It is a great pleasure to be\u2002invited to attend and speak at the opening ceremony of the Session of the Council of Foreign Ministers (CFM) of the Organization of Islamic Cooperation (OIC). This is the first time for China\u2019s foreign minister to participate in the OIC-CFM meeting. It fully demonstrates the\u2002sincere desire of China and the Islamic world to strengthen exchange and cooperation,\u2002and will surely lift our relations to a new level.<\/p>\n
\u4e2d\u534e\u6587\u660e\u540c\u4f0a\u65af\u5170\u6587\u660e\u90fd\u662f\u4e16\u754c\u4e0a\u6709\u91cd\u8981\u5f71\u54cd\u7684\u53e4\u8001\u6587\u660e\u3002\u53cc\u65b9\u4ea4\u5f80\u5ef6\u7ef5\u5343\u5e74\uff0c\u5386\u7ecf\u56fd\u9645\u98ce\u4e91\u53d8\u5e7b\u7684\u8003\u9a8c\uff0c\u6709\u7740\u6df1\u539a\u7684\u5386\u53f2\u5e95\u8574\u548c\u575a\u5b9e\u7684\u6c11\u610f\u57fa\u7840\uff0c\u53cb\u597d\u662f\u53cc\u65b9\u5173\u7cfb\u7684\u4e3b\u6d41\uff0c\u5e73\u7b49\u662f\u5f7c\u6b64\u4e92\u52a8\u7684\u57fa\u7840\uff0c\u5171\u8d62\u662f\u76f8\u4e92\u5408\u4f5c\u7684\u76ee\u6807\u3002<\/p>\n
Both Chinese\u2002and Islamic civilizations\u2002are ancient\u2002civilizations with significant global influence. The exchanges\u2002between\u2002us date back centuries. Our\u2002exchanges have\u2002withstood\u2002the test of international vicissitudes,\u2002and enjoy\u2002a deep historical\u2002foundation\u2002and\u2002solid\u2002support from our peoples.\u2002Friendship has been\u2002the mainstream of our\u2002relations, equality the basis of our\u2002interaction, and mutual benefit\u2002the goal of our\u2002cooperation.<\/p>\n
\u957f\u671f\u4ee5\u6765\uff0c\u6211\u4eec\u59cb\u7ec8\u575a\u6301\u4e92\u5c0a\u4e92\u4fe1\uff0c\u652f\u6301\u5bf9\u65b9\u6838\u5fc3\u5173\u5207\u3002\u6211\u4eec\u4e0d\u4f1a\u5fd8\u8bb0\uff0c\u5f53\u5e74\u963f\u5c14\u53ca\u5229\u4e9a\u7b49\u56fd\u5171\u540c\u63d0\u4ea4\u8bae\u6848\uff0c\u8fd130\u4e2a\u4f0a\u65af\u5170\u56fd\u5bb6\u575a\u5b9a\u652f\u6301\uff0c\u628a\u4e2d\u56fd\u201c\u62ac\u201d\u8fdb\u8054\u5408\u56fd\u3002\u540c\u6837\uff0c\u5728\u4f0a\u65af\u5170\u4e16\u754c\u6700\u4e3a\u5173\u6ce8\u7684\u5df4\u52d2\u65af\u5766\u95ee\u9898\u4e0a\uff0c\u4e2d\u56fd\u7684\u652f\u6301\u4ece\u672a\u72b9\u8c6b\u3001\u4ece\u672a\u7f3a\u5e2d\u3002<\/p>\n
Over the years, we have always respected and trusted each other,\u2002and supported each other on issues\u2002involving our respective core concerns. China will never forget that when Algeria and other countries jointly tabled a resolution at the United Nations, nearly 30 Islamic countries firmly supported it, carrying China into the Organization. Likewise, on the Palestinian issue which is of top concern to the Islamic world, China\u2019s support has never been hesitant or absent.<\/p>\n
\u6211\u4eec\u59cb\u7ec8\u575a\u6301\u56e2\u7ed3\u4e92\u52a9\uff0c\u81f4\u529b\u5b9e\u73b0\u5171\u540c\u53d1\u5c55\u3002\u75ab\u60c5\u66b4\u53d1\u540e\uff0c\u4f0a\u65af\u5170\u56fd\u5bb6\u7b2c\u4e00\u65f6\u95f4\u7ed9\u4e88\u4e2d\u56fd\u5b9d\u8d35\u652f\u6301\uff0c\u4e2d\u56fd\u4e5f\u53ca\u65f6\u541150\u4e2a\u4f0a\u65af\u5170\u56fd\u5bb6\u63d0\u4f9b\u4e8613\u4ebf\u5242\u75ab\u82d7\u53ca\u5927\u91cf\u6297\u75ab\u7269\u8d44\u3002\u5171\u5efa\u201c\u4e00\u5e26\u4e00\u8def\u201d\u5df2\u6210\u4e3a\u53cc\u65b9\u8d70\u5411\u53d1\u5c55\u7e41\u8363\u7684\u6865\u6881\u548c\u7ebd\u5e26\uff0c\u4e2d\u56fd\u8fc4\u4eca\u5df2\u540c54\u4e2a\u4f0a\u65af\u5170\u56fd\u5bb6\u7b7e\u7f72\u5408\u4f5c\u6587\u4ef6\uff0c\u5f00\u5c55\u5927\u9879\u76ee\u8fd1600\u4e2a\uff0c\u6d89\u53ca\u91d1\u989d\u8fbe4000\u4ebf\u7f8e\u5143\uff0c\u7ed9\u53cc\u65b9\u4eba\u6c11\u5e26\u6765\u4e86\u5b9e\u5b9e\u5728\u5728\u7684\u5229\u76ca\u3002<\/p>\n
