\n\u6b22\u8fce\u5927\u5bb6\u51fa\u5e2d\u4eca\u5929\u7684\u4e2d\u5916\u8bb0\u8005\u4f1a\u3002<\/span>
\nWelcome to today\u2019s press conference.<\/span>
\n\u4eca\u5e74\u662f\u4e2d\u82f1\u5173\u7cfb\u5f00\u542f\u201c\u9ec4\u91d1\u65f6\u4ee3\u201d5\u5468\u5e74\u3002\u5e74\u521d\u4ee5\u6765\uff0c\u4e60\u8fd1\u5e73\u4e3b\u5e2d\u4e0e\u7ea6\u7ff0\u900a\u9996\u76f8\u4e24\u6b21\u901a\u7535\u8bdd\uff0c\u5c31\u63a8\u8fdb\u4e2d\u82f1\u5173\u7cfb\u53ca\u4e24\u56fd\u5171\u540c\u6297\u75ab\u8fbe\u6210\u91cd\u8981\u5171\u8bc6\u3002\u4e24\u56fd\u653f\u5e9c\u5404\u90e8\u95e8\u8ba4\u771f\u843d\u5b9e\u8fd9\u4e00\u91cd\u8981\u5171\u8bc6\uff0c\u79ef\u6781\u5f00\u5c55\u591a\u9886\u57df\u5408\u4f5c\u3002\u4e2d\u82f1\u53cc\u65b9\u672c\u5e94\u73cd\u60dc\u8fd9\u4e00\u826f\u597d\u52bf\u5934\uff0c\u63a8\u52a8\u4e24\u56fd\u5173\u7cfb\u5411\u524d\u53d1\u5c55\uff0c\u4f46\u4ee4\u4eba\u9057\u61be\u548c\u75db\u5fc3\u7684\u662f\uff0c\u8fd1\u6765\uff0c\u4e2d\u82f1\u5173\u7cfb\u906d\u9047\u4e00\u7cfb\u5217\u56f0\u96be\uff0c\u9762\u4e34\u4e25\u5cfb\u5f62\u52bf\u3002<\/span>
\nThis year marks the fifth anniversary of the China-UK \u201cGolden Era\u201d. Since early this year, President Xi Jinping and Prime Minister Boris Johnson have had two telephone conversations, during which they reached important agreements on advancing China-UK relations and enhancing joint response to Covid-19. The departments of the two governments have been working hard to implement these agreements and carry out cooperation in various areas.<\/span>
\nThis was a positive momentum in China-UK relationship that should be cherished so that further progress could be achieved. To our regret however, this relationship has recently run into a series of difficulties and faced a grave situation.<\/span>
\n\u4eba\u4eec\u5728\u95ee\uff1b\u4e2d\u82f1\u5173\u7cfb\u600e\u4e48\u4e86\uff1f\u82f1\u56fd\u5a92\u4f53\u4e5f\u5728\u95ee\uff0c\u4e2d\u82f1\u5173\u7cfb\u51fa\u73b0\u95ee\u9898\u539f\u56e0\u4f55\u5728\uff1f\u662f\u4e2d\u56fd\u53d8\u4e86\uff1f\u8fd8\u662f\u82f1\u56fd\u53d8\u4e86\uff1f\u4eca\u5929\u6211\u5c31\u6765\u56de\u7b54\u8fd9\u4e2a\u95ee\u9898\uff1a\u4e2d\u56fd\u6ca1\u6709\u53d8\uff0c\u53d8\u7684\u662f\u82f1\u56fd\u3002\u4e2d\u82f1\u5173\u7cfb\u906d\u9047\u56f0\u96be\uff0c\u8d23\u4efb\u5b8c\u5168\u5728\u82f1\u65b9\u3002<\/span>
\nPeople are asking: What is happening to China-UK relationship? The British media are also asking: What has caused the current difficulties in China-UK relationship? Has China changed or has the UK changed?<\/span>
\nToday, I am going to give you my answer to these questions. My answer is loud and clear: China has not changed. It is the UK that has changed. The UK side should take full responsibility for the current difficulties in China-UK relationship.<\/span>
