I am glad to\u2002attend the BRICS Business Forum, and\u2002I wish to\u2002extend a warm\u2002welcome to all of you.<\/span><\/p>\n

Right now, our world is facing drastic changes\u2002and a pandemic both unseen in a century. Various security challenges keep emerging. The world\u2002economy still faces strong headwinds on its\u2002path toward\u2002recovery, and global development has suffered major\u2002setbacks. Where is the world headed:\u2002Peace\u2002or war? Progress\u2002or regression? Openness or isolation? Cooperation or confrontation? These are choices of the\u2002times\u2002that we are confronted with.<\/span><\/p>\n

\u5386\u53f2\u957f\u6cb3\u65f6\u800c\u98ce\u5e73\u6d6a\u9759\uff0c\u65f6\u800c\u6ce2\u6d9b\u6c79\u6d8c\uff0c\u4f46\u603b\u4f1a\u5954\u6d8c\u5411\u524d\u3002\u5c3d\u7ba1\u56fd\u9645\u5f62\u52bf\u98ce\u4e91\u53d8\u5e7b\uff0c\u4f46\u5f00\u653e\u53d1\u5c55\u7684\u5386\u53f2\u5927\u52bf\u4e0d\u4f1a\u53d8\uff0c\u643a\u624b\u5408\u4f5c\u3001\u5171\u8fce\u6311\u6218\u7684\u613f\u671b\u4e5f\u4e0d\u4f1a\u53d8\u3002\u6211\u4eec\u8981\u4e0d\u754f\u6d6e\u4e91\u906e\u671b\u773c\uff0c\u51c6\u786e\u8ba4\u8bc6\u5386\u53f2\u53d1\u5c55\u89c4\u5f8b\uff0c\u4e0d\u4e3a\u4e00\u65f6\u4e00\u4e8b\u6240\u60d1\uff0c\u4e0d\u4e3a\u98ce\u9669\u6240\u60e7\uff0c\u52c7\u6562\u9762\u5bf9\u6311\u6218\uff0c\u5411\u7740\u6784\u5efa\u4eba\u7c7b\u547d\u8fd0\u5171\u540c\u4f53\u7684\u76ee\u6807\u52c7\u6bc5\u524d\u884c\u3002<\/span><\/p>\n

Human history, like a river, keeps surging forward,\u2002with moments of both\u2002calm\u2002waters and huge\u2002waves. Despite changes in an evolving global environment, the historical trend of openness and development will not\u2002reverse course, and our shared desire to\u2002meet challenges together through cooperation will remain as strong as ever. We should stand high and not allow ourselves to be distracted by fleeting clouds, and we should\u2002have a keen appreciation\u2002of the law\u2002governing the advance of\u2002history.\u2002We should\u2002refuse\u2002to\u2002be led astray by any turn of events or intimidated by any risk. We should rise to\u2002challenge and forge ahead with resolve\u2002toward the goal of building a community with a shared future for mankind.<\/span><\/p>\n

\u7b2c\u4e00\uff0c\u6211\u4eec\u8981\u56e2\u7ed3\u534f\u4f5c\uff0c\u5171\u540c\u7ef4\u62a4\u4e16\u754c\u548c\u5e73\u7a33\u5b9a\u3002\u201c\u524d\u4e8b\u4e0d\u5fd8\uff0c\u540e\u4e8b\u4e4b\u5e08\u3002\u201d\u4e0a\u4e16\u7eaa\uff0c\u4eba\u7c7b\u5148\u540e\u7ecf\u5386\u4e86\u4e24\u6b21\u4e16\u754c\u5927\u6218\u7684\u6d69\u52ab\u548c\u51b7\u6218\u5bf9\u6297\u7684\u9634\u973e\u3002\u60e8\u75db\u7684\u5386\u53f2\u8868\u660e\uff0c\u9738\u6743\u4e3b\u4e49\u3001\u96c6\u56e2\u653f\u6cbb\u3001\u9635\u8425\u5bf9\u6297\u4e0d\u4f1a\u5e26\u6765\u548c\u5e73\u5b89\u5168\uff0c\u53ea\u4f1a\u5bfc\u81f4\u6218\u4e89\u51b2\u7a81\u3002\u8fd9\u6b21\u4e4c\u514b\u5170\u5371\u673a\u518d\u6b21\u7ed9\u4e16\u4eba\u6572\u54cd\u4e86\u8b66\u949f\uff1a\u8ff7\u4fe1\u5b9e\u529b\u5730\u4f4d\uff0c\u6269\u5f20\u519b\u4e8b\u8054\u76df\uff0c\u4ee5\u727a\u7272\u522b\u56fd\u5b89\u5168\u8c0b\u6c42\u81ea\u8eab\u5b89\u5168\uff0c\u5fc5\u7136\u4f1a\u9677\u5165\u5b89\u5168\u56f0\u5883\u3002<\/span><\/p>\n

