\u5f88\u9ad8\u5174\u6765\u5230\u4e1c\u76df\u79d8\u4e66\u5904\uff0c\u540c\u5404\u4f4d\u65b0\u8001\u670b\u53cb\u901a\u8fc7\u201c\u96c5\u52a0\u8fbe\u6e20\u9053\u201d\u5171\u8bdd\u53cb\u8c0a\uff0c\u5171\u8c0b\u5408\u4f5c\u3002\u9996\u5148\uff0c\u6211\u8c28\u4ee3\u8868\u4e2d\u56fd\u653f\u5e9c\uff0c\u5bf9\u4e1c\u76df\u8fce\u676555\u5c81\u751f\u65e5\u8868\u793a\u70ed\u70c8\u795d\u8d3a\uff0c\u5bf9\u5173\u5fc3\u652f\u6301\u4e2d\u56fd\u4e1c\u76df\u5408\u4f5c\u7684\u670b\u53cb\u4eec\u8868\u793a\u8877\u5fc3\u611f\u8c22\uff01<\/span><\/p>\n

I am delighted to join so many friends, both old and new, at the ASEAN Secretariat in renewing\u2002our friendship and advancing\u2002cooperation\u2002through the \u201cJakarta Channel\u201d. Let me begin by conveying, on behalf of the Chinese government, our warm congratulations on the 55th birthday of ASEAN and a big thank-you to all the friends for your interest in and support for China-ASEAN cooperation.<\/span><\/p>\n

\u4e2d\u56fd\u4e0e\u4e1c\u76df\u5c71\u6c34\u76f8\u4f9d\u3001\u5fc3\u624b\u76f8\u8fde\uff0c\u59cb\u7ec8\u662f\u547d\u8fd0\u4e0e\u5171\u7684\u597d\u90bb\u5c45\u3001\u597d\u670b\u53cb\u3001\u597d\u4f19\u4f34\u3002\u6211\u672c\u4eba\u63a5\u89e6\u4e1c\u76df\u56fd\u5bb6\u4e8b\u52a1\u5df2\u670930\u591a\u5e74\uff0c\u8fd9\u4e9b\u5e74\u51e0\u4e4e\u6bcf\u5e74\u90fd\u8981\u5230\u8bbf\u4e1c\u76df\u56fd\u5bb6\uff0c\u4e0e\u4e1c\u76df\u5404\u56fd\u5916\u957f\u7ecf\u5e38\u89c1\u9762\uff0c\u5207\u8eab\u611f\u53d7\u5230\u4e2d\u56fd\u4e1c\u76df\u5173\u7cfb\u65e5\u65b0\u6708\u5f02\u3001\u98de\u901f\u53d1\u5c55\u3002\u7279\u522b\u662f\u8fc7\u53bb\u5341\u5e74\u6765\uff0c\u5728\u4e60\u8fd1\u5e73\u4e3b\u5e2d\u548c\u4e1c\u76df\u5404\u56fd\u9886\u5bfc\u4eba\u7684\u6218\u7565\u6307\u5f15\u548c\u4eb2\u81ea\u63a8\u52a8\u4e0b\uff0c\u4e2d\u56fd\u4e1c\u76df\u5173\u7cfb\u66f4\u662f\u8fdb\u5165\u4e86\u5feb\u8f66\u9053\u3001\u8dd1\u51fa\u4e86\u52a0\u901f\u5ea6\u3002<\/span><\/p>\n

China and ASEAN are linked by mountains and waters as well as hearts\u2002and aspirations. We are always good neighbors, good friends and good partners with a shared future. I have been personally engaging with ASEAN for more than three decades. In recent years, I have visited ASEAN countries almost every year\u2002and\u2002met with ASEAN foreign ministers frequently. Through my travels and engagements, I am keenly aware of the rapid and phenomenal development of China-ASEAN relations. Over the past 10 years in particular, thanks to the strategic guidance and personal commitment of President Xi Jinping and leaders of ASEAN countries, China-ASEAN relations have entered the \u201cfast lane\u201d\u2002and made accelerating progress.<\/span><\/p>\n