\n\u9996\u5148\uff0c\u4e2d\u65b9\u575a\u5b9a\u5949\u884c\u56fd\u9645\u5173\u7cfb\u57fa\u672c\u51c6\u5219\u6ca1\u6709\u53d8\u3002\u4e92\u76f8\u5c0a\u91cd\u4e3b\u6743\u548c\u9886\u571f\u5b8c\u6574\u3001\u4e92\u4e0d\u5e72\u6d89\u5185\u653f\u548c\u5e73\u7b49\u4e92\u5229\uff0c\u662f\u300a\u8054\u5408\u56fd\u5baa\u7ae0\u300b\u786e\u7acb\u7684\u56fd\u5bb6\u95f4\u5173\u7cfb\u7684\u57fa\u672c\u539f\u5219\uff0c\u662f\u56fd\u9645\u6cd5\u4e0e\u56fd\u9645\u5173\u7cfb\u7684\u57fa\u672c\u51c6\u5219\uff0c\u4e5f\u662f\u4e2d\u82f1\u5173\u7cfb\u7684\u57fa\u672c\u539f\u5219\uff0c\u88ab\u5199\u5165\u4e24\u56fd\u5efa\u7acb\u5927\u4f7f\u7ea7\u5916\u4ea4\u5173\u7cfb\u7684\u8054\u5408\u516c\u62a5\u3002\u4e2d\u56fd\u4ece\u4e0d\u5e72\u6d89\u522b\u56fd\u7684\u5185\u653f\uff0c\u5305\u62ec\u82f1\u56fd\u7684\u5185\u653f\uff0c\u4e5f\u51b3\u4e0d\u5141\u8bb8\u522b\u56fd\u5e72\u6d89\u4e2d\u56fd\u7684\u5185\u653f\u3002\u4f46\u662f\uff0c\u8fd1\u671f\u82f1\u65b9\u5374\u4e00\u518d\u8fdd\u53cd\u8fd9\u4e9b\u91cd\u8981\u539f\u5219\uff1a\u5728\u6d89\u6e2f\u95ee\u9898\u4e0a\u65e0\u7aef\u6307\u8d23\u9999\u6e2f\u56fd\u5b89\u6cd5\uff0c\u6539\u53d8\u82f1\u56fd\u56fd\u6c11\uff08\u6d77\u5916\uff09\uff08BNO\uff09\u653f\u7b56\uff0c\u6682\u505c\u4e0e\u9999\u6e2f\u5f15\u6e21\u534f\u5b9a\uff0c\u7c97\u66b4\u5e72\u6d89\u9999\u6e2f\u4e8b\u52a1\u548c\u4e2d\u56fd\u5185\u653f\uff0c\u4e25\u91cd\u5e72\u6270\u9999\u6e2f\u7a33\u5b9a\u4e0e\u7e41\u8363\uff1b\u5728\u6d89\u7586\u95ee\u9898\u4e0a\u7f54\u987e\u4e8b\u5b9e\u3001\u98a0\u5012\u9ed1\u767d\uff0c\u5728\u53cc\u8fb9\u548c\u591a\u8fb9\u6e20\u9053\u5bf9\u4e2d\u56fd\u6cbb\u7586\u653f\u7b56\u5927\u8086\u62b9\u9ed1\u653b\u51fb\uff0c\u501f\u6240\u8c13\u65b0\u7586\u4eba\u6743\u95ee\u9898\u5e72\u6d89\u4e2d\u56fd\u5185\u653f\uff0c\u4e25\u91cd\u6bd2\u5316\u4e2d\u82f1\u5173\u7cfb\u6c1b\u56f4\u3002<\/span>
\nFirst, China\u2019s determination to follow the basic norms governing international relations has not changed.<\/span>
\nThese basic norms include:<\/span>
\nmutual respect for each other\u2019s sovereignty and territorial integrity,<\/span>
\nnon-interference in each other\u2019s internal affairs,<\/span>
\nequality,<\/span>
\nand mutual benefit.<\/span>
\nThese are the fundamental principles that are enshrined in the UN Charter. They are the basic norms of the international law and state-to-state relations. They are also the basic guidelines that have been written into the Joint Communiqu\u00e9 of China and the UK on exchange of ambassadors and hence form the bedrock for China-UK relationship.<\/span>
\nChina has never interfered in the internal affairs of other countries, including the UK, and we ask the same from other countries.<\/span>
\nRecently, however, the above-mentioned important principles have been violated time and again.<\/span>
\nOn Hong Kong:<\/span>
\nThere has been blatant interference from the UK in Hong Kong affairs, which are internal affairs of China, including<\/span>
\ngroundless accusations against the National Security Law for Hong Kong SAR,<\/span>
\nchange to the policy involving BNO passport holders,<\/span>
\nand suspension of the extradition treaty with Hong Kong.<\/span>
\nThese moves have severely disrupted the stability and prosperity in Hong Kong.<\/span>
\nOn Xinjiang:<\/span>
\nThe UK disregarded the facts,<\/span>
\nconfused right and wrong,<\/span>
\nflung slanders recklessly at China\u2019s Xinjiang-related policies<\/span>
\nand interfered in China\u2019s internal affairs by raising the so-called \u201chuman rights issue\u201d in Xinjiang, bilaterally and multilaterally.<\/span>