First, we\u2002should\u2002embrace\u2002solidarity and coordination\u2002and jointly maintain\u2002world peace and stability.\u2002We in China believe that\u2002\u201chistory, if not forgotten, can serve as a guide for the future\u201d.\u2002In the past century, humanity have gone through the scourge of two world wars and the dark shadow of the Cold War. The tragedies of the past tell us that hegemony, group politics and bloc confrontation bring\u2002no peace or security;\u2002they only\u2002lead to\u2002wars and conflicts. The Ukraine crisis is another wake-up call for all in the world. It reminds\u2002us that blind faith in the so-called \u201cposition of strength\u201d\u2002and attempts\u2002to\u2002expand military alliances and seek one\u2019s own security at the expense of others will only land oneself in a security dilemma.<\/span><\/p>\n

\u5386\u53f2\u544a\u8bc9\u6211\u4eec\uff0c\u548c\u5e73\u662f\u4eba\u7c7b\u5171\u540c\u4e8b\u4e1a\uff0c\u9700\u8981\u5404\u65b9\u5171\u540c\u4e89\u53d6\u548c\u7ef4\u62a4\u3002\u53ea\u6709\u4eba\u4eba\u90fd\u73cd\u7231\u548c\u5e73\u3001\u7ef4\u62a4\u548c\u5e73\uff0c\u53ea\u6709\u4eba\u4eba\u90fd\u8bb0\u53d6\u6218\u4e89\u7684\u60e8\u75db\u6559\u8bad\uff0c\u548c\u5e73\u624d\u6709\u5e0c\u671b\u3002\u9762\u5bf9\u52a8\u8361\u4e0d\u5b89\u7684\u4e16\u754c\uff0c\u6211\u4eec\u8981\u4e0d\u5fd8\u8054\u5408\u56fd\u5baa\u7ae0\u521d\u5fc3\uff0c\u7262\u8bb0\u5b88\u62a4\u548c\u5e73\u4f7f\u547d\u3002\u4e0d\u4e45\u524d\uff0c\u6211\u63d0\u51fa\u5168\u7403\u5b89\u5168\u5021\u8bae\uff0c\u5021\u5bfc\u5404\u56fd\u575a\u6301\u5171\u540c\u3001\u7efc\u5408\u3001\u5408\u4f5c\u3001\u53ef\u6301\u7eed\u7684\u5b89\u5168\u89c2\uff1b\u575a\u6301\u5c0a\u91cd\u5404\u56fd\u4e3b\u6743\u3001\u9886\u571f\u5b8c\u6574\uff1b\u575a\u6301\u9075\u5b88\u8054\u5408\u56fd\u5baa\u7ae0\u5b97\u65e8\u548c\u539f\u5219\uff1b\u575a\u6301\u91cd\u89c6\u5404\u56fd\u5408\u7406\u5b89\u5168\u5173\u5207\uff1b\u575a\u6301\u901a\u8fc7\u5bf9\u8bdd\u534f\u5546\u4ee5\u548c\u5e73\u65b9\u5f0f\u89e3\u51b3\u56fd\u5bb6\u95f4\u7684\u5206\u6b67\u4e0e\u4e89\u7aef\uff1b\u575a\u6301\u7edf\u7b79\u7ef4\u62a4\u4f20\u7edf\u9886\u57df\u548c\u975e\u4f20\u7edf\u9886\u57df\u5b89\u5168\u3002\u56fd\u9645\u793e\u4f1a\u8981\u6452\u5f03\u96f6\u548c\u535a\u5f08\uff0c\u5171\u540c\u53cd\u5bf9\u9738\u6743\u4e3b\u4e49\u548c\u5f3a\u6743\u653f\u6cbb\uff0c\u6784\u5efa\u76f8\u4e92\u5c0a\u91cd\u3001\u516c\u5e73\u6b63\u4e49\u3001\u5408\u4f5c\u5171\u8d62\u7684\u65b0\u578b\u56fd\u9645\u5173\u7cfb\uff0c\u6811\u7acb\u4f11\u621a\u76f8\u5173\u3001\u5b89\u5371\u4e0e\u5171\u7684\u5171\u540c\u4f53\u610f\u8bc6\uff0c\u8ba9\u548c\u5e73\u7684\u9633\u5149\u7167\u4eae\u4e16\u754c\u3002<\/span><\/p>\n