\u56de\u9996\u8fc7\u5f80\uff0c\u6700\u4ee4\u4eba\u9f13\u821e\u7684\uff0c\u662f\u4e2d\u56fd\u4e1c\u76df\u5173\u7cfb\u59cb\u7ec8\u4e00\u9a6c\u5f53\u5148\u3002\u4e2d\u56fd\u7387\u5148\u540c\u4e1c\u76df\u5efa\u7acb\u6218\u7565\u4f19\u4f34\u5173\u7cfb\uff0c\u7387\u5148\u52a0\u5165\u300a\u4e1c\u5357\u4e9a\u53cb\u597d\u5408\u4f5c\u6761\u7ea6\u300b\uff0c\u7387\u5148\u540c\u4e1c\u76df\u5546\u8c08\u5efa\u7acb\u81ea\u8d38\u533a\uff0c\u7387\u5148\u660e\u786e\u652f\u6301\u4e1c\u76df\u5728\u533a\u57df\u5408\u4f5c\u4e2d\u7684\u4e2d\u5fc3\u5730\u4f4d\uff0c\u4e5f\u662f\u7387\u5148\u516c\u5f00\u8868\u793a\u613f\u7b7e\u7f72\u300a\u4e1c\u5357\u4e9a\u65e0\u6838\u6b66\u5668\u533a\u6761\u7ea6\u300b\u8bae\u5b9a\u4e66\u7684\u56fd\u5bb6\u3002\u4e1c\u76df\u540c\u4e8b\u544a\u8bc9\u6211\uff0c\u4e2d\u56fd\u4e1c\u76df\u5173\u7cfb\u5728\u4e1c\u76df\u540c\u5404\u5bf9\u8bdd\u4f19\u4f34\u5173\u7cfb\u4e2d\u6700\u5177\u6d3b\u529b\u3001\u6700\u5bcc\u6210\u679c\u3002<\/span><\/p>\n

In retrospect, the most encouraging development was that China-ASEAN relations have stayed ahead in many areas. China was the first to forge a strategic partnership with ASEAN, the first to join the Treaty of Amity and Cooperation in Southeast Asia, the first to start FTA negotiation with ASEAN, the first to give unequivocal support for ASEAN centrality in regional cooperation, and the first to publicly express its willingness to sign the Protocol to the Southeast Asia Nuclear Weapon-Free Zone. My ASEAN colleagues have told me that among ASEAN\u2019s dialogue partners,\u2002China has the most vibrant and productive ties with ASEAN.<\/span><\/p>\n

\u6700\u4ee4\u4eba\u611f\u52a8\u7684\uff0c\u662f\u4e2d\u56fd\u548c\u4e1c\u76df\u56fd\u5bb6\u540c\u5fc3\u6297\u75ab\uff0c\u5171\u514b\u65f6\u8270\u3002\u5728\u4e2d\u56fd\u6297\u75ab\u8270\u96be\u65f6\u523b\uff0c\u4e1c\u76df\u56fd\u5bb6\u7b2c\u4e00\u65f6\u95f4\u5173\u5fc3\u6170\u95ee\u3001\u6350\u6b3e\u6350\u7269\uff0c\u4e3a\u4e2d\u56fd\u52a0\u6cb9\u9f13\u52b2\u3002\u5728\u75ab\u60c5\u8513\u5ef6\u540e\uff0c\u4e2d\u65b9\u5bf9\u4e1c\u76df\u5144\u5f1f\u503e\u529b\u76f8\u52a9\u3001\u6beb\u65e0\u4fdd\u7559\u5206\u4eab\u6297\u75ab\u7ecf\u9a8c\uff0c\u53ca\u65f6\u63d0\u4f9b\u75ab\u82d7\u63f4\u52a9\uff0c\u52a9\u529b\u4e1c\u76df\u6253\u9020\u9632\u75ab\u5c4f\u969c\u3002\u53cc\u65b9\u6297\u75ab\u5408\u4f5c\u751f\u52a8\u8be0\u91ca\u4e86\u540c\u7518\u5171\u82e6\u7684\u6df1\u539a\u60c5\u8c0a\uff0c\u6811\u7acb\u4e86\u5168\u7403\u6297\u75ab\u5408\u4f5c\u7684\u5178\u8303\u3002<\/span><\/p>\n