\nThese actions have seriously poisoned atmosphere of China-UK relationship.<\/span>
\n\u7b2c\u4e8c\uff0c\u4e2d\u65b9\u575a\u6301\u8d70\u548c\u5e73\u53d1\u5c55\u9053\u8def\u6ca1\u6709\u53d8\u3002\u8d70\u548c\u5e73\u53d1\u5c55\u9053\u8def\uff0c\u662f\u4e2d\u56fd\u575a\u5b9a\u4e0d\u79fb\u7684\u6218\u7565\u9009\u62e9\u548c\u90d1\u91cd\u627f\u8bfa\u3002\u4e2d\u56fd\u6ca1\u6709\u4fb5\u7565\u6269\u5f20\u7684\u57fa\u56e0\uff0c\u6ca1\u6709\u4e5f\u4e0d\u4f1a\u8f93\u51fa\u81ea\u5df1\u7684\u6a21\u5f0f\u3002\u4e2d\u56fd\u53d1\u5c55\u662f\u4e3a\u4e86\u8ba9\u4eba\u6c11\u8fc7\u4e0a\u597d\u65e5\u5b50\uff0c\u800c\u4e0d\u662f\u8981\u5a01\u80c1\u8c01\u3001\u6311\u6218\u8c01\u3001\u53d6\u4ee3\u8c01\u3002\u5386\u53f2\u5df2\u7ecf\u5e76\u5c06\u7ee7\u7eed\u8bc1\u660e\uff0c\u4e2d\u56fd\u59cb\u7ec8\u662f\u4e16\u754c\u548c\u5e73\u7684\u5efa\u8bbe\u8005\u3001\u5168\u7403\u53d1\u5c55\u7684\u8d21\u732e\u8005\u3001\u56fd\u9645\u79e9\u5e8f\u7684\u7ef4\u62a4\u8005\uff0c\u4e2d\u56fd\u7684\u53d1\u5c55\u58ee\u5927\u53ea\u80fd\u4f7f\u4e16\u754c\u66f4\u548c\u5e73\u3001\u66f4\u7a33\u5b9a\u3001\u66f4\u7e41\u8363\u3002\u800c\u82f1\u56fd\u4e00\u4e9b\u653f\u5ba2\uff0c\u62b1\u5b88\u201c\u51b7\u6218\u601d\u7ef4\u201d\uff0c\u4e0e\u82f1\u5185\u5916\u53cd\u534e\u52bf\u529b\u9065\u76f8\u547c\u5e94\uff0c\u5927\u8086\u6e32\u67d3\u201c\u4e2d\u56fd\u5a01\u80c1\u201d\uff0c\u5c06\u4e2d\u56fd\u89c6\u4e3a\u201c\u654c\u5bf9\u56fd\u5bb6\u201d\uff0c\u626c\u8a00\u8981\u4e0e\u4e2d\u56fd\u5168\u9762\u201c\u8131\u94a9\u201d\uff0c\u751a\u81f3\u53eb\u56a3\u8981\u5bf9\u4e2d\u56fd\u53d1\u52a8\u201c\u65b0\u51b7\u6218\u201d\u3002<\/span>
\nSecond, China\u2019s commitment to the path of peaceful development has not changed.<\/span>
\nPursuing peaceful development is the unwavering strategic choice and solemn pledge of China. China has never invaded other countries or sought expansion. China has never and will not export its system or model. China seeks development because we want better life for our people. We do not want to threaten, challenge or replace anyone.<\/span>
\nHistory has proved and will continue to prove that China is always a defender of world peace, a contributor to global development and an upholder of international order. A stronger China will make the world a more peaceful, stable and prosperous place.<\/span>
\nHowever, some British politicians cling to the \u201cCold War\u201d mentality and echo the remarks of anti-China forces in and outside the UK. They<\/span>
\nplay up the so-called \u201cChina threat\u201d,<\/span>
\nsee China as a \u201chostile state\u201d,<\/span>
\nthreaten a \u201ccomplete decoupling\u201d from China,<\/span>
\nand even clamour for a \u201cnew Cold War\u201d against China.<\/span>
\n\u7b2c\u4e09\uff0c\u4e2d\u65b9\u8ba4\u771f\u5c65\u884c\u81ea\u8eab\u56fd\u9645\u4e49\u52a1\u6ca1\u6709\u53d8\u3002\u4eca\u5e74\u662f\u8054\u5408\u56fd\u6210\u7acb75\u5468\u5e74\uff0c\u4e2d\u56fd\u662f\u7b2c\u4e00\u4e2a\u7b7e\u7f72\u300a\u8054\u5408\u56fd\u5baa\u7ae0\u300b\u7684\u56fd\u5bb6\u3002\u4e2d\u56fd\u53c2\u52a0\u4e86100\u591a\u4e2a\u653f\u5e9c\u95f4\u56fd\u9645\u7ec4\u7ec7\uff0c\u7b7e\u7f72\u4e86500\u591a\u4e2a\u591a\u8fb9\u6761\u7ea6\u3002\u4e2d\u56fd\u59cb\u7ec8\u8ba4\u771f\u5