History tells us that peace, which is\u2002the common cause of\u2002humanity, should\u2002be pursued\u2002and\u2002defended\u2002by all. Only when we all cherish and uphold peace and\u2002never forget\u2002the painful lessons of war can there be hope of peace. Facing a volatile and unstable world, we should stay true to the pledge of the UN Charter and fulfill the mission of maintaining peace.\u2002Not long ago, I put\u2002forward the Global Security Initiative, calling on all countries to stay committed to the vision of common, comprehensive, cooperative and sustainable security; stay committed to respecting the sovereignty and territorial integrity of all countries; stay committed to abiding by the purposes and principles of the UN Charter; stay committed to taking the legitimate security concerns of all countries seriously; stay committed to peacefully resolving differences and disputes between countries through dialogue and consultation; and stay committed to maintaining security in both traditional and non-traditional domains. We in the international community should\u2002reject zero-sum games\u2002and jointly oppose hegemonism and power politics. We should\u2002build a new type of international relations based on\u2002mutual respect, fairness, justice and win-win cooperation. We should be clear that we are a community in which all countries share a common stake,\u2002and we should see that the light of peace will reach all corners of the world.<\/span><\/p>\n

\u7b2c\u4e8c\uff0c\u6211\u4eec\u8981\u5b88\u671b\u76f8\u52a9\uff0c\u5171\u540c\u4fc3\u8fdb\u5168\u7403\u53ef\u6301\u7eed\u53d1\u5c55\u3002\u53d1\u5c55\u662f\u7834\u89e3\u5404\u79cd\u96be\u9898\u3001\u5b9e\u73b0\u4eba\u6c11\u5e78\u798f\u7684\u5173\u952e\u3002\u5f53\u524d\uff0c\u5168\u7403\u53d1\u5c55\u8fdb\u7a0b\u906d\u53d7\u4e25\u91cd\u51b2\u51fb\uff0c\u56fd\u9645\u53d1\u5c55\u5408\u4f5c\u52a8\u80fd\u51cf\u5f31\uff0c\u5357\u5317\u53d1\u5c55\u5dee\u8ddd\u8fdb\u4e00\u6b65\u6269\u5927\uff0c\u8054\u5408\u56fd2030\u5e74\u53ef\u6301\u7eed\u53d1\u5c55\u8bae\u7a0b\u7684\u5168\u7403\u843d\u5b9e\u53d7\u5230\u91cd\u521b\u3002\u5168\u7403\u5c06\u8fd170\u4e2a\u56fd\u5bb6\u768412\u4ebf\u4eba\u53e3\u9762\u4e34\u75ab\u60c5\u3001\u7cae\u98df\u3001\u80fd\u6e90\u3001\u503a\u52a1\u5371\u673a\uff0c\u5168\u7403\u8fc7\u53bb\u6570\u5341\u5e74\u51cf\u8d2b\u6210\u679c\u53ef\u80fd\u4ed8\u8bf8\u4e1c\u6d41\u3002<\/span><\/p>\n

