On the occasion of celebrating the centenary of the Communist Party of China (CPC), embarking on a new journey toward building a modern socialist country in all respects and marching toward the second centenary goal, we are marking the 70th anniversary of the peaceful liberation of Tibet. The CPC Central Committee, the Standing Committee of the National People\u2019s Congress (NPC), the State Council, the National Committee of the Chinese People\u2019s Political Consultative Conference (CPPCC) and the Central Military Commission send warm congratulations and cordial greetings to officials and people of all ethnic groups and personages from all walks of life, to officers and soldiers of the Chinese People\u2019s Liberation Army (PLA), the Chinese People\u2019s Armed Police Forces (PAPF), police officers and firefighters in Tibet, and to all the comrades and friends who have participated in, assisted in, cared about and supported Tibet\u2019s development and progress!<\/span><\/p>\n

70\u5e74\u524d\u897f\u85cf\u548c\u5e73\u89e3\u653e\uff0c\u662f\u897f\u85cf\u5386\u53f2\u4e0a\u5177\u6709\u5212\u65f6\u4ee3\u610f\u4e49\u7684\u8f6c\u6298\u70b9\uff0c\u4e0d\u4ec5\u5f7b\u5e95\u9a71\u9010\u4e86\u5e1d\u56fd\u4e3b\u4e49\u52bf\u529b\uff0c\u6c89\u91cd\u6253\u51fb\u4e86\u5404\u79cd\u5206\u88c2\u52bf\u529b\uff0c\u6709\u529b\u63a8\u8fdb\u4e86\u4e2d\u56fd\u4eba\u6c11\u89e3\u653e\u4e8b\u4e1a\uff0c\u575a\u51b3\u634d\u536b\u4e86\u56fd\u5bb6\u4e3b\u6743\u548c\u9886\u571f\u5b8c\u6574\uff0c\u7ef4\u62a4\u4e86\u56fd\u5bb6\u7edf\u4e00\u548c\u6c11\u65cf\u56e2\u7ed3\uff0c\u800c\u4e14\u5f00\u8f9f\u4e86\u767e\u4e07\u519c\u5974\u7ffb\u8eab\u89e3\u653e\u7684\u9053\u8def\uff0c\u5f00\u542f\u4e86\u897f\u85cf\u7e41\u8363\u8fdb\u6b65\u7684\u5149\u660e\u524d\u7a0b\u3002\u4ece\u6b64\uff0c\u897f\u85cf\u4eba\u6c11\u5728\u4e2d\u56fd\u5171\u4ea7\u515a\u9886\u5bfc\u4e0b\uff0c\u5728\u793e\u4f1a\u4e3b\u4e49\u7956\u56fd\u5927\u5bb6\u5ead\u91cc\uff0c\u8d70\u4e0a\u4e86\u56e2\u7ed3\u8fdb\u6b65\u53d1\u5c55\u7684\u5eb7\u5e84\u5927\u9053\u3002<\/span><\/p>\n

The peaceful liberation of Tibet seven decades ago marked a turning point of epoch-making significance in the history of Tibet. We completely expelled the imperialist forces, dealt a heavy blow to all forms of separatist forces, gave a strong boost to the Chinese people\u2019s liberation cause, firmly upheld national sovereignty and territorial integrity, and safeguarded national unification and ethnic unity. We opened the path for one million serfs to stand up and become their own masters, and ushered in a bright prospect of prosperity and progress for Tibet. Since then, under the CPC\u2019s leadership and in the big family of the socialist motherland, the people in Tibet have embarked on a path toward unity, progress and development.<\/span>
\n70\u5e74\u6765\uff0c\u897f\u85cf\u63a8\u7ffb\u4e86\u65e7\u5236\u5ea6\u3001\u5efa\u7acb\u4e86\u65b0\u653f\u6743\uff0c\u5b9e\u884c\u6c11\u65cf\u533a\u57df\u81ea\u6cbb\u5236\u5ea6\uff0c\u515a\u7684\u6c11\u65cf\u653f\u7b56\u548c\u5b97\u6559\u653f\u7b56\u5168\u9762\u8d2f\u5f7b\uff0c\u793e\u4f1a\u4e3b\u4e49\u5efa\u8bbe\u548c\u6539\u9769\u5f00\u653e\u6df1\u5165\u63a8\u8fdb\uff0c\u793e\u4f1a\u5236\u5ea6\u5b9e\u73b0\u5386\u53f2\u6027\u8de8\u8d8a\uff0c\u7ecf\u6d4e\u793e\u4f1a\u5b9e\u73b0\u5168\u9762\u53d1\u5c55\uff0c\u4eba\u6c11\u751f\u6d3b\u6781\u5927\u6539\u5584\uff0c\u57ce\u4e61\u9762\u8c8c\u4eca\u975e\u6614\u6bd4\uff0c\u5b9e\u73b0\u4e86\u4ece\u9ed1\u6697\u8d70\u5411\u5149\u660e\u3001\u4ece\u843d\u540e\u8d70\u5411\u8fdb\u6b65\u3001\u4ece\u8d2b\u7a77\u8d70\u5411\u5bcc\u88d5\u3001\u4ece\u4e13\u5236\u8d70\u5411\u6c11\u4e3b\u3001\u4ece\u5c01\u95ed\u8d70\u5411\u5f00\u653e\u7684\u5386\u53f2\u6027\u8f6c\u53d8\u3002\u897f\u85cf\u53d1\u5c55\u8fdb\u6b65\u53d6\u5f97\u5de8\u5927\u6210\u5c31\uff0c\u4e66\u5199\u4e86\u4e2d\u56fd\u5171\u4ea7\u515a\u767e\u5e74\u5149\u8f89\u5386\u7a0b\u548c\u4f1f\u5927\u6210\u5c31\u7684\u751f\u52a8\u7bc7\u7ae0\uff01<\/span><\/p>\n