c65\u884c\u81ea\u8eab\u627f\u62c5\u7684\u56fd\u9645\u8d23\u4efb\u548c\u4e49\u52a1\uff0c\u4ece\u672a\u201c\u9000\u7fa4\u201d\u3001\u201c\u6bc1\u7ea6\u201d\uff0c\u4ece\u4e0d\u8c0b\u6c42\u672c\u56fd\u5229\u76ca\u4f18\u5148\u3002\u82f1\u65b9\u5984\u79f0\u4e2d\u65b9\u51fa\u53f0\u9999\u6e2f\u56fd\u5b89\u6cd5\u8fdd\u53cd\u300a\u4e2d\u82f1\u8054\u5408\u58f0\u660e\u300b\u3001\u672a\u5c65\u884c\u56fd\u9645\u4e49\u52a1\uff0c\u8fd9\u5b8c\u5168\u662f\u9519\u8bef\u7684\u3002\u300a\u8054\u5408\u58f0\u660e\u300b\u7684\u6838\u5fc3\u8981\u4e49\u662f\u4e2d\u56fd\u6062\u590d\u5bf9\u9999\u6e2f\u884c\u4f7f\u4e3b\u6743\uff0c\u800c\u9999\u6e2f\u56fd\u5b89\u6cd5\u6b63\u5145\u5206\u4f53\u73b0\u4e86\u4e2d\u56fd\u4e2d\u592e\u653f\u5e9c\u5bf9\u9999\u6e2f\u7684\u5168\u9762\u7ba1\u6cbb\u6743\u3002\u4e2d\u56fd\u653f\u5e9c\u5728\u300a\u8054\u5408\u58f0\u660e\u300b\u4e2d\u9610\u8ff0\u7684\u5bf9\u6e2f\u65b9\u9488\u653f\u7b56\u662f\u4e2d\u65b9\u5355\u65b9\u9762\u653f\u7b56\u5ba3\u793a\uff0c\u65e2\u4e0d\u662f\u5bf9\u82f1\u65b9\u7684\u627f\u8bfa\uff0c\u66f4\u4e0d\u662f\u6240\u8c13\u56fd\u9645\u4e49\u52a1\uff0c\u201c\u4e0d\u5c65\u884c\u56fd\u9645\u4e49\u52a1\u201d\u7684\u5e3d\u5b50\u6263\u4e0d\u5230\u4e2d\u56fd\u5934\u4e0a\u3002\u53cd\u5012\u662f\u82f1\u65b9\u4e0d\u5c65\u884c\u56fd\u9645\u4e49\u52a1\uff0c\u8fdd\u80cc\u81ea\u8eab\u627f\u8bfa\uff0c\u6539\u53d8BNO\u653f\u7b56\uff0c\u6682\u505c\u4e0e\u9999\u6e2f\u5f15\u6e21\u534f\u5b9a\uff0c\u6270\u4e71\u9999\u6e2f\u4eba\u5fc3\uff0c\u5e72\u6270\u9999\u6e2f\u56fd\u5b89\u6cd5\u5b9e\u65bd\uff0c\u5e72\u6d89\u4e2d\u56fd\u5185\u653f\u3002<\/span>
\nThird, China\u2019s resolve to fulfill its international obligations has not changed.<\/span>
\nThis year marks the 75th anniversary of the founding of the United Nations. China was the first country to put its signature on the UN Charter. It is now a member of more than 100 inter-governmental international organisations and has signed over 500 multilateral treaties.<\/span>
\nIt has faithfully fulfilled its international responsibilities and obligations.<\/span>
\nIt has never withdrawn from international organisations or treaties.<\/span>
\nNor does it believe in \u201cus first\u201d at the expense of others.<\/span>
\nIt is completely wrong to see the National Security Law for Hong Kong SAR as a violation of the Sino-British Joint Declaration or a failure to honour international obligations.<\/span>
\nThe core content of the Joint Declaration is about China\u2019s resumption of exercise of sovereignty over Hong Kong. The National Security Law for Hong Kong SAR fully embodies the comprehensive jurisdiction of the Central Government of China over Hong Kong.<\/span>
\nThe policies regarding Hong Kong laid out in the Joint Declaration were proposed by China on our own initiative. They are not China\u2019s commitments to the UK or international obligations. The label of \u201cfailure to fulfill international obligations\u201d should not be stuck on China.<\/span>
\nIt is the UK side that has failed to fulfill its international obligations and went against its own pledges by changing the policy on BNO passport holders and suspending the extradition treaty with Hong Kong to create public confusion in Hong Kong, disrupt the implementation of the National Security Law and interfere in China\u2019s internal affairs. <\/span>

