution to world peace, stability and prosperity.\n<\/p>\n