Second, we should reach out to each other\u2002and jointly promote sustainable global development.\u2002Development holds the key to solving various difficult problems and delivering better lives to\u2002the people. Today, the global development process\u2002has hit major roadblocks, the momentum\u2002of international development cooperation\u2002is being weakened, and development gap between the North\u2002and the South\u2002keeps widening. As a result, the global efforts to implement the UN\u2019s 2030 Agenda for Sustainable Development\u2002have suffered major\u2002setbacks. Almost\u20021.2 billion people in nearly\u200270 countries are confronted\u2002with COVID-19, food, energy and debt crises. What has been achieved in decades of global\u2002poverty reduction\u2002efforts could be lost.<\/span><\/p>\n

\u53bb\u5e74\uff0c\u6211\u63d0\u51fa\u4e86\u5168\u7403\u53d1\u5c55\u5021\u8bae\uff0c\u547c\u5401\u56f4\u7ed5\u843d\u5b9e\u8054\u5408\u56fd2030\u5e74\u53ef\u6301\u7eed\u53d1\u5c55\u8bae\u7a0b\uff0c\u63a8\u52a8\u6784\u5efa\u56e2\u7ed3\u3001\u5e73\u7b49\u3001\u5747\u8861\u3001\u666e\u60e0\u7684\u5168\u7403\u53d1\u5c55\u4f19\u4f34\u5173\u7cfb\uff0c\u5168\u9762\u63a8\u8fdb\u51cf\u8d2b\u3001\u536b\u751f\u3001\u6559\u80b2\u3001\u6570\u5b57\u4e92\u8054\u4e92\u901a\u3001\u5de5\u4e1a\u5316\u7b49\u9886\u57df\u5408\u4f5c\u3002\u8981\u52a0\u5f3a\u7cae\u98df\u3001\u80fd\u6e90\u5408\u4f5c\uff0c\u63d0\u9ad8\u7cae\u98df\u548c\u80fd\u6e90\u5b89\u5168\u4fdd\u969c\u6c34\u5e73\u3002\u8981\u6293\u4f4f\u65b0\u4e00\u8f6e\u79d1\u6280\u9769\u547d\u548c\u4ea7\u4e1a\u53d8\u9769\u7684\u673a\u9047\uff0c\u4fc3\u8fdb\u521b\u65b0\u8981\u7d20\u5168\u7403\u6d41\u52a8\uff0c\u5e2e\u52a9\u53d1\u5c55\u4e2d\u56fd\u5bb6\u52a0\u5feb\u6570\u5b57\u7ecf\u6d4e\u53d1\u5c55\u548c\u7eff\u8272\u8f6c\u578b\u3002\u8981\u79ef\u6781\u5f00\u5c55\u6297\u75ab\u5408\u4f5c\uff0c\u5411\u53d1\u5c55\u4e2d\u56fd\u5bb6\u63d0\u4f9b\u66f4\u591a\u6297\u75ab\u836f\u7269\uff0c\u4e89\u53d6\u65e9\u65e5\u6218\u80dc\u75ab\u60c5\u3002<\/span><\/p>\n

Last year, I put forward\u2002the Global Development Initiative, and I called\u2002on\u2002all countries to implement the 2030 Agenda for Sustainable Development, forge united, equal, balanced and inclusive global development partnership, and promote cooperation in a wide range of areas such as poverty reduction, public health, education, digital connectivity and industrialization. We should\u2002deepen cooperation to better safeguard food and energy security. We should\u2002seize opportunities\u2002presented by the\u2002new scientific and technological revolution and industrial transformation,\u2002and\u2002promote the flow of factors of production that enable innovation globally.\u2002We should help developing countries speed up development of the digital economy and green transformation. We should also engage in\u2002cooperation\u2002on COVID-19\u2002response\u2002and provide more anti-COVID\u2002medicines to developing countries so as to\u2002beat the virus\u2002at an early date.<\/span><\/p>\n