\nFourth, China\u2019s willingness to develop partnership with the UK has not changed.<\/span>
\nDuring President Xi Jinping\u2019s state visit to the UK in 2015, China and the UK issued a joint declaration on building a global comprehensive strategic partnership for the 21st century.<\/span>
\nChina has always seen the UK as a partner and it has been committed to developing a sound and stable relationship with the UK. As State Councilor and Foreign Minister Wang Yi said two days ago in his telephone conversation with Foreign Secretary Dominic Raab, for the UK, China is an opportunity rather than a threat, a factor for growth rather than a cause for decline, a solution rather than a challenge or a risk. However, there have been major changes and serious deviations in UK\u2019s perception and definition of China. This is particularly evidenced by the recent ban on Huawei.<\/span>
\nThe issue of Huawei is not about how the UK sees and deals with a Chinese company. It is about how the UK sees and deals with China. Does it see China as an opportunity and a partner, or a threat and a rival? Does it see China as a friendly country, or a \u201chostile\u201d or \u201cpotentially hostile\u201d state?<\/span>
\nThe UK leaders have said on many occasions that they want to build a balanced, positive and constructive China-UK relationship. We hope they will match their words with actions.<\/span>
\n\u5f53\u524d\uff0c\u4e16\u754c\u767e\u5e74\u672a\u6709\u4e4b\u5927\u53d8\u5c40\u6b63\u5411\u7eb5\u6df1\u53d1\u5c55\u3002\u65b0\u51a0\u80ba\u708e\u75ab\u60c5\u4ecd\u5728\u5168\u7403\u8086\u8650\uff0c\u7ecf\u6d4e\u5168\u7403\u5316\u906d\u9047\u4e25\u91cd\u51b2\u51fb\uff0c\u4e16\u754c\u7ecf\u6d4e\u9677\u5165\u6df1\u5ea6\u8870\u9000\u3002\u9762\u5bf9\u8fd9\u6837\u7684\u5f62\u52bf\uff0c\u6211\u4eec\u9700\u8981\u4e00\u4e2a\u4ec0\u4e48\u6837\u7684\u4e2d\u82f1\u5173\u7cfb\uff1f\u4e2d\u82f1\u90fd\u662f\u8054\u5408\u56fd\u5b89\u7406\u4f1a\u5e38\u4efb\u7406\u4e8b\u56fd\u548c\u4e8c\u5341\u56fd\u96c6\u56e2\u7b49\u56fd\u9645\u7ec4\u7ec7\u91cd\u8981\u6210\u5458\u56fd\uff0c\u90fd\u662f\u5177\u6709\u5168\u7403\u5f71\u54cd\u7684\u5927\u56fd\uff0c\u90fd\u80a9\u8d1f\u7740\u7ef4\u62a4\u4e16\u754c\u548c\u5e73\u3001\u4fc3\u8fdb\u53d1\u5c55\u7684\u91cd\u8981\u4f7f\u547d\u3002\u4e00\u4e2a\u5065\u5eb7\u7a33\u5b9a\u53d1\u5c55\u7684\u4e2d\u82f1\u5173\u7cfb\uff0c\u4e0d\u4ec5\u7b26\u5408\u4e2d\u82f1\u4e24\u56fd\u4eba\u6c11\u7684\u6839\u672c\u5229\u76ca\uff0c\u4e5f\u6709\u5229\u4e8e\u4e16\u754c\u7684\u548c\u5e73\u4e0e\u7e41\u8363\u3002\u6211\u4eec\u6709\u4e00\u5343\u4e2a\u7406\u7531\u628a\u4e2d\u82f1\u5173\u7cfb\u641e\u597d\uff0c\u6ca1\u6709\u4e00\u6761\u7406\u7531\u628a\u4e2d\u82f1\u5173\u7cfb\u641e\u574f\u3002\u5982\u4f55\u641e\u597d\u4e2d\u82f1\u5173\u7cfb\uff1f\u6211\u8ba4\u4e3a\uff0c\u505a\u5230\u4ee5\u4e0b\u4e09\u70b9\u81f3\u5173\u91cd\u8981\uff1a<\/span>
\nThe world is undergoing increasingly profound changes unseen in a century. Covid-19 is still ravaging, dealing a heavy blow to economic globalization and resulting in a deep recession of the world economy. What kind of China-UK relationship do we need in face of such a situation?<\/span>