The most touching event\u2002was China and ASEAN countries have been standing\u2002together in solidarity to fight COVID-19. When China was hit first by the virus, ASEAN countries immediately expressed solidarity and support and donated in cash and in kind to tide us over the trying time. When ASEAN countries were affected by the pandemic, China did its best to help ASEAN brothers fend off the virus,\u2002including sharing COVID response experience without reservation and providing timely vaccine assistance. Our cooperation against COVID-19 was a vivid testament to our deep friendship through thick and thin. Together, we have set a good example of working together to beat the virus.<\/span><\/p>\n

\u6700\u4ee4\u4eba\u632f\u594b\u7684\uff0c\u662f\u4e2d\u56fd\u4e0e\u4e1c\u76df\u7ecf\u8d38\u5408\u4f5c\u98ce\u751f\u6c34\u8d77\u3002\u5982\u4eca\uff0c\u4e2d\u56fd\u4e0e\u4e1c\u76df\u5df2\u4e92\u4e3a\u6700\u5927\u8d38\u6613\u4f19\u4f34\uff0c\u53cc\u8fb9\u8d38\u6613\u989d\u8f8330\u5e74\u524d\u7ffb\u4e86100\u500d\uff0c\u53cc\u65b9\u76f4\u63a5\u6295\u8d44\u989d\u5df2\u7d2f\u8ba1\u8d85\u8fc73100\u4ebf\u7f8e\u5143\u3002\u4e2d\u8001\u94c1\u8def\u987a\u5229\u901a\u8f66\uff0c\u96c5\u4e07\u9ad8\u94c1\u3001\u4e2d\u6cf0\u94c1\u8def\u3001\u4e2d\u9a6c\u548c\u4e2d\u5370\u5c3c\u201c\u4e24\u56fd\u53cc\u56ed\u201d\u7b49\u4e00\u6279\u201c\u4e00\u5e26\u4e00\u8def\u201d\u5171\u5efa\u9879\u76ee\u559c\u62a5\u9891\u4f20\u3002<\/span><\/p>\n

The most heartening progress was the\u2002thriving economic cooperation and trade\u2002between China and ASEAN. We are each other\u2019s largest trading partner. Our trade volume has soared 100 times from 30 years before. Our two-way direct investment has exceeded US$310 billion. The China-Laos railway is up and running. Good progress has been made in the Jakarta-Bandung high-speed railway, the China-Thailand railway, the China-Malaysia and China-Indonesia \u201ctwin industrial parks\u201d, and a number of other Belt and Road projects.<\/span><\/p>\n

\u6700\u4ee4\u4eba\u6b23\u6170\u7684\uff0c\u662f\u4e2d\u56fd\u4e0e\u4e1c\u76df\u5b89\u5168\u5408\u4f5c\u7a33\u6b65\u524d\u884c\u3002\u300a\u5357\u6d77\u5404\u65b9\u884c\u4e3a\u5ba3\u8a00\u300b\u5168\u9762\u843d\u5b9e\uff0c\u201c\u5357\u6d77\u884c\u4e3a\u51c6\u5219\u201d\u78cb\u5546\u79ef\u6781\u63a8\u8fdb\uff0c\u5206\u6b67\u4e89\u8bae\u5f97\u5230\u6709\u6548\u7ba1\u63a7\uff0c\u6d77\u4e0a\u5c40\u52bf\u4fdd\u6301\u603b\u4f53\u7a33\u5b9a\uff0c\u822a\u884c\u4e0e\u98de\u8d8a\u81ea\u7531\u4ece\u672a\u53d1\u751f\u95ee\u9898\u3002\u519b\u4e8b\u5b89\u5168\u4ea4\u6d41\u8d70\u5411\u6df1\u5165\uff0c\u53cd\u6050\u3001\u5e94\u5bf9\u6c14\u53d8\u3001\u7f51\u7edc\u5b89\u5168\u3001\u6253\u51fb\u8de8\u56fd\u72af\u7f6a\u3001\u9632\u707e\u51cf\u707e\u7b49\u975e\u4f20\u7edf\u5b89\u5168\u9886\u57df\u5408\u4f5c\u6210\u679c\u4e30\u7855\u3002<\/span><\/p>\n