Over the past 70 years, Tibet has overthrown the old system and established a new government. It has practised the system of regional ethnic autonomy and faithfully implemented the ethnic and religious policies of the CPC. Its socialist development drive, reform and opening-up have made great strides. Tibet has achieved a leap forward in its social system. It has witnessed all-round economic and social development, remarkable improvement in people\u2019s lives and sea change in its urban and rural areas. It has realized the historic transformation from darkness to brightness, from backwardness to progress, from poverty to prosperity, from autocracy to democracy, and from closeness to openness. The immense achievement in Tibet\u2019s development and progress is a vivid chapter in the CPC\u2019s glorious journey and great success of the past 100 years! <\/span><\/p>\n

\u515a\u7684\u5341\u516b\u5927\u4ee5\u6765\uff0c\u5728\u4ee5\u4e60\u8fd1\u5e73\u540c\u5fd7\u4e3a\u6838\u5fc3\u7684\u515a\u4e2d\u592e\u575a\u5f3a\u9886\u5bfc\u4e0b\uff0c\u5728\u5168\u56fd\u4eba\u6c11\u5927\u529b\u652f\u6301\u4e0b\uff0c\u897f\u85cf\u5404\u65cf\u4eba\u6c11\u56e2\u7ed3\u594b\u6597\u3001\u987d\u5f3a\u62fc\u640f\uff0c\u89e3\u51b3\u4e86\u8bb8\u591a\u957f\u671f\u60f3\u89e3\u51b3\u800c\u6ca1\u6709\u89e3\u51b3\u7684\u96be\u9898\uff0c\u529e\u6210\u4e86\u8bb8\u591a\u8fc7\u53bb\u60f3\u529e\u800c\u6ca1\u6709\u529e\u6210\u7684\u5927\u4e8b\uff0c\u8131\u8d2b\u653b\u575a\u5168\u9762\u80dc\u5229\uff0c\u5f7b\u5e95\u6d88\u9664\u7edd\u5bf9\u8d2b\u56f0\uff0c\u540c\u5168\u56fd\u4eba\u6c11\u4e00\u9053\u6b65\u5165\u4e86\u5168\u9762\u5c0f\u5eb7\u793e\u4f1a\uff0c\u5404\u9879\u4e8b\u4e1a\u53d6\u5f97\u5168\u65b9\u4f4d\u8fdb\u6b65\u3001\u5386\u53f2\u6027\u6210\u5c31\u3002\u5f53\u524d\u897f\u85cf\u793e\u4f1a\u5927\u5c40\u548c\u8c10\u7a33\u5b9a\uff0c\u53d1\u5c55\u8d28\u91cf\u4e0d\u65ad\u63d0\u5347\uff0c\u4eba\u6c11\u751f\u6d3b\u6c34\u5e73\u5168\u9762\u63d0\u9ad8\uff0c\u751f\u6001\u5b89\u5168\u5c4f\u969c\u65e5\u76ca\u575a\u5b9e\uff0c\u6c11\u65cf\u548c\u7766\u5b97\u6559\u548c\u987a\uff0c\u8fb9\u7586\u5de9\u56fa\u8fb9\u5883\u5b89\u5168\uff0c\u515a\u7684\u5efa\u8bbe\u5168\u9762\u52a0\u5f3a\uff0c\u793e\u4f1a\u4e3b\u4e49\u65b0\u897f\u85cf\u5448\u73b0\u52c3\u52c3\u751f\u673a\u3002<\/span><\/p>\n