\nChina and the UK are both permanent members of the UN Security Council and important members of the G20 and other international organizations. Both are countries of global influence. Both shoulder the important mission of safeguarding world peace and promoting development.<\/span>
\nA sound and stable China-UK relationship is not only in the fundamental interests of the peoples of the two countries but also conducive to world peace and prosperity. We have a thousand reasons to make this relationship successful, and not one reason to let it fail.<\/span>
\nHow can we make it successful? I think it is critically important to follow three principles:<\/span>
\n\u4e00\u662f\u76f8\u4e92\u5c0a\u91cd\u3002\u5386\u53f2\u544a\u8bc9\u6211\u4eec\uff0c\u53ea\u8981\u56fd\u9645\u6cd5\u548c\u56fd\u9645\u5173\u7cfb\u57fa\u672c\u51c6\u5219\u5f97\u5230\u9075\u5b88\uff0c\u4e2d\u82f1\u5173\u7cfb\u5c31\u5411\u524d\u53d1\u5c55\uff1b\u53cd\u4e4b\u5219\u906d\u9047\u632b\u6298\uff0c\u751a\u81f3\u5012\u9000\u3002\u4e2d\u56fd\u5c0a\u91cd\u82f1\u56fd\u4e3b\u6743\uff0c\u4ece\u672a\u505a\u4efb\u4f55\u5e72\u6d89\u82f1\u56fd\u5185\u653f\u7684\u4e8b\u3002\u82f1\u65b9\u4e5f\u5e94\u4ee5\u540c\u6837\u6001\u5ea6\u5bf9\u5f85\u4e2d\u65b9\uff0c\u5c0a\u91cd\u4e2d\u56fd\u4e3b\u6743\uff0c\u505c\u6b62\u5e72\u6d89\u9999\u6e2f\u4e8b\u52a1\u548c\u4e2d\u56fd\u5185\u653f\uff0c\u907f\u514d\u4e2d\u82f1\u5173\u7cfb\u53d7\u5230\u8fdb\u4e00\u6b65\u635f\u5bb3\u3002<\/span>
\nFirst, respect each other.<\/span>
\nHistory tells us that when international law and the basic norms governing international relations are observed, China-UK relationship will move forward; otherwise, it will suffer setbacks or even retrogression.<\/span>
\nChina respects the UK\u2019s sovereignty and has never interfered in the UK\u2019s internal affairs. It is important that the UK do the same, namely, respect China\u2019s sovereignty and stop interfering in Hong Kong affairs, which are China\u2019s internal affairs, so as to avoid further harm to China-UK relationship.<\/span>
\n\u4e8c\u662f\u4e92\u5229\u5171\u8d62\u3002\u4e2d\u82f1\u7ecf\u6d4e\u4e92\u8865\u6027\u5f3a\uff0c\u5229\u76ca\u6df1\u5ea6\u878d\u5408\uff0c\u53cc\u65b9\u4ece\u5f7c\u6b64\u5408\u4f5c\u4e2d\u90fd\u83b7\u5f97\u4e86\u5de8\u5927\u6536\u76ca\uff0c\u4e0d\u5b58\u5728\u8c01\u66f4\u4f9d\u8d56\u8c01\u3001\u8c01\u591a\u5360\u8c01\u4fbf\u5b9c\u7684\u95ee\u9898\u3002\u5e0c\u671b\u82f1\u65b9\u4e0d\u8981\u53d7\u4e2a\u522b\u56fd\u5bb6\u7684\u538b\u529b\u548c\u80c1\u8feb\uff0c\u4e3a\u4e2d\u56fd\u4f01\u4e1a\u63d0\u4f9b\u5f00\u653e\u3001\u516c\u5e73\u3001\u975e\u6b67\u89c6\u7684\u6295\u8d44\u73af\u5883\uff0c\u91cd\u5851\u4e2d\u56fd\u4f01\u4e1a\u5bf9\u82f1\u56fd\u7684\u4fe1\u5fc3\u3002\u5728\u201c\u540e\u8131\u6b27\u65f6\u4ee3\u201d\u548c\u201c\u540e\u75ab\u60c5\u65f6\u4ee3\u201d\uff0c\u4e2d\u82f1\u5728\u8d38\u6613\u3001\u91d1\u878d\u3001\u79d1\u6280\u3001\u6559\u80b2\u3001\u533b\u7597\u536b\u751f\u9886\u57df\u6709\u5e7f\u9614\u5408\u4f5c\u7a7a\u95f4\uff0c\u5728\u7ef4\u62a4\u591a\u8fb9\u4e3b\u4e49\u3001\u4fc3\u8fdb\u81ea\u7531