The most gratifying\u2002achievement was that\u2002China-ASEAN security cooperation has been making\u2002steady progress. With full implementation of the\u2002Declaration on the Conduct of Parties in the South China Sea\u2002(DOC), and positive progress\u2002in the consultations of a code of conduct in the South China Sea\u2002(COC), differences and disputes are being\u2002effectively managed. The situation on the sea has remained stable on the whole, and there has been no problem with the freedom of navigation and overflight. Military and security exchanges have deepened, and fruitful cooperation has been carried out\u2002in non-traditional security areas such as counter-terrorism, climate response, cybersecurity, combating transnational crime,\u2002and disaster preparedness and reduction.<\/span><\/p>\n

\u5728\u4e2d\u56fd\u4e1c\u76df\u5efa\u7acb\u5bf9\u8bdd\u5173\u7cfb30\u5468\u5e74\u4e4b\u9645\uff0c\u4e60\u8fd1\u5e73\u4e3b\u5e2d\u4e0e\u4e1c\u76df\u5404\u56fd\u9886\u5bfc\u4eba\u5171\u540c\u5ba3\u5e03\u5efa\u7acb\u4e2d\u56fd\u4e1c\u76df\u5168\u9762\u6218\u7565\u4f19\u4f34\u5173\u7cfb\uff0c\u63d0\u51fa\u5171\u5efa\u201c\u4e94\u5927\u5bb6\u56ed\u201d\u84dd\u56fe\uff0c\u4e3a\u53cc\u65b9\u5173\u7cfb\u7684\u672a\u6765\u53d1\u5c55\u660e\u786e\u4e86\u524d\u8fdb\u65b9\u5411\u3002\u4eca\u5e74\u662f\u5efa\u8bbe\u4e2d\u56fd\u4e1c\u76df\u5168\u9762\u6218\u7565\u4f19\u4f34\u5173\u7cfb\u7684\u5f00\u5c40\u4e4b\u5e74\u3002\u6211\u4eec\u8981\u5f00\u597d\u5c40\u3001\u8d77\u597d\u6b65\uff0c\u5e26\u597d\u5934\uff0c\u56e2\u7ed3\u4e00\u5fc3\uff0c\u643a\u624b\u524d\u884c\u3002\u8ba9\u4e2d\u56fd\u4e1c\u76df\u5408\u4f5c\u7ee7\u7eed\u8d70\u5728\u65f6\u4ee3\u524d\u5217\uff0c\u8ba9\u548c\u5e73\u8fdb\u6b65\u7684\u529b\u91cf\u8d8a\u805a\u8d8a\u5f3a\u3002<\/span><\/p>\n

In commemoration of the 30th anniversary of China-ASEAN dialogue relations,\u2002President Xi Jinping made five proposals on building our home together, and announced together with ASEAN leaders the establishment of a China-ASEAN Comprehensive Strategic Partnership, pointing\u2002the way forward for the growth of China-ASEAN relations. With this year being the first year for building the China-ASEAN comprehensive strategic partnership, we should get off to a good start, make solid steps, and lead the way forward. We should get united, and join hands together to keep China-ASEAN cooperation at the forefront of the times and galvanize stronger force for peace and progress.<\/span><\/p>\n

\u5404\u4f4d\u670b\u53cb\uff0c\u4eca\u5e74\u662f\u4e1c\u76df\u6210\u7acb55\u5468\u5e74\u3002\u8fd955\u5e74\uff0c\u4e1c\u76df\u7ecf\u5386\u4e86\u4ece\u65e0\u5230\u6709\u3001\u4ece\u5c0f\u5230\u5927\u3001\u4ece\u5f31\u5230\u5f3a\uff0c\u8d70\u51fa\u4e86\u4e00\u6761\u4e0d\u5e73\u51e1\u7684\u53d1\u5c55\u9053\u8def\u3002\u540c\u65f6\uff0c\u8fd955\u5e74\uff0c\u4e5f\u662f\u4e9a\u6d32\u817e\u98de\u5d1b\u8d77\u7684\u9ec4\u91d1\u5e74\u4ee3\u3002<\/span><\/p>\n