We have always stood in solidarity and mutual support,\u2002and shared a commitment to common development. Since the outbreak of COVID-19, Islamic countries have immediately rendered China valuable support, and China has promptly provided 1.3 billion doses of vaccines and a large quantity of supplies to 50 Islamic countries. Belt and Road cooperation has become a bridge and bond connecting our two sides for development and prosperity. To date, China has signed BRI cooperation documents with 54 Islamic countries and launched nearly 600 large-scale\u2002projects worth of US$400 billion. The cooperation has delivered real benefits to the people of China and Islamic countries.<\/p>\n
\u6211\u4eec\u59cb\u7ec8\u575a\u6301\u4e92\u5b66\u4e92\u9274\uff0c\u5b88\u62a4\u4e16\u754c\u591a\u6837\u6587\u660e\u3002\u4e2d\u534e\u6587\u660e\u548c\u4f0a\u65af\u5170\u6587\u660e\u5386\u53f2\u4e0a\u90fd\u5bf9\u4eba\u7c7b\u6587\u660e\u505a\u51fa\u4f1f\u5927\u8d21\u732e\uff0c\u8fd1\u4ee3\u4ee5\u6765\u53d7\u5230\u4e0d\u516c\u6b63\u5bf9\u5f85\uff0c\u73b0\u5728\u6b63\u643a\u624b\u8fc8\u4e0a\u53d1\u5c55\u590d\u5174\u4e4b\u8def\u3002\u6211\u4eec\u8981\u5927\u529b\u5021\u5bfc\u6587\u660e\u5e73\u7b49\u5bf9\u8bdd\u3001\u4ea4\u6d41\u4e92\u9274\uff0c\u4ece\u5f7c\u6b64\u60a0\u4e45\u6587\u660e\u4e2d\u6c72\u53d6\u667a\u6167\uff0c\u5171\u540c\u62b5\u5236\u6587\u660e\u6b67\u89c6\uff0c\u5171\u540c\u53cd\u5bf9\u6587\u660e\u51b2\u7a81\u3002<\/p>\n
We have always learned from each other and shared the commitment to safeguarding the diversity of civilizations of the world. Both Chinese and Islamic civilizations have made remarkable contributions to human civilization\u2002in history. Both have been treated unjustly in modern\u2002times. And today both are moving forward hand in hand on the journey toward development and rejuvenation. We should vigorously advocate equal-footed dialogue, exchange and mutual learning\u2002among civilizations, so as to draw wisdom from each other\u2019s time-honored civilization, resist \u201ccivilization profiling\u201d,\u2002and reject the notion of clash of civilizations.<\/p>\n
\u4e2d\u56fd\u548c\u4f0a\u65af\u5170\u4e16\u754c\u5df2\u7ecf\u627e\u5230\u4e86\u4e00\u6761\u4e0d\u540c\u6587\u660e\u53cb\u597d\u76f8\u5904\u3001\u5408\u4f5c\u5171\u8d62\u7684\u9053\u8def\uff0c\u6210\u4e3a\u8df5\u884c\u65b0\u578b\u56fd\u9645\u5173\u7cfb\u7684\u5178\u8303\uff0c\u5bf9\u4e0d\u540c\u56fd\u5bb6\u3001\u4e0d\u540c\u6587\u660e\u4e4b\u95f4\u5982\u4f55\u4ea4\u5f80\uff0c\u4e5f\u63d0\u4f9b\u4e86\u6709\u76ca\u7ecf\u9a8c\u3002<\/p>\n
China and the Islamic world have found a path of friendship and win-win cooperation among civilizations. This is a fine\u2002example of\u2002how to practice the new type of international relations. And it also provides useful experience on how\u2002different countries and civilizations can interact with each other.<\/p>\n