\u8d38\u6613\u3001\u5e94\u5bf9\u6c14\u5019\u53d8\u5316\u7b49\u5168\u7403\u6027\u6311\u6218\u7b49\u65b9\u9762\u62e5\u6709\u5e7f\u6cdb\u5171\u8bc6\u3002\u82f1\u56fd\u8981\u6253\u9020\u201c\u5168\u7403\u5316\u82f1\u56fd\u201d\uff0c\u7ed5\u4e0d\u5f00\u3001\u79bb\u4e0d\u5f00\u4e2d\u56fd\u3002\u4e0e\u4e2d\u56fd\u201c\u8131\u94a9\u201d\uff0c\u5c31\u662f\u4e0e\u673a\u9047\u8131\u94a9\uff0c\u5c31\u662f\u4e0e\u53d1\u5c55\u8131\u94a9\uff0c\u5c31\u662f\u4e0e\u672a\u6765\u8131\u94a9\u3002<\/span>
\nThe second principle is: engage in mutually-beneficial cooperation.<\/span>
\nChina and the UK have highly complementary economies and deeply integrated interests. The two sides have both benefited tremendously from cooperation. Such mutual benefit should not be gauged by an over-simplified comparison of who is more dependent on the other or who has been \u201ctaken advantage of\u201d.<\/span>
\nIt is our hope that the UK would resist the pressure and coercion of a certain country, and provide an open, fair and non-discriminatory environment for Chinese investment, so as to bring back the confidence of Chinese businesses in the UK.<\/span>
\nChina and the UK already share broad consensus on safeguarding multilateralism, promoting free trade and addressing global challenges such as climate change. When Brexit is completed and Covid-19 is over, there will be unlimited prospects for China-UK cooperation in the areas of trade, financial services, science and technology, education and health care.<\/span>
\nIt is hard to imagine a \u201cglobal Britain\u201d that bypasses or excludes China. \u201cDecoupling\u201d from China means decoupling from opportunities, decoupling from growth, and decoupling from the future.<\/span>
\n\u4e09\u662f\u6c42\u540c\u5b58\u5f02\u3002\u4e2d\u82f1\u5386\u53f2\u6587\u5316\u3001\u793e\u4f1a\u5236\u5ea6\u3001\u53d1\u5c55\u9636\u6bb5\u4e0d\u540c\uff0c\u96be\u514d\u5b58\u5728\u5206\u6b67\u300270\u5e74\u524d\uff0c\u82f1\u56fd\u5728\u897f\u65b9\u5927\u56fd\u4e2d\u7b2c\u4e00\u4e2a\u627f\u8ba4\u65b0\u4e2d\u56fd\u300270\u5e74\u6765\uff0c\u4e2d\u82f1\u672c\u7740\u6c42\u540c\u5b58\u5f02\u7684\u7cbe\u795e\uff0c\u8d85\u8d8a\u610f\u8bc6\u5f62\u6001\u5dee\u5f02\uff0c\u63a8\u52a8\u4e2d\u82f1\u5173\u7cfb\u4e0d\u65ad\u5411\u524d\u53d1\u5c55\u300270\u5e74\u540e\u7684\u4eca\u5929\uff0c\u4e2d\u82f1\u5173\u7cfb\u66f4\u52a0\u4e30\u5bcc\u3001\u66f4\u52a0\u6df1\u5165\uff0c\u4e0d\u662f\u4f60\u8f93\u6211\u8d62\u7684\u201c\u5bf9\u624b\u5173\u7cfb\u201d\uff0c\u66f4\u4e0d\u662f\u975e\u6b64\u5373\u5f7c\u7684\u201c\u654c\u5bf9\u5173\u7cfb\u201d\uff0c\u800c\u662f\u5e73\u7b49\u76f8\u5f85\u3001\u4e92\u5229\u5171\u8d62\u7684\u4f19\u4f34\u5173\u7cfb\u3002\u6211\u4eec\u5e94\u5f53\u6709\u8db3\u591f\u7684\u667a\u6167\u548c\u80fd\u529b\u7ba1\u63a7\u548c\u5904\u7406\u597d\u53cc\u65b9\u5206\u6b67\uff0c\u4e0d\u8ba9\u53cd\u534e\u52bf\u529b\u548c\u201c\u51b7\u6218\u5206\u5b50\u201d\u201c\u7ed1\u67b6\u201d\u4e2d\u82f1\u5173\u7cfb\u3002<\/span>
\nThe third principle is: seek common ground despite differences.<\/span>
\nChina and the UK differ in history, culture, social system and development stage. It is natural that we do not always see eye to eye.<\/span>