This year marks the 55th anniversary of ASEAN. Over the past 55 years, ASEAN has embarked on an extraordinary development path from early inception to steady growth in size and strength. Meanwhile, the past 55 years was also\u2002a golden era of\u2002Asia\u2019s rise and take-off.<\/span><\/p>\n

\u5728\u5730\u533a\u5404\u56fd\u5171\u540c\u52aa\u529b\u4e0b\uff0c\u4eca\u5929\u7684\u4e9a\u6d32\u5df2\u8dc3\u5347\u4e3a\u53d1\u5c55\u7684\u9ad8\u5730\u3001\u5408\u4f5c\u7684\u70ed\u571f\u3002\u524d\u4e0d\u4e45\uff0c\u535a\u9ccc\u4e9a\u6d32\u8bba\u575b\u53d1\u5e03\u7684\u300a\u4e9a\u6d32\u7ecf\u6d4e\u524d\u666f\u53ca\u4e00\u4f53\u5316\u8fdb\u7a0b\u300b\u62a5\u544a\u6307\u51fa\uff0c2021\u5e74\u4e9a\u6d32\u5728\u5168\u7403\u75ab\u60c5\u4e0b\u7387\u5148\u5b9e\u73b0\u590d\u82cf\uff0c\u6210\u4e3a\u5168\u7403\u7ecf\u6d4e\u589e\u957f\u7684\u91cd\u8981\u5f15\u64ce\u3002\u4eca\u5e74\u521d\uff0c\u300a\u533a\u57df\u5168\u9762\u7ecf\u6d4e\u4f19\u4f34\u5173\u7cfb\u534f\u5b9a\u300b\uff08RCEP\uff09\u2014\u2014\u8fd9\u4e00\u4e16\u754c\u4e0a\u89c4\u6a21\u6700\u5927\u7684\u81ea\u8d38\u533a\u6b63\u5f0f\u751f\u6548\u5b9e\u65bd\uff0c\u7ed9\u5730\u533a\u53d1\u5c55\u6ce8\u5165\u4e86\u5f3a\u52b2\u52a8\u529b\u3002<\/span><\/p>\n

With concerted efforts of all countries in the region, Asia has become a highland of development and promising land for cooperation. Recently, the Boao Forum for Asia published the Asian Economic Outlook and Integration Progress Annual Report, which pointed out that in 2021,\u2002Asia was the first to recover amid the global pandemic, and that Asia became an important engine for global economic growth. Early this year, the Regional Comprehensive Economic Partnership (RCEP) agreement, the world\u2019s largest free trade area, officially went into effect, injecting strong impetus to regional development.<\/span><\/p>\n

\u5728\u5730\u533a\u5404\u56fd\u7684\u5171\u540c\u52aa\u529b\u4e0b\uff0c\u4eca\u5929\u7684\u4e9a\u6d32\u4e5f\u6b63\u5728\u6210\u4e3a\u5168\u7403\u6cbb\u7406\u7684\u6837\u677f\u3002\u7279\u522b\u662f\u4eca\u5e74\u591a\u8fb9\u8bae\u7a0b\u9f50\u805a\u4e9a\u6d32\uff0c\u4e2d\u56fd\u6210\u529f\u4e3e\u529e\u91d1\u7816\u56fd\u5bb6\u9886\u5bfc\u4eba\u4f1a\u6664\uff0c\u67ec\u57d4\u5be8\u3001\u5370\u5c3c\u3001\u6cf0\u56fd\u5c06\u5206\u522b\u4e3b\u529e\u4e1c\u4e9a\u5408\u4f5c\u9886\u5bfc\u4eba\u7cfb\u5217\u4f1a\u8bae\u3001\u4e8c\u5341\u56fd\u96c6\u56e2\u9886\u5bfc\u4eba\u5cf0\u4f1a\u3001\u4e9a\u592a\u7ecf\u5408\u7ec4\u7ec7\u9886\u5bfc\u4eba\u975e\u6b63\u5f0f\u4f1a\u8bae\u3002\u5404\u65b9\u76ee\u5149\u8f6c\u5411\u201c\u4e9a\u6d32\u5730\u533a\u201d\uff0c\u5168\u7403\u6cbb\u7406\u8fce\u6765\u201c\u4e9a\u6d32\u65f6\u523b\u201d\uff0c\u56fd\u9645\u793e\u4f1a\u9700\u8981\u503e\u542c\u201c\u4e9a\u6d32\u58f0\u97f3\u201d\u3002<\/span><\/p>\n