\u9762\u5bf9\u52a8\u8361\u53d8\u9769\u7684\u4e16\u754c\uff0c\u672c\u5c4a\u5916\u957f\u4f1a\u805a\u7126\u201c\u7ed3\u4f34\u5b9e\u73b0\u56e2\u7ed3\u3001\u516c\u6b63\u3001\u53d1\u5c55\u201d\u4e3b\u9898\uff0c\u53cd\u6620\u4e86\u4e16\u754c\u5927\u591a\u6570\u56fd\u5bb6\u7684\u5171\u540c\u5fc3\u58f0\u3002\u4e2d\u65b9\u613f\u4e0e\u4f0a\u65b9\u4e00\u9053\uff0c\u5021\u5bfc\u771f\u6b63\u7684\u591a\u8fb9\u4e3b\u4e49\uff0c\u634d\u536b\u8054\u5408\u56fd\u5baa\u7ae0\u7684\u5b97\u65e8\u539f\u5219\uff0c\u7ef4\u62a4\u4ee5\u8054\u5408\u56fd\u4e3a\u6838\u5fc3\u7684\u56fd\u9645\u4f53\u7cfb\uff0c\u5728\u8ffd\u6c42\u6c11\u65cf\u590d\u5174\u7684\u9053\u8def\u4e0a\uff0c\u98ce\u96e8\u540c\u821f\u3001\u643a\u624b\u524d\u884c\u3002\u4e2d\u65b9\u613f\u540c\u4f0a\u65af\u5170\u56fd\u5bb6\u5efa\u8bbe\u56db\u4e2a\u4f19\u4f34\u5173\u7cfb\u3002<\/p>\n
In this volatile and changing world, the theme of this Session \u2014 \u201cBuilding Partnerships for Unity, Justice and Development\u201d \u2014 answers the common call of the majority of countries in the world. China will work with Islamic countries to uphold true multilateralism, defend the purposes and principles of the UN Charter and safeguard the UN-centered international system. In the pursuit of national rejuvenation, China\u2002and Islamic countries\u2002will always stand with each other to overcome challenges and forge ahead together. China is ready to work with Islamic countries to build the following\u2002four partnerships.<\/p>\n
\u6211\u4eec\u8981\u505a\u56e2\u7ed3\u534f\u4f5c\u7684\u4f19\u4f34\u3002\u575a\u5b9a\u652f\u6301\u5f7c\u6b64\u634d\u536b\u56fd\u5bb6\u7684\u4e3b\u6743\u3001\u72ec\u7acb\u548c\u9886\u571f\u5b8c\u6574\uff0c\u575a\u5b9a\u652f\u6301\u5f7c\u6b64\u72ec\u7acb\u81ea\u4e3b\u5730\u63a2\u7d22\u7b26\u5408\u672c\u56fd\u56fd\u60c5\u7684\u53d1\u5c55\u9053\u8def\uff0c\u575a\u5b9a\u652f\u6301\u5f7c\u6b64\u7ef4\u62a4\u81ea\u8eab\u6b63\u5f53\u53d1\u5c55\u6743\u76ca\u548c\u5e7f\u5927\u53d1\u5c55\u4e2d\u56fd\u5bb6\u7684\u5171\u540c\u5229\u76ca\u3002<\/p>\n
We need to be partners upholding unity and coordination.\u2002Our\u2002two sides need to firmly support each other in defending national sovereignty, independence and territorial integrity, firmly support each other in independently exploring the development path befitting our respective\u2002national conditions, and firmly support each other in safeguarding legitimate development rights and interests and the common interests of the developing countries at large.<\/p>\n

We need to be partners advancing development and rejuvenation. We should stay united to defeat\u2002COVID-19. China will continue to provide 300 million doses of vaccine to Islamic countries\u2002to help them build\u2002a line of defence for health. We will foster greater synergy among our development strategies. We will pursue high quality Belt and Road cooperation and the Global Development Initiative (GDI) as \u201ctwin\u2002engines\u201d to enhance cooperation in traditional areas and foster new highlights, so as to facilitate the development and rejuvenation of China and Islamic countries, guide South-South cooperation,\u2002and give a strong impetus to realizing the 2030 Agenda for Sustainable Development.<\/p>\n
\u6211\u4eec\u8981\u505a\u5b89\u5168\u7a33\u5b9a\u7684\u4f19\u4f34\u3002\u4e2d\u65b9\u5c06\u7ee7\u7eed\u652f\u6301\u4f0a\u65af\u5170\u56fd\u5bb6\u8fd0\u7528\u4f0a\u65af\u5170\u667a\u6167\u89e3\u51b3\u5f53\u4ee3\u70ed\u70b9\u95ee\u9898\uff0c\u628a\u7ef4\u7a33\u4fc3\u548c\u7684\u94a5\u5319\u7262\u7262\u638c\u63e1\u5728\u81ea\u5df1\u624b\u91cc\u3002<\/p>\n