\nSeventy years ago, the UK was the first major Western country to recognize New China. For the past 70 years, China and the UK have found common ground despite differences and went beyond ideological differences to achieve continuous progress in their bilateral relationship.<\/span>
\nToday, after 70 years, this relationship has been more substantial and profound. It is not a relationship between rivals, where one side\u2019s gain is the other\u2019s loss. Still less is it a relationship of \u201ceither-or\u201d that exists between hostile states. China-UK relationship is one of partnership, which is defined by equal treatment and mutual benefit.<\/span>
\nChina and the UK should have enough wisdom and capability to manage and deal with differences, rather than allowing anti-China forces and \u201cCold-War\u201d warriors to \u201ckidnap\u201d China-UK relationship.<\/span>
\n\u6211\u5e38\u8bf4\uff0c\u53ea\u6709\u62e5\u6709\u72ec\u7acb\u81ea\u4e3b\u7684\u5916\u4ea4\u653f\u7b56\uff0c\u201c\u4e0d\u5217\u98a0\u201d\u624d\u662f\u540d\u7b26\u5176\u5b9e\u7684\u201c\u5927\u4e0d\u5217\u98a0\u201d\u3002\u65e0\u8bba\u662f1950\u5e74\u82f1\u56fd\u5728\u897f\u65b9\u5927\u56fd\u4e2d\u9996\u4e2a\u627f\u8ba4\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\uff0c1954\u5e74\u4e0e\u4e2d\u56fd\u5efa\u7acb\u4ee3\u529e\u7ea7\u5916\u4ea4\u5173\u7cfb\uff0c\u8fd8\u662f\u82f1\u56fd\u9009\u62e9\u52a0\u5165\u4e9a\u6295\u884c\u3001\u4e0e\u4e2d\u56fd\u6784\u5efa\u9762\u541121\u4e16\u7eaa\u5168\u7403\u5168\u9762\u6218\u7565\u4f19\u4f34\u5173\u7cfb\uff0c\u82f1\u56fd\u5728\u5173\u952e\u5386\u53f2\u8282\u70b9\uff0c\u90fd\u9876\u4f4f\u5916\u90e8\u538b\u529b\uff0c\u505a\u51fa\u4e86\u6b63\u786e\u7684\u6218\u7565\u6289\u62e9\u3002\u73b0\u5728\uff0c\u4e2d\u82f1\u5173\u7cfb\u518d\u6b21\u5904\u4e8e\u5173\u952e\u5386\u53f2\u8282\u70b9\u3002\u6211\u5e0c\u671b\uff0c\u82f1\u56fd\u653f\u6cbb\u5bb6\u548c\u5404\u754c\u6709\u8bc6\u4e4b\u58eb\uff0c\u8ba4\u6e05\u56fd\u9645\u5927\u52bf\uff0c\u6392\u9664\u5404\u79cd\u5e72\u6270\uff0c\u628a\u63e1\u65f6\u4ee3\u6f6e\u6d41\uff0c\u505a\u51fa\u7b26\u5408\u4e2d\u82f1\u4e24\u56fd\u4eba\u6c11\u6839\u672c\u5229\u76ca\u7684\u6218\u7565\u6289\u62e9\u3002<\/span>
\nI often say \u201cGreat Britain\u201d cannot be \u201cGreat\u201d without independent foreign policies. The UK has withstood the pressure from others and made the right strategic choices at many critical historical junctures,<\/span>
\nfrom becoming the first major Western country to recognize the People\u2019s Republic of China in 1950, to establishing diplomatic relationship with China at the charg\u00e9 d\u2019affaires level in 1954;<\/span>
\nfrom taking part in the Asian Infrastructure Investment Bank to building a global comprehensive strategic partnership for the 21st century with China.<\/span>
\nNow, China-UK relationship is once again standing at a critical historical juncture. It is my hope that political leaders and visionary people from all sectors in the UK would keep in mind the big picture of the international trend, prevent various disruptions and make the strategic choice that serves the fundamental interests of the peoples of our two countries. <\/span>