With concerted efforts of all countries in the region, Asia is also becoming a fine example of global governance. Most notably, a number of key\u2002multilateral events will be held in Asia\u2002this year. China has successfully\u2002hosted the BRICS Summit, and Cambodia, Indonesia and Thailand will host the\u2002leaders\u2019\u2002meetings on East Asia cooperation, the G20 Summit,\u2002and the APEC Economic Leaders\u2019\u2002Meeting respectively. The world\u2019s attention is turning to the Asian region, global governance has ushered in the moment of Asia, and the international community needs to listen attentively to the voice of Asia.<\/span><\/p>\n

We have advanced regional economic integration through free trade, promoted regional and sub-regional cooperation via equal consultation, and developed networks of friends worldwide with an open mindset. <\/span><\/p>\n

Asia is standing at a new historical starting point and facing\u2002unprecedented development opportunities. But\u2002we must also be aware that the world today is not peaceful, and there are two completely different trends concerning\u2002the future of Asia. One advocates open regionalism, true multilateralism, a development-first approach and mutually beneficial cooperation; it aims\u2002to help countries in the\u2002region emerge from the pandemic and achieve all-round development as soon as possible. The other pursues a relapse into the obsolete\u2002Cold War mentality and closed group politics,\u2002and classifies\u2002countries\u2002in the region\u2002based on their values; it\u2002attempts\u2002to divide the regional economy into different blocs and even apply the NATO\u2002approach to Asia-Pacific security.<\/span><\/p>\n

\u6211\u4eec\u4eca\u5929\u7684\u9009\u62e9\uff0c\u5c06\u51b3\u5b9a\u4eca\u540e\u7684\u9053\u8def\u901a\u5411\u4f55\u65b9\uff0c\u5f00\u653e\u8fd8\u662f\u5c01\u95ed\uff0c\u5408\u4f5c\u8fd8\u662f\u5bf9\u6297\uff0c\u56e2\u7ed3\u8fd8\u662f\u5206\u88c2\uff0c\u8fdb\u6b65\u8fd8\u662f\u5012\u9000\uff0c\u5c06\u4ece\u6839\u672c\u548c\u957f\u8fdc\u4e0a\u5f71\u54cd\u5730\u533a\u5404\u56fd\u672a\u6765\u7684\u524d\u9014\u4e0e\u547d\u8fd0\u3002<\/span><\/p>\n

As a Chinese saying goes, \u201cAdvancing with the times opens up new horizons.\u201d\u2002Both history and reality show that a country, or a region for that matter, can only make progress when it follows the trend of the times. President Xi Jinping has pointed out on multiple occasions that openness is the lifeline of Asia-Pacific cooperation and that we need to uphold open regionalism. Therefore, China chooses to join hands with ASEAN members and other regional countries to adhere to the vision of\u2002peace, development, independence and inclusiveness, firmly uphold open regionalism and, by drawing experience and wisdom from Asian civilizations and practices, constantly add new dimensions to open regionalism.<\/span><\/p>\n

In history, China lived in harmony with Southeast Asian countries and other neighbors, leaving touching\u2002stories of good neighborliness and enduring friendship. In the 1950s, we together advocated the Five Principles of Peaceful Coexistence, under which all\u2002countries enjoy rights to peace regardless of their size and strength. Over the past half century, the region has developed the ASEAN way, namely, the Asian way,\u2002underpinned by major principles\u2002such as mutual respect, consensus-building,\u2002and accommodating the comfort levels of all parties. It has established a diversified and multi-layered security architecture, and fostered a proactive\u2002thinking\u2002of pursuing common, cooperative and comprehensive security. All this has laid a solid foundation for lasting peace in Asia.<\/span><\/p>\n