We need to be partners promoting security and stability. China will continue to support the efforts by Islamic countries to use Islamic wisdom to solve current hotspot issues and to hold the key to peace and stability firmly in their own hands.<\/p>\n
\u4e2d\u65b9\u5c06\u7ee7\u7eed\u575a\u5b9a\u7ad9\u5728\u5df4\u52d2\u65af\u5766\u4eba\u6c11\u4e00\u8fb9\uff0c\u652f\u6301\u5728\u201c\u4e24\u56fd\u65b9\u6848\u201d\u57fa\u7840\u4e0a\uff0c\u63a8\u52a8\u65e9\u65e5\u53ec\u5f00\u66f4\u5177\u6743\u5a01\u6027\u548c\u4ee3\u8868\u6027\u7684\u56fd\u9645\u548c\u4f1a\uff0c\u4fc3\u8fdb\u5df4\u52d2\u65af\u5766\u95ee\u9898\u7684\u5168\u9762\u516c\u6b63\u89e3\u51b3\u3002<\/p>\n
China will continue to stand firmly with the Palestinian people. China\u2002supports\u2002an early,\u2002more authoritative and representative international peace conference on the basis of the two-state solution\u2002so as to promote a comprehensive and just settlement of the Palestinian issue.<\/p>\n
\u4e2d\u65b9\u5c06\u5c0a\u91cd\u963f\u5bcc\u6c57\u4eba\u6c11\u4f5c\u51fa\u7684\u9009\u62e9\uff0c\u652f\u6301\u963f\u5bcc\u6c57\u5b9e\u73b0\u5305\u5bb9\u5efa\u653f\u3001\u7a33\u5065\u6cbb\u7406\uff0c\u5f00\u542f\u548c\u5e73\u91cd\u5efa\u65b0\u7bc7\u7ae0\u3002<\/p>\n
China\u2002respects\u2002the choice of\u2002the Afghan people,\u2002and supports\u2002Afghanistan\u2019s efforts to usher in an inclusive political structure\u2002and moderate governance and open\u2002a new chapter of peace and reconstruction.<\/p>\n
\u5728\u514b\u4ec0\u7c73\u5c14\u95ee\u9898\u4e0a\uff0c\u6211\u4eec\u4eca\u5929\u518d\u6b21\u542c\u5230\u4e86\u5f88\u591a\u4f0a\u65af\u5170\u670b\u53cb\u7684\u547c\u58f0\uff0c\u5bf9\u6b64\u4e2d\u65b9\u62b1\u6709\u540c\u6837\u7684\u613f\u671b\u3002<\/p>\n
On Kashmir, we have heard again today the calls\u2002of many of our Islamic friends. And China shares the same hope.<\/p>\n

China supports Russia and Ukraine in continuing their\u2002peace talks,\u2002and hopes that the talks will lead to ceasefire, end the fighting, and\u2002bring about peace. Humanitarian disasters\u2002should be avoided, and\u2002spillover of the Ukrainian crisis should be prevented so as not to affect\u2002and harm\u2002the legitimate rights and interests of other regions and countries.<\/p>\n

We need to be partners enhancing mutual learning among civilizations. The two sides need to advocate peace, development, equity, justice, democracy and freedom, which are the common values of humanity, and reject the practice of stoking division and confrontation by drawing ideological lines. We need to advocate mutual learning among civilizations, reject notions such as superiority of certain civilizations and clash of civilizations, and oppose attempts to distort or vilify non-Western civilizations. We need to deepen cooperation on preventive counter-terrorism and de-radicalization\u2002efforts, resist double standards on fighting terrorism, and oppose associating terrorism with any particular ethnic group or religion.<\/p>\n
\u5386\u53f2\u5df2\u7ecf\u8bc1\u660e\u5e76\u5c06\u7ee7\u7eed\u8bc1\u660e\uff0c\u4e2d\u56fd\u662f\u4f0a\u65af\u5170\u4e16\u754c\u7684\u771f\u8bda\u670b\u53cb\u548c\u5408\u4f5c\u4f19\u4f34\u3002\u6211\u4eec\u613f\u4e0e\u4f0a\u65af\u5170\u56fd\u5bb6\u4e00\u9053\uff0c\u5171\u540c\u4fc3\u8fdb\u4e16\u754c\u683c\u5c40\u591a\u6781\u5316\u3001\u56fd\u9645\u5173\u7cfb\u6c11\u4e3b\u5316\u548c\u4eba\u7c7b\u6587\u660e\u591a\u6837\u5316\uff0c\u4e3a\u6784\u5efa\u4eba\u7c7b\u547d\u8fd0\u5171\u540c\u4f53\u800c\u4e0d\u61c8\u52aa\u529b\uff01<\/p>\n