Since the 18th CPC National Congress, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, with robust support from the rest of the country and with unity and hard work, people of all ethnic groups in Tibet have solved many tough problems that were long on the agenda but never solved, and accomplished many things that were wanted but never got done. They have attained a complete victory in the fight against poverty, eradicated absolute poverty and entered with the rest of the nation a society of moderate prosperity with all-round progress and historic achievements in all areas. Tibet now enjoys a harmonious and stable society, ever better development, rising living standards, increasingly solid ecological shields, harmonious relations between different ethnic groups and religions, stability and security in border areas, and strengthened Party building across the board. A socialist new Tibet is brimming with strong vitality. <\/span><\/p>\n

70\u5e74\u6765\uff0c\u897f\u85cf\u7ffb\u5929\u8986\u5730\u7684\u5de8\u5927\u53d8\u5316\u5145\u5206\u8bc1\u660e\uff1a\u6ca1\u6709\u4e2d\u56fd\u5171\u4ea7\u515a\u5c31\u6ca1\u6709\u65b0\u4e2d\u56fd\uff0c\u4e5f\u5c31\u6ca1\u6709\u65b0\u897f\u85cf\uff0c\u515a\u4e2d\u592e\u5173\u4e8e\u897f\u85cf\u5de5\u4f5c\u7684\u65b9\u9488\u653f\u7b56\u662f\u5b8c\u5168\u6b63\u786e\u7684\u3002\u53ea\u6709\u575a\u6301\u4e2d\u56fd\u5171\u4ea7\u515a\u9886\u5bfc\uff0c\u575a\u6301\u4e2d\u56fd\u7279\u8272\u793e\u4f1a\u4e3b\u4e49\u5236\u5ea6\uff0c\u575a\u6301\u6c11\u65cf\u533a\u57df\u81ea\u6cbb\u5236\u5ea6\uff0c\u575a\u6301\u65b0\u65f6\u4ee3\u515a\u7684\u6cbb\u85cf\u65b9\u7565\uff0c\u624d\u80fd\u5b9e\u73b0\u897f\u85cf\u7e41\u8363\u8fdb\u6b65\uff0c\u624d\u80fd\u5f00\u521b\u897f\u85cf\u66f4\u52a0\u7f8e\u597d\u7684\u672a\u6765\uff01<\/span><\/p>\n

The seismic changes in Tibet over the past seven decades prove compellingly that without the CPC, there would not be new China and there would not be new Tibet, and that the CPC Central Committee\u2019s guidelines and policies about Tibet are completely correct. Only by upholding the leadership of the CPC, upholding the system of socialism with Chinese characteristics, upholding the system of regional ethnic autonomy and upholding the guidelines of the CPC for governing Tibet in the new era, can Tibet realize prosperity and progress, and embrace an even brighter future!<\/span><\/p>\n

General Secretary Xi Jinping\u2019s important speech at the rally marking the centenary of the CPC has pointed the way forward and provided fundamental guidance for the whole Party and the Chinese of all ethnic groups as we strive for the second centenary goal. On a recent inspection tour to Tibet, General Secretary Xi Jinping fully recognized Tibet\u2019s achievements in all respects and gave further instructions on achieving lasting stability and high-quality development in Tibet. Standing at a new historical starting point, CPC committees and governments at all levels in Tibet must unite and lead officials and people of all ethnic groups in the autonomous region in these endeavors: follow the strong leadership of the CPC Central Committee and the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, strengthen the consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core and keep in alignment, strengthen confidence in the path, theory, system and culture of socialism with Chinese characteristics, uphold General Secretary Xi Jinping\u2019s core position in both the CPC Central Committee and the CPC as a whole and uphold the authority and centralized, unified leadership of the CPC Central Committee, keep the country\u2019s top priorities firmly in mind, comprehensively implement the CPC\u2019s guidelines for governing Tibet in the new era, stick to a development philosophy that puts the people first and the general principle of pursuing progress while ensuring stability, ground every effort in the new development stage, fully, faithfully and completely implement the new development philosophy, serve and integrate into the new development paradigm, advance high-quality development, step up the fight against separatism, foster a strong sense of the Chinese nation as one community, further ensure the Chinese nature of Tibetan Buddhism, support and improve people\u2019s livelihoods, protect the ecology of the world\u2019s \u201cThird Pole\u201d, enhance development in border areas, strengthen the organizations and political power of the CPC, and work on the four priorities of stability, development, ecology and border management to ensure national security and lasting stability, continued improvement in the people\u2019s living standards, a sound ecological environment, and a more secure border. All these endeavors will become new, greater contributions to a new, modern socialist Tibet that is united, prosperous, culturally advanced, harmonious and beautiful and to the Chinese Dream of great national rejuvenation.<\/span><\/p>\n