It is a stark reminder\u2002that peace should never be taken for granted and must be carefully preserved and cherished. We should never allow any attempt to extend geopolitical conflicts\u2002or bloc confrontation to Asia, nor do we want to see\u2002any sanction, blockade or humanitarian crisis in this part of the world. Not long ago, President Xi Jinping put forward the Global Security Initiative\u2002(GSI), offering China\u2019s solution to global peace deficit and global security dilemma. It is necessary that we\u2002unequivocally champion the vision of common, comprehensive, cooperative and sustainable security. We need to\u2002stay committed to safeguarding\u2002the sovereignty and territorial integrity\u2002of all countries, taking\u2002seriously the legitimate security concerns of all countries, and resolving\u2002differences and disputes in a peaceful\u2002way through dialogue and consultation, in a bid to\u2002protect our shared home\u2002and defend our fundamental interest in peace and stability.<\/span><\/p>\n

In\u2002modern times however, its development stagnated and fell\u2002behind. Today, the valve to Asia\u2019s development and progress is fully open, unleashing a strong momentum of rejuvenation and prosperity in the region. In only one generation\u2019s time, Asia doubled its share of global GDP and transformed itself from a low-income region to a middle-income one. Asia\u2019s development is attributed to the hard work of people of all Asian countries. We never committed colonial plunder or moved the \u201ccheese\u201d\u2002of any country outside the region, still less trying to replace or drive away anyone. All we want is to bring a better life\u2002to our peoples.<\/span><\/p>\n

At present, the Asian economy is facing growing\u2002risks,\u2002with disruptions to the stability of regional industrial and supply chains and unabated\u2002noises of \u201cdecoupling\u201d\u2002and \u201csevering supply chains\u201d. The Global Development Initiative (GDI) put forth by President Xi Jinping\u2002has pooled\u2002consensus and strength for the collective efforts of the international\u2002community to meet\u2002challenges, drive global economic recovery and accelerate\u2002the implementation of UN\u2019s\u20022030 Agenda for Sustainable Development. It is necessary that we\u2002continue to be development-oriented, form a right perception of each other\u2019s development and share development opportunities. We should\u2002together defend the multilateral trading regime with the WTO as the\u2002cornerstone, ensure a free and open global market,\u2002and promote integrated economic development.<\/span><\/p>\n

We need to always uphold the principle of independence.\u2002In modern times, regional countries including China and ASEAN members had suffered from colonization and aggression. We achieved national independence and liberation after tenacious struggles. We value the hard-won independence like our life. We hope that we can independently choose political systems\u2002and development paths, independently pursue foreign and defense policies, and independently decide on the pathway and pace in\u2002participating in economic globalization and advancing regional integration. ASEAN countries have initiated and led Asia\u2019s regional cooperation mechanisms. Their independence and centrality has been widely respected by countries within and outside the region.<\/span><\/p>\n

At present, many countries in the region, including ASEAN countries, are under the pressure to take sides, and the strategic environment in the region risks being reshaped by political factors. It is necessary that we\u2002continue to uphold independence, respect each other\u2019s sovereignty and core interests, and respect the integrity, independence and leading role of ASEAN as a community. We should\u2002insulate this\u2002region from geopolitical calculations and the trap of the law of the jungle, from being used as chess pieces in major-power rivalry, and from coercion by hegemony\u2002and bullying. Our future,\u2002and the future of our region,\u2002should\u2002be in our own hands.<\/span><\/p>\n

We need to always uphold the spirit of openness and inclusiveness. Openness and inclusiveness are inherent in the genes of regional civilizations; they are also the keys to the regional economic miracle.\u2002More than 60 years ago\u2002at the\u2002Bandung Conference, countries in this region made a just call for seeking common ground while shelving differences and pursuing peaceful coexistence. Since the end of the Cold War, as pioneers in globalization and pace-setters of free trade, countries in this region have embraced the world with greater openness, supported each other with an inclusive spirit, and ensured together the economic takeoff of Asia.<\/span><\/p>\n