\u518d\u8fc7\u4e24\u5929\uff0c\u4e2d\u65b9\u5c06\u4e3b\u529e\u201c\u5168\u7403\u53d1\u5c55\u9ad8\u5c42\u5bf9\u8bdd\u4f1a\u201d\uff0c\u5171\u5546\u5168\u7403\u53d1\u5c55\u5927\u8ba1\u3002\u6211\u4eec\u8981\u575a\u6301\u4ee5\u4eba\u6c11\u4e4b\u5fc3\u4e3a\u5fc3\u3001\u4ee5\u5929\u4e0b\u4e4b\u5229\u4e3a\u5229\uff0c\u63a8\u52a8\u5168\u7403\u53d1\u5c55\u8fc8\u5411\u65b0\u65f6\u4ee3\uff0c\u9020\u798f\u5404\u56fd\u4eba\u6c11\u3002<\/span><\/p>\n

In two days, China will host the High-level\u2002Dialogue on Global Development to discuss ways to promote global development. We should respond to people\u2019s concerns, pursue the larger interests of all countries, and steer global development to\u2002a new era\u2002to deliver benefit to\u2002all.<\/span><\/p>\n

\u7b2c\u4e09\uff0c\u6211\u4eec\u8981\u540c\u821f\u5171\u6d4e\uff0c\u5171\u540c\u5b9e\u73b0\u5408\u4f5c\u5171\u8d62\u3002\u5f53\u524d\uff0c\u4e00\u4e9b\u91cd\u8981\u4ea7\u4e1a\u94fe\u4f9b\u5e94\u94fe\u906d\u5230\u4eba\u4e3a\u5e72\u6270\uff0c\u5927\u5b97\u5546\u54c1\u4ef7\u683c\u9ad8\u4f4d\u6ce2\u52a8\uff0c\u5168\u7403\u901a\u8d27\u81a8\u80c0\u5c45\u9ad8\u4e0d\u4e0b\uff0c\u56fd\u9645\u91d1\u878d\u5e02\u573a\u6301\u7eed\u52a8\u8361\uff0c\u4e16\u754c\u7ecf\u6d4e\u590d\u82cf\u52bf\u5934\u4e0d\u65ad\u8d70\u5f31\u3002\u5927\u5bb6\u90fd\u5728\u62c5\u5fc3\uff0c\u4e16\u754c\u7ecf\u6d4e\u4f1a\u4e0d\u4f1a\u9677\u5165\u5371\u673a\u7684\u6ce5\u6f6d\u3002<\/span><\/p>\n

Third, we should tide over difficulties together and jointly pursue win-win cooperation.\u2002At present, some important industrial and supply chains are suffering from deliberate\u2002disruptions, commodity prices remain high and are fluctuating, global inflation keeps rising, the international financial market is\u2002in\u2002turmoil, and global\u2002economic recovery is losing steam. People have reason to be concerned\u2002that the world economy might slip into a crisis.<\/span><\/p>\n

Major developed countries should\u2002adopt responsible economic policies and avoid negative policy spillovers that may take a heavy toll on developing countries. It has been proved time and again that sanctions are a boomerang and\u2002a\u2002double-edged sword. To politicize the global economy and turn it into one\u2019s tool or weapon,\u2002and willfully impose\u2002sanctions\u2002by using one\u2019s primary\u2002position in the international financial and monetary systems will only end up\u2002hurting\u2002one\u2019s own interests as well as those\u2002of others, and\u2002inflict\u2002suffering on everyone. <\/span><\/p>\n

Economic globalization is a response to\u2002development of\u2002productivity\u2002and, as such,\u2002represents an unstoppable historical trend. Anyone who attempts to turn back the wheel of history and block others\u2019 way will\u2002only\u2002have his own path blocked.<\/span><\/p>\n