At present, despite current headwinds, globalization keeps\u2002surging forward as\u2002it is still the prevailing trend. Seclusion and isolation will only lead to rigidity and backwardness, while inclusiveness and openness will bring mutual benefit and win-win results. It is necessary that we promote harmony without uniformity, embrace diversity in coexistence, and reject the attempt to split the region into confrontational or exclusive groups. We should uphold true regional cooperation that unites countries within the region and remains open to countries outside, and reject the kind of fake regional cooperation that keeps certain country out and targets certain side. We believe that the Asia-Pacific is big enough for all regional countries\u2002to pursue their development and at the same time\u2002promote common development, and that all can prosper respectively and\u2002collectively.<\/span><\/p>\n

China firmly supports ASEAN\u2019s role in the \u201cdriver\u2019s seat\u201d, supports ASEAN community-building, and supports the ASEAN-centered regional cooperation architecture. China welcomes ASEAN\u2019s efforts to formulate a Post-2025 Vision for the ASEAN Community. We are ready\u2002to assist ASEAN countries in achieving their development goals by tapping into such resources as the Global Development and South-South Cooperation Fund and the China-ASEAN Cooperation Fund. We will also scale up input into the Initiative for ASEAN Integration, Lancang-Mekong cooperation and BIMP-EAGA, to help close the development gap in the region.<\/span><\/p>\n

China appreciates this position. We would like to increase synergy and cooperation with ASEAN on the implementation of the Outlook to produce cooperation outcomes at an early date.<\/span><\/p>\n

We will work with other countries in the region to implement the Global Security Initiative, and deepen cooperation in such areas as defense, counterterrorism, joint maritime search\u2002and\u2002rescue and exercise, combating transnational crimes,\u2002and disaster management. We hope to blaze a new path of security that chooses dialogue over confrontation, partnerships over alliances, and win-win over zero-sum game, and put into practice principles for how neighbors may get along: trust as the basis, the greater good as priority, and sincerity in interaction.<\/span><\/p>\n

China and ASEAN countries are expediting the COC consultations, which will serve as solid institutional safeguards for more effective management of differences in the South China Sea, more vigorous advancement of cooperation and more active joint governance. We will continue to support ASEAN\u2019s efforts in building a nuclear-weapon-free zone, and reaffirm that China is ready to sign the protocol to the Treaty of Southeast Asia Nuclear Weapon-Free Zone\u2002at any time.<\/span><\/p>\n

We will speed up the importing of US$150 billion worth of ASEAN agricultural goods, bring in more high-quality products from ASEAN countries, and encourage more Chinese companies to make ASEAN their top investment destination. We will continue to promote post-COVID recovery, advance the development of demonstration zones for Belt and Road international industrial capacity cooperation, enhance the resilience of industrial and supply chains in the region, and ensure smooth trade flows across borders.<\/span><\/p>\n

We are ready to launch a new round of upgrade of the China-ASEAN Free Trade Area as soon as possible, and implement the RCEP across the board and promote its upgrade in due course. China remains firm in its resolve to join the CPTPP and DEPA, and is ready to sign high-standard free trade agreements with more countries. China looks forward to closely integrating the development\u2002of the Hainan Free Trade Port and the Guangdong-Hong Kong-Macao Greater Bay Area and China-ASEAN cooperation, and supports Hong Kong and Macao in engaging in more extensive and closer exchanges and cooperation with ASEAN countries.<\/span><\/p>\n

China will continue to resolutely advance cooperation in\u2002science,\u2002technology and\u2002innovation to stimulate new drivers of development in the region.\u2002China and ASEAN have formulated the Action Plan for Implementing the China-ASEAN Partnership on Digital Economy Cooperation (2021-2025). China will earnestly implement this plan of action with a focus on increasing input in digital infrastructure and digital transformation\u2002in this region, deepening practical cooperation in e-commerce, actively facilitating dialogue on digital governance and coordination and harmonization of rules in the digital arena, and strengthening digital connectivity.<\/span><\/p>\n
